Dow Jones Futures: S&P 500 Regains Key Level, But Stay Cautious; Tesla Doubles U.S. Discount

Dow Jones futures rose slightly after hours, along with S&P 500 futures and Nasdaq futures. Micron Technology (MU) and Tesla (TSLA) were in focus overnight.

The stock market rally had a solid advance Tuesday, with Nike (NKE) surging and FedEx (FDX) leading the way on earnings, also buoying some peers and related stocks.

The S&P 500 index rallied to just above its 50-day line, a positive sign but not a decisive one.

Apple (AAPL) managed to rise modestly, extending a bounce from just above bear market lows Tuesday. Tesla (TSLA) was unable to eke out a gain, closing slightly lower. Tesla reportedly has doubled its year-end delivery discount in the U.S.

Investors should remain cautious. The market rally remains under pressure, and has had a nasty habit of pulling back after showing any strength.

Meanwhile, First Solar (FSLR), Medpace (MEDP), Aehr Test Systems (AEHR), Impinj (PI) and Schlumberger (SLB) are leading stocks still close to their 50-day or 10-week moving averages.

MEDP stock was added to IBD Leaderboard on Wednesday, with PI stock on the Leaderboard watchlist. SLB stock and KLA Corp. are on the IBD Big Cap 20.

Micron Earnings

Micron reported a wider-than-expected loss while Q1 revenue tumbled 47%. The memory chip giant guided slightly lower for the current Q2.

Micron said it will continue to cut capital spending. That’s not good news for memory-exposed chip-equipment makers Applied Materials (AMAT), Lam Research (LRCX) and KLA (KLAC)

MU stock fell 2% in extended trade. Shares had climbed 1% to 51.19 in Wednesday’s regular session.

Meanwhile, AMAT stock and Lam Research declined 2% overnight while KLAC stock sank less than 1%.

Disk drive makers Western Digital (WDC), Seagate Technology (STX) sank 2.2% and 1.5%, respectively.

Dow Jones Futures Today

Dow Jones futures rose 0.2% vs. fair value. S&P 500 futures advanced 0.3% and Nasdaq 100 futures climbed 0.35%.

The 10-year Treasury yield fell 3 basis points to 3.65%.

Remember that overnight action in Dow futures and elsewhere doesn’t necessarily translate into actual trading in the next regular stock market session.

Stock Market Rally

The stock market rally rebounded Wednesday, quickly climbing well over 1% and largely holding those gains into the close.

The Dow Jones Industrial Average climbed 1.6% in Wednesday’s stock market trading. The S&P 500 index rallied 1.5% with Dow Jones giant Nike the day’s top S&P 500 performer for the day. The Nasdaq composite also advanced 1.5%. The small-cap Russell 2000 rebounded 1.7%.

Apple stock rose 2.4% to 135.45 on Wednesday, still well below moving averages. On Tuesday, AAPL stock hit 129.89, just above its June bear market low of 129.04.

U.S. crude oil prices rose 2.7% to $78.29 a barrel.

The 10-year Treasury yield was unchanged at 3.68%.

ETFs

Among the best ETFs, the Innovator IBD 50 ETF (FFTY) moved up 2.2%, while the Innovator IBD Breakout Opportunities ETF (BOUT) was 1.6% higher. The iShares Expanded Tech-Software Sector ETF (IGV) rose 1.2%. The VanEck Vectors Semiconductor ETF (SMH) climbed 2.2%. Micron stock is a notable SMH holding, along with chip-equipment stocks AMAT, LRCX and KLAC.

Reflecting more-speculative story stocks, ARK Innovation ETF (ARKK) climbed 1.7% and ARK Genomics ETF (ARKG) 2.2%. Tesla stock is a major holding across Ark Invest’s ETFs.

SPDR S&P Metals & Mining ETF (XME) popped 2.6% and the Global X U.S. Infrastructure Development ETF (PAVE) 1.7%. U.S. Global Jets ETF (JETS) ascended 1.3%. SPDR S&P Homebuilders ETF (XHB) climbed 1.9%. The Energy Select SPDR ETF (XLE) and the Financial Select SPDR ETF (XLF) advanced 1.55%. The Health Care Select Sector SPDR Fund (XLV) added 1.3%.

