Ukraine’s Western allies pledged an additional one billion euros ($1.1 billion) in emergency winter aid on Tuesday, responding to pleas from President Volodymyr Zelensky to help the country withstand Russia’s onslaught against its energy grid.
Around 70 countries and international organizations gathered in Paris for a meeting aimed at enabling Ukrainians “to get through this winter,” said French President Emmanuel Macron.
In a video message, Zelensky said Ukraine needed assistance worth around 800 million euros in the short term for its battered energy sector.
“Of course it is a very high amount, but the cost is less than the cost of a potential blackout,” Zelensky told the conference via video link.
Pledges for the energy sector comprised 400 million euros of the funds raised on Tuesday, France’s Foreign Minister Catherine Colonna said.
Ukraine needs spare parts for repairs, high-capacity generators, extra gas as well as increased electricity imports, Zelensky said.
“Generators have become as necessary as armored vehicles and bullet-proof jackets,” he said.
Ukrainian Prime Minister Denys Shmyhal said 40 to 50% of the country’s grid was out of action because of Russia’s strikes.
Many areas of the country have power for only a few hours a day.
Another 1.5 million people were left without power in southern Odesa over the weekend after Russian drone attacks.
“They want to put us into darkness and it will fail, thanks to our partners all over the world,” Shmygal told delegates.
Bridge attack
On the battlefield Tuesday, local authorities in the Russian-occupied city of Melitopol said pro-Kyiv forces had used explosives to damage a strategic bridge.
Melitopol is an important transport hub for Russian forces in the region of Zaporizhzhia and is key for Ukraine’s hopes of liberating the south of the country.
The bridge in the eastern suburbs “was damaged by terrorists,” Vladimir Rogov, a Moscow-installed regional official, said on the Telegram messaging app.
He did not specify the extent of the damage, but images on his social media accounts showed that a middle section of the bridge had collapsed.
Elsewhere on Tuesday, Belarus held a surprise inspection of its armed forces, raising fears of a possible escalation in the conflict.
Belarus is a close ally of Moscow, but Belarusian leader Alexander Lukashenko has repeatedly said he does not plan to send Belarusian troops to Ukraine.
Ukrainian PM Shmyhal also said Tuesday that the UN nuclear watchdog IAEA had agreed to dispatch permanent teams to monitor the country’s nuclear plants.
They are expected to take up positions in the Russian-controlled Zaporizhzhia plant, a hotspot of fighting, which has been a source of global concern in recent months.
A deal to de-militarize the site, which would see both sides withdraw forces, has proved impossible so far despite international diplomatic efforts.
‘War crimes’
Tuesday’s conference in Paris, titled “Standing with the Ukraine People,” also saw the launch of a new so-called Paris Mechanism to coordinate civilian aid to Ukraine.
The digital platform, announced by G7 leaders on Monday, will enable Ukraine to list its requirements and allow international donors to coordinate their responses in real time.
“A large number of countries will use this mechanism — all the members to the European Union, but it will go beyond to other partners, including non-European partners,” Colonna told reporters.
A similar platform exists for military aid, which is coordinated via meetings of Ukraine’s Western allies at the U.S.-run Ramstein military base in Germany.
Macron hosted Tuesday’s conference alongside Zelensky’s wife Olena, giving the French leader an opportunity to reaffirm his support for Kyiv.
He condemned Russia’s “cynical” and “cowardly” attacks on Ukrainian civilian infrastructure.
“These strikes… which Russia openly admits are designed to break the resistance of the Ukrainian people, are war crimes,” Macron said in his opening address.
“They violate without any doubt the most basic principles of humanitarian law,” he said.
“These acts are intolerable and will not go unpunished.”
The French president has riled some of his allies in Kyiv in the past, most notably in June when he said “we must not humiliate Russia.”

Verna Yu has spoken to some experts about Xi’s third term could mean for China.
Chen Daoyin, a political commentator formerly with Shanghai University of Political Science and Law said after the 20th party congress, China is expected to continue its current conservative and hawkish stance. He said domestically, it will continue to suppress dissent and internationally, it will be confrontational and adopt the “dare to fight” spirit as mentioned by Xi many times during the congress. He expects China to clash with the United States and Europe on issues over sovereignty, security and development.
“‘Struggle’ is the main theme of this congress: It will ‘struggle’ internally and externally. It will ‘dare to fight’ and be ready for tit for tat,” said Chen.
Willy Lam, a senior fellow at Washington-based think tank Jamestown Foundation, predicted the personality cult surrounding Xi will exacerbate. The party and country risk becoming a “one-voice chamber” where only one voice will be heard. The supreme leader has almost totally abandoned the institutional reforms started by Deng Xiaoping and largely followed by ex-presidents Jiang Zemin and Hu Jintao.

Today we are expecting Congress delegates to elect the Standing Committee – the apex of Chinese political power at which Xi is set to sit firmly at the top.
The Standing Committee is then expected to be unveiled to foreign and domestic media at a press conference around noon (0400 GMT, 3pm AEST) at Beijing’s Great Hall of the People.
A list of officials in the new Central Committee earlier revealed that four out of seven members of the Standing Committee will be replaced, allowing Xi to further pack the top body with loyalists.
“Whichever way you look at it, it’s almost a total victory for Xi,” Willy Lam, a political analyst at the Chinese University of Hong Kong, told Agence France-Presse.
The move will allow Xi to get a third term as China’s president.

