Twenty oil tankers halted near Istanbul in insurance dispute

ISTANBUL, Dec 9 (Reuters) – The number of oil tankers waiting in the Black Sea to pass through Istanbul’s Bosphorus Strait on the way to the Mediterranean rose to 20 on Friday, Tribeca shipping agency said, as Turkey held talks to resolve an insurance dispute behind the build-up.

Dismissing pressure from abroad over the lengthening queue, Turkey’s maritime authority said on Thursday it would continue to block oil tankers that lacked the appropriate insurance letters, and it needed time for checks.

The ship backlog is creating growing unease in oil and tanker markets and comes as the G7 and European Union introduce a price cap on Russian oil. Millions of barrels of oil per day move south from Russian ports through Turkey’s Bosphorus and Dardanelles straits into the Mediterranean.

The maritime authority said that in the event of an accident involving a vessel in breach of sanctions it was possible the damage would not be covered by an international oil-spill fund.

“(It) is out of the question for us to take the risk that the insurance company will not meet its indemnification responsibility,” it said, adding that Turkey was continuing talks with other countries and insurance companies.

It said the vast majority of vessels waiting near the straits were EU vessels, with a large part of the oil destined for EU ports – a factor frustrating Ankara’s Western allies.

The G7 group of nations, the EU and Australia have agreed to bar providers of shipping services, such as insurers, from helping to export Russian oil unless it is sold at an enforced low price, or cap, aimed at depriving Moscow of wartime revenue.

However, Turkey has had a separate measure in force since the start of the month requiring vessels to provide proof of insurance covering the duration of their transit through the Bosphorus strait, or when calling at Turkish ports.

Eight tankers were also waiting for passage through the Dardanelles strait into the Mediterranean, down from nine a day earlier, Tribeca said, making a total of 28 tankers waiting for southbound passage.

Most of the tankers waiting at the Bosphorus are carrying Kazakh oil and Treasury Secretary Janet Yellen said on Thursday the U.S. administration saw no reason that such shipments should be subjected to new procedures.

Washington had no reason to believe Russia was involved in Turkey’s decision to block ship transits, she added.

Turkey has had to balance its good relations with both Russia and Ukraine since Moscow invaded its neighbour in February. It played a key role in a United Nations-backed deal reached in July to free up grain exports from Ukrainian Black Sea ports.

Turkey’s maritime authority said that it was unacceptable to pressure Turkey over what it said were “routine” insurance checks and that it could remove tankers without proper documentation from its waters or require them to furnish new P&I ship insurance letters covering their journeys.

Oil tankers are getting stuck in the Black Sea. That could become a problem

A bottleneck is building across an important trading route for oil, which if left unresolved could knock global supply and boost prices at a fragile moment for energy markets.

As of Thursday, 16 oil tankers traveling south from the Black Sea were waiting to cross the Bosphorus strait into the Sea of Marmara, an increase of five from Tuesday, according to a report from Istanbul-based Tribeca Shipping Agency. A further nine tankers were waiting to cross southbound from the Sea of Marmara through the Dardanelles strait into the Mediterranean.

The snarl-up in waterways controlled by Turkey, which Turkish officials said is mostly affecting crude oil shipments destined for Europe, has caught the attention of UK and US government officials who are now in talks with Ankara to resolve the growing impasse.

The snag is linked to a Western price cap on Russian oil that came into effect on Monday. The cap is supposed to limit the Kremlin’s revenues without adding to stress on the global economy by reducing supply. But Turkey is insisting that vessels prove they have insurance that will pay out in light of the new sanctions, before allowing them to pass through the straits linking the Black Sea and Mediterranean.

Although currently causing no disruption to global oil supply and thus prices, the hold-up could become a problem if left unresolved, said Jorge Leon, senior vice president for oil market analysis at Rystad Energy. “This is a very popular route around the world for global trade and specifically for crude,” he told CNN Business.

Countries including Russia, Kazakhstan and Azerbaijan use the Turkish straits to get their oil to world oil markets.

The traffic jam in the Turkish straits arose following the imposition this week of the price cap on Russian oil. The cap bars ship owners carrying Russian oil from accessing insurance and other services from European providers unless the oil is sold for $60 a barrel or less.

In light of the cap, Turkish maritime authorities are concerned about the risk of accidents or oil spills involving uninsured vessels, and are preventing ships from passing through Turkish waters unless they can provide additional guarantees that their transit is covered.

In a notice issued last month by Turkey’s government ahead of the price cap, maritime director general Ünal Baylan said that given “catastrophic consequences” for the country in the event of an accident involving a crude tanker, “it is absolutely required for us to confirm in some way that their [protection and indemnity] insurance cover is still valid and comprehensive.”