Tesla Delivery Discount

Tesla has begun offering $7,500 for taking U.S. delivery of a Model 3 or Model Y before year-end, Electrek reported late Wednesday. That’s up from $3,750 at the start of December, with 10,000 free Supercharger miles as well. Tesla is trying to boost its fourth-quarter delivery figures.

Many would-be buyers may be delaying taking delivery until Jan. 1, when new U.S. tax credits of up to $7,500 will kick in. Tesla’s U.S. sales also may be facing a negative impact from Elon Musk’s Twitter actions and politically charged tweeting.

Tesla stock tried to rally Wednesday but was unable to end its losing streak on a strong market day. TSLA stock dipped 0.2% on Wednesday to 137.57, hitting yet another bear low. Shares are down 8.4% so far this week and 29% in December.

Stocks To Watch

First Solar stock rose 3.5% to 162.06 after falling to 150.25 intraday, finding support just above the 50-day line. FSLR stock is now 5.7% above the 10-week line and right at short-term highs. The solar power leader could be working on a new base, but needs a few more weeks.

MEDP stock rose 3.4% to 210.59, rebounding from the 50-day line and regaining its 21-day line. Investors could buy Medpace stock now, or wait for a trendline break starting with Nov. 15. MEDP stock has a 235.82 buy point from a 16%-deep consolidation next to a 45%-deep cup base.

PI stock climbed 2.3% to 117.15, continuing to bounce from the 10-week line but only 4% above that level. That RFID chip play is actionable from that pullback following an earnings breakout in late October.

AEHR climbed 1.3% to 22.80, bouncing from its 50-day line. A move above the 21-day line would offer an entry into the volatile stock. The EV-exposed chip-testing firm is delivering booming revenue growth.

SLB stock rallied 3% to 53.31, continuing Tuesday’s bounce from the 50-day and 21-day lines. Now clearly breaking a trendline in a short consolidation, Schlumberger stock is still actionable here.

Market Rally Analysis

OK, now the stock market rally got a bounce. After eking out gains Tuesday, the major indexes had a strong session Wednesday.

The Dow Jones, buoyed by Nike, continued to rebound from its 50-day line.

The S&P 500 index and the S&P MidCap 400 just reclaimed their 50-day moving averages, but only by a hair. The S&P 500 needs to decisively move above the 50-day line, and that would only be a first step for the market rally.

The Nasdaq and Russell 2000 remain below their 50-day averages.

More leading stocks found support or rebounded from key levels, including First Solar and Aehr Test Systems. Some are flashing buy signals, but in a shaky market.

What To Do Now

After last week’s ugly downside reversal week and Monday’s losses, the past couple of days were positive, but don’t get excited.

Market exposure should still be light. The uptrend remains under pressure with the S&P 500 right at a key level, with several other hurdles ahead.

Even if the market rally regains much of the prior week’s losses, there’s still the risk that this is another trap to lure investors in just before a pullback.

So while a few stocks flashed buy signals, investors should be wary of taking on any new positions. Yes, if the major indexes keep rebounding, new buys in the past couple of days likely will work out. But if the S&P 500 tumbles to Tuesday’s lows or worse, those new buys will likely fail.

If you do try to play the current market, keep the positions small and take at least partial profits quickly. Broad market ETFs could be a way to dabble in a mini-rally without the individual stock risk.

But, a lot of stocks are setting up. So investors should be ready to act, updating watchlists and staying engaged.

Aaron Carter fiancee Melanie Martin regains full custody of pair’s baby son Prince

Aaron Carter’s on-off fiancée Melanie Martin has regained full custody of their baby son Prince, one month after the singer’s tragic death aged 34.

Prince, who was born in November 2021, was placed in the care of Melanie’s mother when he was a few months old, with Carter getting supervised visitation rights.

TMZ reports that Martin, 35, was found fit to care for her child at a hearing held on Thursday in Los Angeles, and she was awarded full custody.

