China’s Xi talks up security, reiterates COVID stance as congress opens

BEIJING, Oct 16 (Reuters) – Chinese President Xi Jinping called for accelerating the building of a world-class military while touting the fight against COVID-19 as he kicked off a Communist Party Congress by focussing heavily on security and reiterating policy priorities.

Xi, 69, is widely expected to win a third leadership term at the conclusion of the week-long congress that began on Sunday morning, cementing his place as China’s most powerful ruler since Mao Zedong.

Roughly 2,300 delegates from around the country gathered in the vast Great Hall of the People on the west side of Tiananmen Square amid tight security and under blue skies after several smoggy days in the Chinese capital.

Xi described the five years since the last party congress as “extremely uncommon and abnormal”, during a speech that lasted less than two hours – far shorter than his nearly three-and-a-half-hour address at the 2017 congress.

“We must strengthen our sense of hardship, adhere to the bottom-line thinking, be prepared for danger in times of peace, prepare for a rainy day, and be ready to withstand major tests of high winds and high waves,” he said.

He mentioned “safety” or “security” 73 times, compared with 55 times in 2017, according to state news agency Xinhua’s transcripts, and said China will strengthen its ability to build a strategic deterrent capability.

By comparison, Xi said “reforms” 16 times in the televised speech, far fewer than the 70 mentions five years ago.

Xi called for strengthening the ability to maintain national security, ensuring food and energy supplies, securing supply chains, improving the ability to deal with disasters and protecting personal information.

The biggest applause came when Xi restated opposition to Taiwan independence.

In his decade in power, Xi has set China on an increasingly authoritarian path that has prioritised security, state control of the economy in the name of “common prosperity”, a more assertive diplomacy, a stronger military and intensifying pressure to seize democratically governed Taiwan.

Analysts generally do not expect significant change in policy direction in a third Xi term.

Alfred Wu, associate professor at the Lee Kuan Yew School of Public Policy at the National University of Singapore, said that as China’s economy has slowed, Xi is attempting to shift the basis of legitimacy from economic growth to security.

“His narrative is – China faces many dangers, the country is in a war-like state, figuratively, and he is the saviour. With this narrative, he can get people to unite around him,” he said.

In recent days, China has repeatedly emphasised its commitment to Xi’s zero-COVID strategy, dashing hopes among countless Chinese citizens as well as investors that Beijing might begin exiting anytime soon a policy that has caused widespread frustration and economic damage.

Xi said little about COVID other than to reiterate the validity of a policy that has made China a global outlier as much of the world tries to coexist with the coronavirus, which emerged in central China in late 2019.

“We have adhered to the supremacy of the people and the supremacy of life, adhered to dynamic zero-COVID … and achieved major positive results in the overall prevention and control of the epidemic, and economic and social development,” Xi said.

On the economy, he restated support for the private sector and allowing markets to play a key role, even as China fine-tunes a “socialist economic system” and promotes “common prosperity”.

“We must build a high-level socialist market economic system … unswervingly consolidate and develop the public ownership system, unswervingly encourage and support the development of the private economy, give full play to the decisive role of the market in the allocation of resources, and give better play to the role of the government,” he said.

PARTY POWER

Xi’s power appears undiminished by the tumult of a year that has seen China’s economy slow dramatically, dragged down by the COVID policy’s frequent lockdowns, a crisis in the property sector and the impact of his 2021 crackdown on the once-freewheeling “platform economy”, as well as global headwinds.

China’s relations with the West have deteriorated sharply, worsened by Xi’s support of Russia’s Vladimir Putin.

The son of a Communist Party revolutionary, Xi has reinvigorated a party that had grown deeply corrupt and increasingly irrelevant, expanding its presence across all aspects of China, with Xi officially its “core”.

Xi did away with presidential term limits in 2018, clearing the way for him to break with the precedent of recent decades and rule for a third five-year term, or longer.

“I support the re-election of Xi Jinping to a third term with both hands,” Li Yinjiang, a delegate from Jiangsu province, told Reuters. “He can make our country strong and our people happy.”