China’s president Xi Jinping is poised to secure a historic third term in power, cementing his position as the nation’s most influential leader since founder Mao Zedong.
Xi is all but certain to be unveiled as general secretary of the ruling Communist Party again – tilting the country decisively back towards one-man rule after decades of power-sharing among its elite.
His anointment will cap a week-long gathering of the party faithful in China’s capital during which high-ranking cadres endorsed his “core position” in the leadership and approved a sweeping reshuffle that saw several top officials step down.

Xi is still speaking. He has said China must remain on high alert for challenges “like a student on never-ending exams”.
He says the party “can only become invincible if it is committed to self reform, even if it has had a glorious past.” He said the party is stronger and more dynamic because of its struggles and achievements in the last century.
Xi’s political thought now officially drives the party’s ideology – not just because he is the current leader but also after constitutional changes this week enshrined him as being at the “core” of the party.

Xi is repeating his warnings of “choppy waters” and “dangerous storms” to come – it’s heightened language compared to previous meetings which were more focused on peace and development, and reflects how much more isolated China has become from the west, with numerous disputes and tensions.
Xi is praising the CCP’s work in achieving its first centenary goal of “moderate prosperity for all”, and says the work now is for the second goal of achieving a modern socialist nation, and the “great rejuvenation of the Chinese nation” – a goal which requires the annexation of Taiwan.
“We have fought long and hard to open a Chinese path to modernisation,” he says. “The enormity of the task is what makes it great and infinitely glorious… Successive generations of Chinese have devoted themselves to this glorious goal. We should always remember their dedication and sacrifice.”

Li Xi A loyal stalwart of Xi Jinping, Li Xi is already part of the top leader’s core inner circle. Li started his career in the party’s powerful the Organisation Department and rose steadily through the ranks in a series of key positions in the provinces of Shaanxi, Shanghai, Liaoning, and finally Guangdong over a period of 18 years. As the party chief of affluent Guangdong province which borders Hong Kong, he has already been in the 25-member Politburo for the past five years and is one of the most powerful non-Standing Committee politicians in the country. Li is the top official responsible for the development of the Greater Bay Area, Xi’s master plan for an integrated economic powerhouse of nine Chinese cities with Hong Kong and Macau.

Middle Tennessee went into Hard Rock Stadium and handed No. 25 Miami a 45-31 upset loss as a 26-point underdog on Saturday. The loss will spark a quarterback debate for the Hurricanes and plenty of uneasy fan feelings following a second straight defeat and 2-2 start to the Mario Cristobal era. The win was Middle Tennessee’s first over an AP Top 25-ranked opponent in program history, and shockingly enough, moves the Blue Raiders to 3-0 all-time against the Hurricanes after wins in their previous meetings in 1931 and 1932.
Middle Tennessee jumped out to a 24-3 lead and continued to have answers at every turn as Miami tried to make its run back into the game. The Hurricanes benched starting quarterback Tyler Van Dyke in favor of Jake Garcia, but they could not stop Chase Cunningham and Middle Tennessee’s offense from moving the ball against a defense that had just held Texas A&M to 17 points the week prior in College Station, Texas.
Miami did have plenty of notable injuries in this game, including in the secondary, but this game was a lot about how Middle Tennessee handled its business that added insult to injury for the Hurricanes frustrations. The offense struggled to hit explosive plays throughout the afternoon, while Middle Tennessee had touchdown plays — not drives, plays — of 71 yards, 69 yards and 98 yards as it took the Hurricanes two and a half quarters and a quarterback change to even see their first play of more than 20 yards.
That 98-yard score was particularly painful; it came right on the heels of Miami failing to score despite having second-and-goal from the 1-yard line. The Hurricanes started the fourth quarter with a chance to cut the lead to seven, but instead found themselves in a three-touchdown deficit with less than 15 minutes remaining.
The quarterback change is going to be the biggest storyline for a Miami team that is going to fall out of the top 25 in the rankings and now must refocus its efforts on winning the ACC Costal. Miami is 2-2 overall but has not yet played a conference game, meaning the decisions about the offense will dictate whether the Hurricanes can live up to the preseason projections of winning their side of the standings.
Tyler Van Dyke, last year’s ACC Offensive Rookie of the Year, completed just 16 of 32 pass attempts for 138 yards with one touchdown and two interceptions before he was benched in favor of Jake Garcia, who finished with 161 yards on 10-of-19 passing but led a couple late touchdown drives. The Miami fans in Hard Rock Stadium began chanting Garcia’s name as Van Dyke continued to struggle, and when Garcia entered the game, he did provide a spark for the offense and gave some life to the Canes’ comeback efforts.
Now, both Mario Cristobal and offensive coordinator Josh Gattis have a decision to make regarding the future of the quarterback position. The team heads into an off week before returning to action against North Carolina at home on Oct. 8.