Martin is currently in New York with Carter’s friend, rapper Checkthestar, but was informed by her legal team. She is now on her way back to California to collect her son.

Melanie told the publication: ‘I’m honoring Aaron today and I know he would be so proud of me. I’m very emotional thinking we could have been a family, but Aaron would be so happy knowing I got him back.’

Aaron’s mom Jane Schneck agreed with the decision and added: ‘The child should be with the mother.’

Prince was removed from the care of Aaron and Melanie over alleged concerns about drug use and domestic violence during the pair’s on-off romance. 

This turned into a protracted custody battle with the couple frequently rekindling and ending their romance. 

Earlier this year, Carter filed for custody of their son and a petition for protection against Martin at the Antelope Valley Courthouse in Los Angeles County.

This comes amid claims Carter’s  family is reportedly trying to heal a rift after his mom blamed the singer’s fiancée for his death. 

In a series of now-deleted tweets from November 28, Schneck accused his partner Martin of nagging her late son for money and profiting over his death. She started the messages: ‘My Baby boy is dead,’ before adding: ‘I’ve been warning him for two years now. He almost came home.’ 

But now Jane is trying to make nice with Melanie, it has been claimed.  

 Aaron started dating Melanie in 2020 and got engaged in June of the same year, before having their son, Prince, in November 2021.

They were living apart when the singer was found dead. His mom Jane is said to have never met his son.

According to TMZ, Melanie has said she and Jane had a ‘fairly good relationship’ before Aaron died and didn’t hold her tweets against her. She also reportedly said an assistant for Aaron’s twin sister, Angel, reached out to apologize for Jane’s messages and said they had been removed. 

Aaron’s family will hold a private memorial service for the singer in 2023, when they will reportedly spread his ashes. Melanie said she has been invited to the ceremony and still wants Jane to meet Aaron’s son Prince after Christmas. 

TMZ also reported Jane does not want a war with Melanie and wants what’s best for her grandson. It comes after Aaron’s family said they want his son to inherit his estate. 

The late singer’s mom told TMZ even though she has yet to meet her 12-month-old grandson, Prince. She wants him to be the beneficiary of his dad’s assets as the family ‘doesn’t need the money.’ 

Jane added she wants to have a relationship with her grandson and Aaron’s on-off fiancée, Melanie, who currently has custody of the child.

After Aaron was found dead, his mum is said to have asked Aaron’s twin Angel to file a petition to serve as administrator of his estate, which is thought to be worth $500,000. 

Melanie told Us Weekly about the financial arrangements: ‘I don’t want any problems or stress over Aaron’s estate. I just want Prince to be taken care of and want Aaron’s legacy to live on… whoever wants to be in Prince’s life can be in Prince’s life.’ 

Aaron’s cause of death is yet to be determined, pending toxicology results. 

But the singer, who battled addictions and mental health issues for years, was reportedly found with pills and cans of compressed air near his body. 

His Backstreet Boys singer brother Nick Carter, 42, who is facing sexual assault allegations from four women, has said it was ‘tough’ to perform on stage the day after Aaron was found dead.

The World’s Biggest Infectious Killer Regains Its Deadly Lead : ScienceAlert

Following gargantuan global efforts against COVID-19, tuberculosis (TB) is once again the world’s biggest infectious killer, a top expert has told AFP, lamenting the lack of focus on rooting out TB.

​Mel Spigelman, president of the non-profit TB Alliance, hailed the swift and dramatic progress to rein in the COVID-19 pandemic, with a vast array of safe and effective vaccines, tests, and treatments developed in the space of two years.

​”But the juxtaposition with TB is pretty stark,” he said in a recent interview.

​Tuberculosis, once called consumption, was the world’s biggest infectious killer before the arrival of COVID-19, with 1.5 million people dying from the disease each year.

​With global COVID-19 deaths steadily declining, “TB has regained the dubious distinction,” Spigelman said.