The congress is expected to reconfirm Xi as party general secretary, China’s most powerful post, as well as chairman of the Central Military Commission. Xi’s presidency is up for renewal in March at the annual session of China’s parliament.

In the run-up to the congress, the Chinese capital stepped up security and COVID curbs, while steel mills in nearby Hebei province were instructed to cut back on operations to improve air quality, an industry source said.

The day after the congress ends on Saturday, Xi is expected to introduce his new Politburo Standing Committee, a seven-person leadership team. It will include the person who will replace Li Keqiang as premier when Li steps down from that post in March after serving the maximum two terms.

Bungie reiterates support for reproductive rights as US Supreme Court overturns Roe v Wade

UPDATE 25/6/22: Many more video game companies – including Xbox, Bethesda, Ubisoft, and Humble Bundle – have spoken out in support of abortion rights following the US supreme court’s decision to overturn Roe v Wade.

Following statements from the likes of Insomniac Games and Sucker Punch, Sony developers including Bend Studio and London Studio have posted similar support, saying, “Reproductive freedom and bodily autonomy are human rights”.

The Last of Us developer Naughty Dog shared a lengthier message on Twitter, saying it “believes reproductive freedom and bodily autonomy are basic human rights and essential to the health and wellbeing of everyone.”

“We will continue to uphold those values and actively support all our employees in receiving the care they need and want”, it added. God of War studio Sony Santa Monica has released a similarly worded message.

Away from Sony, other major publishers have made their own statements in support of reproductive rights.

A statement shared on Xbox’s official Twitter feed read, “At Xbox, we remain committed to our employees to ensure equal access to healthcare. We will continue to do everything we can under the law to support our employees and enrolled dependents in accessing critical healthcare.” It added, “Our US health plans cover lawful medical services like abortion and gender-affirming care, and we recently extended our travel benefits to include travel expense support assistance for covered medical services.”

Other Microsoft-owned studios shared similar sentiments. “We believe the ability to make choices about one’s body and lifestyle is a human right”, said Bethesda in a short statement on Twitter, while Double Fine – one of the first studios to speak out following initial reports of the Supreme Court’s plans last month – wrote, “Overturning Roe v Wade constitutes a direct assault on people’s safety and rights. Your body is your body. We encourage donations to local funds/organisations that will stand up for these rights”.

Ubisoft wrote, “We fully support our teams in the US. Today and every day, we believe that reproductive rights are humans rights, women’s rights are human rights, trans rights are human rights, and equal rights for all are essential to a world where everyone can be their authentic selves and thrive.”

EA – which came in for criticism last month after it reportedly declined employee requests to make a public statement in support of reproductive rights and trans rights – also shared a statement, albeit one that stopped short of directly referencing reproductive rights or bodily autonomy. “Our support is unwavering for our people,” it wrote on Twitter. “We are committed to expanding our benefits for US employees and their eligible dependents – our aim is to provide the care, support and services for the health and well-being of our people.” Apex Legends developer Respawn shared an identical statement on its own account.

EA-owned studio Maxis was a little more forthright on its Sims 4 account, writing, “We understand today is hard. For those who play The Sims, the game has always been about being who you want to be, loving who you want to love, and creating the life you want to live. Our game is a reflection of our unwavering belief that everyone has a right to choose how they want to live their life without judgment, including the right to bodily autonomy.” It also provided a list of resources for those requiring support.

Other developers and publishers have also spoken out. Devolver Digital shared a simple, direct, “Reproductive rights are human rights.”, while Among Us developer Innersloth opted for a longer message. “Innersloth supports reproductive choice and liberty,” it wrote. “The ending of the constitutional right to abortion is a gender, racial, economic, and human rights disaster for both present and future generations. There are so many people and local organisations to support. If you can, lend them your voice, time, action, money, or privilege. We stand with everyone affected”.

It shared links to a number of those organisations, including Abortion Funds, The Brigid Alliance, Trans Lifeline, In Our Own Voice, and Plan C.

