“If somebody is opening up the floodgate, and every day, there’s 3,000, 4,000 or 5,000 more people landing on each island or whatever that number might be in there carrying the disease, it’s very hard for them to think about doing contact tracing in one small area,” he said.
“Put the whole package together, have testing, tracing and isolation, increased surveillance, sewage surveillance, increase exposure notification systems, keep the virus off the island with testing at the airports and increase vaccination.”