​The TB Alliance, a non-profit working to develop and deliver faster-acting and affordable drugs against the disease, especially in poorer countries, points out that based on the annual death rate, TB kills 4,109 people a day.

​That compares to 1,449 people a day dying due to COVID-19, calculated from the 40,578 deaths reported in the past 28 days on the Johns Hopkins University dashboard.

​’Major setback’

But unlike COVID-19, there appears to be little, and even waning, interest in taking on TB.

​In fact, the pandemic had a devastating impact on efforts to battle tuberculosis, with TB hospitals taken over for COVID-19 care, and lockdowns preventing patients from coming in for diagnosis and care.

​As a result, the number of annual TB deaths swelled for the first time in a decade in 2020.

​”We went from what I honestly consider to be unbelievably slow progress, but at least progress, to a reversal,” Spigelman said.

​”It has been a major setback,” he said.

​While billions of dollars were being thrown at the COVID-19 fight, global economic woes and swelling geopolitical tensions prompted top donors towards the TB battle to tighten their purse strings.

​Most of the TB Alliance donors suddenly could not commit more than a year of funding at a time and slashed the amounts given, with traditional top donor Britain providing no funding at all this year.

​”I am very worried that the progress that has been made, which has already been eroded by COVID… could be even further eroded,” Spigelman said.

​’Game-changer’

Ironically, these difficulties are coming amid a revolution in the treatment of drug-resistant TB.

​Around five percent of the 9.5 million people who contract TB each year are resistant to commonly-prescribed antibiotics, making them difficult to treat.

​Until recently, “the situation with drug-resistant TB was horrible,” Spigelman said.

​Patients were forced to take five to eight pills a day, and often a daily injection, for up to two years, with horrible side effects and a cure rate of just 20 to 30 percent.

​But a new drug regimen BPaL, first approved by the US Food and Drug Administration in 2019, consists of just three pills a day for six months, and has far fewer side effects and a cure rate of 90 percent, Spigelman said.

​”I think it’ll really be an amazing game-changer.”

​’Could be eradicated’

He acknowledged, though, that “we are closer to the beginning of this journey than we are to the end of it,” pointing out that resources are needed to roll out the new regimen to the patients who need it.

​And with TB, resources are always in short supply.

​Spigelman blamed the lacking urgency around rooting out TB on it being “a disease of the poor”.

​”If rich people around the world were getting it, I think we would see a very different response,” he said.

​As things stand, candidate vaccines against TB have been languishing, with no funding available to develop them, and there have been no attempts to roll out easy testing like the kind developed for COVID-19.

​Spigelman said that with the kind of resources poured into COVID-19, TB could be wiped out altogether.

​”If the resources were there, I bet you it could be eradicated.”

CAPSTONE Team Regains Attitude Control of Spacecraft – No Longer Tumbling Through Space

The Cislunar Autonomous Positioning System Technology Operations and Navigation Experiment, or CAPSTONE, is a CubeSat that will fly a unique orbit around the Moon intended for NASA’s future Artemis lunar outpost Gateway. On Friday, October 7, CAPSTONE team members successfully executed an operation to stop the spacecraft’s spin. This clears a major hurdle in returning the spacecraft to normal operations.

Following a planned trajectory correction maneuver on September 8, CAPSTONE suffered an issue that put the spacecraft in safe mode. It was soon discovered that the spacecraft was spinning beyond the capacity of the onboard reaction wheels to control and counter. According to data from the spacecraft, the most likely cause was a valve-related issue in one of the spacecraft’s eight thrusters. The partially open valve meant the faulty thruster generated thrust whenever the propulsion system was pressurized. After extensively reviewing telemetry and simulation data, the mission team conducted multiple tests on the spacecraft in order to formulate a plan to stop the spacecraft’s spin despite this issue.

On Friday morning, recovery commands were executed. It appears that the maneuver was successful, according to initial telemetry from CAPSTONE and observation data, which indicate the spacecraft has stopped its spin and regained full 3-axis attitude control. This means CAPSTONE’s position can be controlled without unplanned rotation. CAPSTONE has now oriented its solar arrays to the Sun to maximize power generation. It has also adjusted the pointing of its antennas to provide a better data connection to Earth.