Humble Bundle, as part of a lengthy statement, pledged to use its platform and community to support charities connected with reproductive rights and liberty in the coming weeks. “Today’s Supreme Court decision overturning Roe v Wade severely undermines the rights all people should have to make decisions about their bodies and their health and welfare,” it wrote. “Reproductive freedom and bodily autonomy are fundamental human rights, period.”

“We’re committed to ensuring that all of Humble’s employees have access to safe, affordable and essential health care, including reimbursement for travel that may be needed as a consequence of today’s decision,” it continued.

“We are also working on ways that our platform and community can support charities that are committed to standing up for reproductive choice and liberty.

“We will have more to share in the coming weeks, but in the meantime, we encourage the Humble community to donate directly to organisations dedicated to fighting for these rights, including Center for Reproductive Rights, Guttmacher Institute, NARAL Pro-Choice America Foundation, or Planned Parenthood, if possible”.

Expect more companies to speak out, and pledge support and assistance for its employees, as the fallout from the US Supreme Court’s decision continues.


ORIGINAL STORY 14/6/22: Bungie and a number of PlayStation studios, including Insoniac and Sucker Punch, have spoken out in support of reproductive rights following today’s decision by the US Supreme Court to overturn key legislation granting individuals the constitutional right to choose an abortion – a move that gives US states the power to either severely restrict or ban the practice.

Bungie was one of the first studios to make a statement in May after the US Supreme Court’s plans to overthrow Roe v Wade were leaked to the press, calling the move a “direct attack on human rights”. Adding to that sentiment in a new statement shared today, it said, “Standing up for reproductive choice and liberty is not a difficult decision to make, and Bungie remains dedicated to upholding these values.”

“Last month, we stated without reservation that all of us deserve to choose our own path and access the healthcare we need,” the developer continued. “The decision by the US Supreme Court to overturn Roe v Wade cuts off millions of Americans from that access and leaves open the possibility of even further restrictions on life-saving healthcare for all of us.”

Bungie also reiterated its commitment to “ensuring that everyone of our employees and their families have safe and affordable access to essential healthcare needs”, and noted that, as it continues to expand it digital-first workplace to more states, it “will now be implementing a travel reimbursement program for any employee to use when they or a dependent cannot get access to the healthcare they need where they live”.

“We remain undeterred in our commitment to stand up for reproductive choice and liberty,” the developer concluded.

Alongside Bungie, a number of key PlayStation studios have released statements in reponse to today’s Supreme Court ruling. Spider-Man and Ratchet & Clank developer Insomniac Games wrote, “We are human beings who make games. Reproductive freedom and bodily autonomy are human rights.” Dreams developer Media Molecule and Ghost of Tsushima studio Sucker Punch shared similar messages on their own Twitter accounts, saying “Reproductive freedom and bodily autonomy are human rights.”

Public support from these developers is particularly notable in that a Washington Post report last month claimed Sony was refusing to approve any statements its PlayStation studios might want to make on the topic of reproductive rights. Insomniac head Ted Price was said to have told staff he believed “there would be material repercussions” if the studio chose to go against Sony’s wishes. In response to that report, Bungie – whose acquisition by Sony was announced in February – said “there will never be a ‘muzzle’ big enough to stop us from standing up for what’s right”. It would appear Sony may have chosen to reverse its alleged policy since then.

Belgian king reiterates regrets for colonial past in Congo but no apology

KINSHASA, June 8 (Reuters) – Belgium’s King Philippe reaffirmed his deepest regrets on Wednesday for the exploitation, racism and acts of violence during his country’s colonisation of the Democratic Republic of Congo, but again stopped short of formally apologising.

Philippe became the first Belgian official two years ago to express regret for colonisation, and some Congolese hoped he would issue a formal apology during his first visit to Congo since taking the throne in 2013.

“Even though many Belgians invested themselves sincerely, loving Congo and its people deeply, the colonial regime itself was based on exploitation and domination,” he told a joint session of parliament in the capital Kinshasa.

“This regime was one of unequal relations, unjustifiable in itself, marked by paternalism, discrimination and racism,” he said.

“It led to violent acts and humiliations. On the occasion of my first trip to Congo, right here, in front of the Congolese people and those who still suffer today, I wish to reaffirm my deepest regrets for those wounds of the past.”

