Bills-Bengals game will not resume amid Damar Hamlin’s continued recovery

CINCINNATI — The Week 17 game between the Bengals and Bills has been canceled and will not continue, the league announced Thursday night.

Monday’s game was suspended with less than six minutes left in the first quarter when Buffalo safety Damar Hamlin went into cardiac arrest after making a tackle. His heartbeat was restored on the field before he was transported to the University of Cincinnati Medical Center.

“This has been a very difficult week,” NFL commissioner Roger Goodell said in a statement Thursday. “We continue to focus on the recovery of Damar Hamlin and are encouraged by the improvements in his condition as well as the tremendous outpouring of support and care for Damar and his family from across the country. We are also incredibly appreciative of the amazing work of the medical personnel and commend each and every one of them.”

Doctors said earlier in the day that Hamlin has shown “substantial improvement,” including communicating through writing and moving his hands and feet, though he remains considered critically ill.

In announcing the decision to cancel the game, the NFL cited three key factors: The outcome would have no bearing on which teams qualified for the postseason; playing the game would have altered the playoff schedule for the remaining teams; and not playing the game would allow all clubs to know the postseason possibilities before the start of Week 18.

At the time of the stoppage, the Bengals were leading 7-3. NFL officials have maintained that there were no plans for the game to continue Monday following Hamlin’s collapse and transportation to the hospital.

Buffalo (12-3) entered Week 17 tied with the Kansas City Chiefs (now 13-3) for the best record in the AFC but held the head-to-head tiebreaker. Cincinnati (11-4) trailed both teams by one game but would have held a three-way tiebreaker with a win over the Bills. The Bengals, now the AFC North champions, beat the Chiefs in Week 13 in a rematch of last year’s AFC Championship Game.

Because of the canceled game, the league’s owners will vote Friday — with 24 of 32 needed (three-fourths majority) to approve — on scenarios approved by the competition committee Thursday that involve a neutral site for an AFC Championship Game. Those are dependent on Week 18 outcomes:

• If Buffalo and Kansas City both win or tie, a Bills-Chiefs championship game will be at a neutral site.

• If Buffalo and Kansas City both lose and Baltimore wins or ties, a Bills-Chiefs championship game will be at a neutral site.

• If Buffalo and Kansas City both lose and Cincinnati wins, a Bills or Bengals vs. Chiefs championship game will be at a neutral site.

The potential neutral sites have not yet been determined. The seeds will hold up throughout the playoffs.

If Buffalo and Kansas City both win this weekend, the Chiefs will get the bye. If Buffalo wins and Kansas City loses, the Bills will be the No. 1 seed and get the bye, and no neutral sites would come into play.

If the Baltimore Ravens win and are matched against Cincinnati in an AFC wild-card game, the site will be determined by a coin flip. If Cincinnati wins or if the two teams are not matched against each other after a potential Ravens win, regular scheduling procedures will go into effect.

Bengals executive vice president Katie Blackburn is on the competition committee, which approved the scenarios Thursday. In a memo obtained by ESPN’s Seth Wickersham, Blackburn urged the committee members to vote against the scenarios. Her reasoning stemmed from the timing of a rule change away from the standard of winning percentages used in this scenario.

“The proper process for making rule change (sic) is in the off-season,” Blackburn wrote. “It is not appropriate to put teams in a position to vote for something that may introduce bias, favor one team over another or impact their own situation when the vote takes place immediately before the playoffs.”

In his statement, Goodell said he recognizes “there is no perfect solution.”

“As we considered the football schedule, our principles have been to limit disruption across the league and minimize competitive inequities,” he said.

On Wednesday, Bengals coach Zac Taylor said the team was preparing to face the Ravens as the league mulled the future of the Bills-Bengals contest.

“We’ll let those decisions take place among those who want to make them,” Taylor said. “All that is really in front of us right now is to get ready for Baltimore on Sunday.”

Bengals quarterback Joe Burrow said rescheduling the game would be difficult.

“I think whatever Buffalo would want to do would be what we would want to do as well,” Burrow said Wednesday. “We’re behind them 100% and support them in whatever they would decide to do going forward.”

ESPN’s Adam Schefter and Dan Graziano contributed to this report.

NFL: Bills-Bengals won’t resume; playoff scenarios revealed

The NFL said Thursday it will not resume the Bills-Bengals game that was suspended Monday night after Buffalo safety Damar Hamlin collapsed and went into cardiac arrest on the field.

The league said some of the factors in coming to its decision included that “not playing the Buffalo-Cincinnati game to its conclusion will have no effect on which clubs qualify for the postseason. No club would qualify for the postseason and no club will be eliminated based on the outcome of this game.”

Also, the NFL said playing the game between the Bills and Bengals would have required postponing the start of the playoffs by a week, and affecting all 14 teams that qualified for the postseason.

The NFL said its decision creates “potential competitive inequities in certain playoff scenarios.” The league said clubs on Friday, in a special league meeting, would consider a resolution recommended by the commissioner and approved today by the competition committee.

Hamlin has shown what physicians treating him are calling “remarkable improvement over the past 24 hours,” the team announced Thursday, three days after the 24-year-old player had to be resuscitated on the field.