The International Group of P&I Clubs, which provides protection and indemnity insurance for 90% of the goods shipped by sea, has said it cannot comply with the Turkish policy.

The Turkish government’s requirements “go well beyond the general information that is contained in a normal confirmation of entry letter” and would require P&I Clubs to confirm coverage even in the event of a breach of sanctions under EU, UK and US law, the UK P&I Club said in a statement.

Turkish officials say this position is “unacceptable” and on Thursday reiterated demands for letters from insurers. “The majority of the crude oil tankers waiting to cross the strait are EU ships and a majority of the petrol is destined for EU ports,” the Turkish maritime authority said in a statement.

“It is difficult to understand why EU-based insurance companies are refusing to provide this letter… for ships that belong to the EU, carrying crude oil to [the] EU when the sanctions in question have been set forth by the EU,” it added.

Western officials, clearly worried about potential disruption to oil supply, say they are in talks with Turkey’s government to resolve the situation.

US Deputy Treasury Secretary Wally Adeyemo told Turkish Deputy Foreign Minister Sedat Onal on a call that the price cap only applies to Russian oil and “does not necessitate additional checks on ships” passing through Turkish waters.

“Both officials highlighted their shared interest in keeping global energy markets well supplied by creating a simple compliance regime that would permit oil to transit the Turkish straits,” the Treasury Department said in a statement.

“The UK, US and EU are working closely with the Turkish government and the shipping and insurance industries to clarify the implementation of the Oil Price Cap and reach a resolution,” according to a statement from the UK Treasury.

“There is no reason for ships to be denied access to the Bosporus Straits for environmental or health and safety concerns,” it added.

Despite the backlog of tankers, the average waiting time to cross the Bosphorus strait is still well below where it was this time last year, according to Leon of Rystad Energy. “Given the reaction from UK and US officials, my hunch is that this is going to be resolved very soon,” he said.

Iran seizes 2 Greek tankers in Persian Gulf as tensions rise

DUBAI, United Arab Emirates (AP) — Iran’s paramilitary Revolutionary Guard seized two Greek oil tankers Friday in helicopter-launched raids in the Persian Gulf, officials said. The action appeared to be retaliation for Athens’ assistance in the U.S. seizure of crude oil from an Iranian-flagged tanker this week in the Mediterranean Sea over violating Washington’s crushing sanctions on the Islamic Republic.

The raid marks the first major incident at sea in months as tensions remain high between Iran and the West over its tattered nuclear deal with world powers. As Tehran enriches more uranium, closer to weapons-grade levels than ever before, worries mount that negotiators won’t find a way back to the accord — raising the risk of a wider war.

The Guard issued a statement announcing the seizures, accusing the tankers of unspecified violations. Nour News, a website close to Iran’s Supreme National Security Council, just a short time earlier warned that Tehran planned to take “punitive action” over Greece assisting the U.S. in seizing oil days earlier from the Iranian-flagged tanker Lana.

Greece’s Foreign Ministry said it made a strong demarche to the Iranian ambassador in Athens over the “violent taking over of two Greek-flagged ships” in the Persian Gulf. “These acts effectively amount to acts of piracy,” a ministry statement said.

The ministry called for the immediate release of the vessels and their crews, warning the seizure would have “particularly negative consequences” in bilateral relations and in Iran’s relations with the European Union, of which Greece is a member.

An Iranian helicopter landed on the Greek-flagged Delta Poseidon in international waters, some 22 nautical miles off the coast of Iran, the ministry said.

“Armed men then took the crew captive,” it said, adding that two Greek nationals were among the crew.

“A similar incident has been reported on another Greek-flagged vessel, that was carrying seven Greek citizens, close to the coast of Iran,” the ministry said.

A Greek official, speaking on condition of anonymity to discuss details of the attack with a journalist, identified the second ship as the Prudent Warrior. Its manager, Polembros Shipping in Greece, earlier said the company was “cooperating with the authorities and making every possible effort to address the situation effectively.”

Greek officials did not identify the nationalities of the other crew onboard the vessels.

Both vessels had come from Iraq’s Basra oil terminal, loaded with crude, according to tracking data from MarineTraffic.com.

A U.S. defense official, speaking on condition of anonymity to discuss intelligence matters, said it appeared the two ships had come close to — but not into — Iranian territorial waters Friday. After the hijacking, they drifted into Iranian waters. The ships also had turned off their tracking devices, another red flag, the official said. However, neither had issued a mayday or a call for help, the official said.