Congo President Felix Tshisekedi and many politicians have enthusiastically welcomed Philippe’s visit. Large numbers of ruling party supporters waved Belgian flags, and a banner hanging from parliament read: “A common history.”

But others were disappointed by the absence of an apology.

By some estimates, killings, famine and disease caused the deaths of up to 10 million Congolese during just the first 23 years of Belgium’s rule from 1885 to 1960, when King Leopold II ruled the Congo Free State as a personal fiefdom.

Villages that missed rubber collection quotas were notoriously made to provide severed hands instead.

“I salute the speech by the Belgian king. However, in the face of the crimes committed by Belgium, regrets are not enough,” Congolese opposition Senator Francine Muyumba Nkanga wrote on Twitter.

“We expect an apology and a promise of reparations from him. That is the price to definitively turn the page,” she said.

Nadia Nsayi, a political scientist specialised in Congo, said she sensed “a lot of nervousness in Belgium regarding a formal apology as Congo might use it to demand financial reparations”. read more

Philippe arrived on Tuesday with his wife, Queen Mathilde, and Prime Minister Alexander De Croo for a week-long visit.

Tshisekedi said during a brief news conference with De Croo that he was focused on boosting cooperation with Belgium to attract investment and improve health care in Congo.

Relations had soured under Tshisekedi’s predecessor, Joseph Kabila, whom Brussels criticised for suppressing dissent and extending his time in power beyond legal limits.

“We have not dwelled on the past, which is the past and which is not to be reconsidered, but we need to look to the future,” Tshisekedi said.

Some Kinshasa residents also said they hoped the visit would bring investments. “Despite what the Belgians did to us during colonisation, we are ready to forgive,” said Antoine Mubidiki.

Philippe earlier offered a traditional mask of the Suku people to Congo’s national museum as an “indefinite loan”. The mask has been held for decades by Belgium’s Royal Museum for Central Africa.

Belgium has traditionally said little about colonialism, and the subject has not been extensively taught in Belgian schools.

By contrast, Germany last year apologised to Namibia for its role in the slaughter of Herero and Nama tribespeople more than a century ago, officially described it as genocide for the first time and agreed to fund projects worth over a billion euros. read more

There have been the beginnings of a historical reckoning in Belgium in recent years. During anti-racism protests sparked in 2020 by the police killing in the United States of George Floyd, demonstrators targeted statues of King Leopold II.

Belgium’s parliament established a commission soon after to examine the historical record. It will issue its final report this year.

Belgium will also hand over a tooth, suspected to be the only remains of Congo’s first prime minister Patrice Lumumba, to his family this month.

The Belgian government took partial responsibility in 2002 for the death of Lumumba, who was assassinated by Belgian-backed secessionists in 1961.

Phison Reiterates High Temperatures For PCIe Gen 5 NVMe SSDs, Up To 125C Limit For Controller & Active Cooling Requirement

In a new blog posted by Phison, the DRAM controller manufacturer has reiterated how PCIe Gen 5 NVMe SSDs will feature higher temperatures and require active cooling solutions.

Last year, Phison revealed a good bunch of details regarding PCIe Gen 5 NVMe SSDs. Phison’s CTO, Sebastien Jean revealed that the first Gen 5 solutions will start shipping to customers by the end of this year.

As for what PCIe Gen 5 SSDs bring to the table, it is reported that PCIe Gen 5 SSDs will offer speeds of up to 14 GBps and existing DDR4-2133 memory also offers around 14 GBps speeds per channel. And while SSDs are not going to replace system memory solutions, the storage and DRAM can now operate within the same space and a unique perspective is provided in the form of L4 caching. The current CPU architectures comprise of an L1, L2, and L3 cache so Phison believes that Gen 5 SSDs & beyond with a 4kb cache can operate as an LLC (L4) cache for the CPU owing to similar design architecture.

Phison now states that to keep the power limit in check, they are going down from 16nm to 7nm to reduce the wattage while hitting their performance targets. The reliance on the 7nm and enhanced process nodes can help reduce the power limit and another way to conserve power is to reduce NAND channels on the SSD.