The Bills-Bengals game had major playoff implications for the AFC. Buffalo (12-3) entered Monday night needing a win to maintain the AFC’s No. 1 seed. The Kansas City Chiefs (13-3) now hold that spot. The Bengals (11-4) had a chance to earn that top seed with two more wins and a loss by the Chiefs.

The scenarios approved by the competition committee include a potential neutral site for the AFC championship game. The league is considering several sites, including indoor and outdoor stadiums.

The resolution being presented to clubs for a vote on Friday follows:

The AFC Championship Game will be played at a neutral site if the participating teams played an unequal number of games and both could have been the No. 1 seed and hosted the game had all AFC clubs played a full 17-game regular season.

Those circumstances involve Buffalo or Cincinnati qualifying for the game as a road team. If Buffalo and Kansas City both win or tie this weekend, a Bills-Chiefs AFC title game would be at a neutral site.

If Buffalo and Kansas City both lose and Baltimore wins or ties, a Bills-Chiefs AFC title game would be at a neutral site.

If Buffalo and Kansas City both lose and Cincinnati wins, Bills or Bengals against Kansas City in the AFC title game would be at a neutral site.

Also, if Baltimore defeats Cincinnati in Week 18, the Ravens would have two wins over the Bengals, a divisional opponent, but will not be able to host a playoff game because Cincinnati will have a higher winning percentage for a 16-game schedule than Baltimore will for a 17-game schedule.

Therefore, if Baltimore defeats Cincinnati and if those two clubs are schedule to play a wild-card game against each another, the site for that game would be determined by a coin toss.

However, if the Bengals win this weekend or if Baltimore and Cincinnati are not scheduled to play each other in the wild-card round, the game sites would be determined by the regular scheduling procedures.

“As we considered the football schedule, our principles have been to limit disruption across the league and minimize competitive inequities,” NFL Commissioner Roger Goodell said. “I recognize that there is no perfect solution. The proposal we are asking the ownership to consider, however, addresses the most significant potential equitable issues created by the difficult, but necessary, decision not to play the game under these extraordinary circumstances.”

Cambodia casino fire: Rescue teams resume search in Poipet

Phnom Penh, Cambodia
CNN
 —

Search and rescue operations resumed in Cambodia Friday morning following the deadly fire that engulfed a border city casino complex, killing at least 19 people and leaving dozens unaccounted for, according to authorities.

Cambodian officials expect the death toll to rise from the blaze at the Grand Diamond City Hotel and Casino in Poipet and rescuers who crossed the nearby Thai border to help told CNN Friday that more bodies had been found trapped inside hotel rooms.

Somboon Kwan-uam, with Thailand’s Poh Teck Tung Foundation, said smoke levels in the corridors were lower Friday after hampering earlier rescue efforts when many of the victims were found dead from smoke inhalation locked inside their hotel rooms.

“We found seven more bodies from rooms on the second floor,” Somboon said Friday.

Some of the victims’ bodies were expected to be transported back to Thailand Friday, he added.

Another 70 people were injured in the blaze, Banteay Meanchey province spokesman Sek Sokhom told CNN earlier.

The cause of the fire remains unknown and the Cambodian government has set up a committee to investigate, Sek Sokhom said Friday.

Thai rescue workers who responded to emergency calls from Cambodian authorities said some victims had jumped to their deaths from the burning building in a frantic attempt to escape.

“Two people died immediately when they hit the ground and around four to five (others) broke their legs,” said Peerapan Srisakorn, from the Aranyaprathet Rescue Foundation.

Videos on the group’s Facebook page showed rescue workers in helmets and protective gear walking through smoke-filled corridors.

Sek Sokhom said the hotel used an electric system for rooms and elevators, so when the fire started and the building lost electricity, many people were stuck in their rooms and could not escape.

Approximately 700 Thai citizens were rescued and sent to hospitals in Thailand, according to authorities.

Some 300 police officers, 11 fire trucks and a number of helicopters were deployed to the scene, according to Banteay Meanchey Provincial Police Commissioner Maj. Gen. Sithi Loh. The hotel’s narrow and elevated layout had made it difficult to fully assess the status of the blaze, he added.

Poipet, a transport hub between Cambodia’s Siem Reap and the Thai capital Bangkok, is known for its multiple casinos and is home to many Thais who work in the city’s gambling industry. Almost all forms of gambling are illegal in Thailand so many Thais cross the border to gamble legally.

Photos from the scene on Wednesday night showed huge bright amber flames and plumes of smoke rising from the complex.

Peerapan, from the Aranyaprathet Rescue Foundation, earlier told CNN he suspected the fire started at a lower floor restaurant before spreading to other parts of the compound. “Some people ran to the rooftop, (thinking) that the Cambodians might have a rescue crane to help – but they didn’t have one,” he said.

Weather conditions may have helped the fire to spread, he added.

“It was very windy last night,” he said. “The fire spread up quickly to the upper floors and then to every side, engulfing the whole building.”

He said he also saw a building lose electricity and the lights go off.