Iran’s seizure on Friday was the latest in a string of hijackings and explosions to roil a region that includes the Strait of Hormuz, the narrow mouth of the Persian Gulf through which a fifth of all traded oil passes. The incidents began after then-President Donald Trump unilaterally withdrew the U.S. from Iran’s nuclear deal with world powers, which saw Tehran drastically limit its enrichment of uranium in exchange for the lifting of economic sanctions.

The U.S. Navy blamed Iran for a series of limpet mine attacks on vessels that damaged tankers in 2019, as well as for a fatal drone attack on an Israeli-linked oil tanker that killed two European crew members in 2021.

Iranian hijackers also stormed and briefly captured a Panama-flagged asphalt tanker off the United Arab Emirates last year, as well as briefly seizing and holding a Vietnamese tanker in November.

Tehran denies carrying out the attacks, but a wider shadow war between Iran and the West has played out in the region’s volatile waters. Tanker seizures have been a part of it since 2019, when Iran seized the British-flagged Stena Impero after the United Kingdom detained an Iranian oil tanker off Gibraltar. Iran released the tanker months later as London also released the Iranian vessel.

Iran last year also seized and held a South Korean-flagged tanker for months amid a dispute over billions of dollars of frozen assets Seoul holds.

“This incident is assessed to be a retaliatory action in line with a history of Iranian forces detaining vessels in a tit-for-tat manner,” maritime intelligence firm Dryad Global warned. “As a result, Greek-flagged vessels operating within the vicinity of Iran in the Persian Gulf and Gulf of Oman are currently assessed to be at a heightened risk of interception and it is advised to avoid this area until further notice.”

Underlining that threat, Iran’s semiofficial Tasnim news agency warned in a tweet: “There are still 17 other Greek ships in the Persian Gulf that could be seized.”

Meanwhile, the Guard is building a massive new support ship near the Strait of Hormuz as it tries to expand its naval presence in waters vital to international energy supplies and beyond, according to satellite photos obtained by The Associated Press.

Talks in Vienna over Iran’s tattered nuclear deal have been stalled since April. Since the deal’s collapse, Iran runs advanced centrifuges and has a rapidly growing stockpile of enriched uranium. Nonproliferation experts warn Iran has enriched enough up to 60% purity — a short technical step from weapons-grade levels of 90% — to make one nuclear weapon if it choose.

Iran insists its program is for peaceful purposes, though United Nations experts and Western intelligence agencies say Iran had an organized military nuclear program through 2003.

Building a nuclear bomb would still take Iran more time if it pursued a weapon, analysts say, though they warn Tehran’s advances make the program more dangerous. Israel has threatened in the past it will carry out a preemptive strike to stop Iran — and already is suspected in a series of recent killings targeting Iranian officials.

A Tanker’s Giant U-Turn Reveals Strains in the Market for Russian Oil

Much of that demand is expected to come from Asia. India’s purchases of Russian oil, in particular, has jumped more than 700 percent in the five weeks since the start of the war in Ukraine compared to the previous five weeks, according to data from the Russian Tanker Tracking Group.

As shipments to Asia have risen, Europe has shown a desire to cut purchases of Russian crude, said Reid L’Anson, senior commodity economist at Kpler, said in an email.

Tracking the drifting oil tankers at sea was important to start figuring out the new picture for Russian oil exports, he said. While it wasn’t necessarily out of the ordinary to have some tankers with unknown destinations, “given the situation in Russia, tracking these flows will be critical,” he said. “I’m going to be very interested to see just how much Asia fills the gap left by European buying,” he added.

Part of the West’s shift away from Russian oil has come on the heels of growing public pressure.

When the Minerva Virgo, a 50,000-ton Croatia-flagged tanker carrying Russian petrochemicals, docked in New York last week, the environmental group Greenpeace staged a protest in the harbor, with activists in rubber boats holding up signs that read “Oil Fuels War.”

(Several days later, a smaller tanker carrying Russian chemicals also headed for New York, the Vinjerac, changed its destination to “Drifting” a short distance from the shore and has not docked.)

In the United Kingdom, dockworkers at the Birkenhead Docks in northwest England earlier this month refused to unload a German-flagged tanker. Workers would “under no circumstances unload any Russian oil,” a local union leader told Sky News. The United Kingdom has banned Russian tankers from British ports but the order doesn’t apply to vessels from other countries carrying Russian oil.

In response to the invasion, major oil companies have said they are stepping away from their investments in Russia. Companies like BP, Shell, TotalEnergies and Exxon Mobil have all said they would not sign new oil contracts with Russia.