Jean said, “In practical terms, you no longer need eight channels to saturate the Gen4 and even Gen5 PCIe interface. You can potentially saturate the host interface with four NAND channels, and reducing the number of back-end channels reduces the total SSD power by typically 20 to 30 percent.”

Temperatures remain the main concern for SSDs as we move forward. As we have seen with PCIe Gen 4 NVMe SSDs, they do tend to get hotter than previous generations and as such, require hefty cooling solutions. Most high-end devices these days are equipped with a heatsink & motherboard makers have also emphasized the use of their own thermal heatsinks, at least for the primary SSD.

According to Phison, NAND typically operates up to 70-85 Degrees Celcius and with Gen 5, the SSD controller limits have been set at up to 125C but NANAD temperatures can only go up to 80C after which they will go into critical shutdown.

As an SSD fills up, it becomes much more sensitive to heat. Jean recommends keeping and SSD under 50 degrees Celsius (122 degrees F). “The controller and all the other components … are good up to 125 degrees Celsius (257 degrees F),” he said, “but the NAND isn’t, and the SSD will go into critical shutdown if it detects that the temperature of the NAND is above 80 degrees Celsius (176 degrees F) or so.”

Heat is bad, but extreme cold isn’t great either. “If most of your data was written really hot and you read it really cold, you have a huge cross-temp swing,” said Jean. “The SSD is designed to handle that, but it translates into more error corrections. So lower maximum throughput. The sweet spot for an SSD is between 25 and 50 Celsius (77 to 122 degrees F).”

As such, Phison has stated that they advise Gen 4 SSD makers to have a heatsink but for Gen 5, it is a must. There’s also a likelihood that we might even see active fan-based cooling solutions for next-gen SSDs and that’s due to the higher power requirements that result in more heat output. The Gen 5 SSDs are going to average in at around 14W TDP while Gen 6 SSDs are going to average in around 28W TDPs. Furthermore, it is reported that managing heat is a major challenge moving forward.

“I would expect to see heatsinks for Gen5,” he said. “But eventually we’ll need to have a fan that’s pushing air right over the heatsink, too.”

When it comes to server-side form factors, Jean said, “the main thing is to have good airflow through the chassis itself, and the heatsinks essentially reduce the need for crazy, high-speed fans because it gives you a much larger dissipation surface. The EDSFF E1 and E3 specifications have form-factor definitions that include heatsinks. Some hyperscalers are willing to trade off storage density in a chassis for a heatsink and a reduced need for high-speed fans.”

“If you look at the bigger question of where PCs are going, there’s an understanding that, for example, the M.2 PCIe Gen5 card, as it is today, has reached the limit of where it can go. The connector will become a bottleneck for future speed increases,” said Jean. “So new connectors are being developed and they’ll be available in the next few years. They will greatly increase both the signal integrity and the heat dissipation capability through conduction to the motherboard. These new connectors may allow us to avoid putting fans on SSDs.”

Currently, 30% of the heat is dissipated via the M.2 connector and 70% via the M.2 screw. This is also where the new interfaces and interface slots will play a huge role. Phison is currently investing in a new type of connector which may allow the use of fans altogether but for users who hunger more speeds, there will still be AICs and NVMe SSDs that will support better cooling designs. All of these titles have set release dates — but what about the currently undated God of War Ragnarok? Well, based on this list, it looks like Sony is doubling down on Kratos returning later this year, as it features quite heavily.

Now, obviously, things can change between now and…whenever Ragnarok is supposed to come out. There’s still plenty of time for the PS5 and PS4 sequel to get slapped with a delay — but this at least shows that Ragnarok is still expected in 2022.

So when will the next God of War actually get a release date? Well, Sony will naturally want to get February’s Horizon Forbidden West out of the door first — followed by Gran Turismo 7 in March — but after that? It really depends on the time of year that Ragnarok is aiming for. If it’s set for summer, then we could get a date in the next few months. Beyond that — the autumn or even the holidays — we’d probably expect a date drop at some point in the summer.