The risks of this anomaly and recovery process were substantial, and the team worked extensively and collaboratively to mitigate these risks. Over the coming days, the team will continue to monitor the spacecraft’s status and make any needed adjustments to procedures in order to account for and mitigate the effects of the partially open thruster valve. In order to reduce risk for future maneuvers, the mission team also will strive to design possible fixes for this valve-related issue.

CAPSTONE remains on track to insert into its targeted near rectilinear halo orbit at the Moon on November 13.

William Byron wins NASCAR appeal, regains playoff points

CONCORD, N.C. — An appeals panel on Thursday reinstated the 25 points William Byron had been docked by NASCAR for deliberately spinning championship rival Denny Hamlin, a critical decision that helps his playoff hopes.

The three-person panel found that Byron did break a NASCAR rule for spinning Hamlin under caution. But Hendrick Motorsports had appealed the NASCAR penalty, which was initially a $50,000 fine and the loss of 25 critical points in the championship race.

The panel raised the fine to $100,000 but gave Byron back his points. The favorable ruling moved Byron out from below the elimination line heading into Sunday’s race at Charlotte Motor Speedway, where the playoff field will be cut from 12 to eight.

Byron was 10th in the standings with the loss of points; he’s now seventh in the standings and 14 points above the cut line.

The decision from the panel — television executive Hunter Nickell and short-track promoters Dale Pinilis and Kevin Whitaker — upended the standings heading into the second elimination race of the playoffs.

Austin Cindric and Chase Briscoe, who were tied for eighth, both dropped below the cut line. Christopher Bell dropped from 33 points below the cutline to 45 points out, and Daniel Suarez now sits in eighth in the standings.

The controversy surrounding Byron’s action at Texas Motor Speedway two weeks ago was because the NASCAR officials in the scoring tower missed the deliberate spin of Hamlin. It was done out of anger under caution; despite the lengthy caution period and massive replay screen in the Texas infield, NASCAR simply missed it and wasn’t able to issue an in-race penalty.

Lyman: CNN team visits key city, hours after Ukraine regains control from Russian forces

The ghostly emptiness of the streets of Lyman in eastern Ukraine belies this city’s strategic significance.

There are no signs of Russian troops at all on Sunday – few damaged Russian tanks, or Russian dead, or Russian prisoners. Members of the Ukrainian National Guard from the Dnipro-1 unit hover in small numbers on some streets.

The occasional rattle of gunfire, or thud of artillery, pierces the silence. A few locals emerge, riding bicycles, searching for food, bewildered about what is happening.

“One day I wear one cap, another day a different cap,” said one woman in tears, pretending to take off a hat.

“How can we live like this,” she said, referring to the changing control of the town.

CNN was among the first media outlets into the recently liberated city, arriving 30 minutes after Ukrainian President Volodymyr Zelensky declared the town completely cleared of Russians troops.

Ukrainian officials and troops had spoken repeatedly of large numbers of Moscow’s better units being trapped there. Yet on Sunday there were few signs of encirclement to be seen.

Some officials said Russian corpses had already been cleared away and prisoners removed. But locals offered another explanation: that Russian forces had left the city on Friday in an orderly fashion.

“They got on their tanks, and drove out,” said Tanya, riding her bicycle back to the bomb shelter, where she still spends the nights with 15 others.

A Ukrainian army spokesman, asked to respond to CNN’s reporting, denied there had been a Russian withdrawal two days ago, saying there had been fighting in the area as recently as Saturday.

Sergiy Cherevatiy, of the Eastern Group of Armed Forces of Ukraine, said Russian troops had formed convoys to break through the de facto encirclement of the city. Some succeeded in getting out, he said, while others had been hit.

The possibility Russian forces may have conducted, even in part, an orderly withdrawal on Friday raises an important question of timing for the Kremlin. During that day, Russian President Vladimir Putin was signing documents falsely claiming to annex Lyman, and other parts of eastern and southern Ukraine, and holding a rally in Moscow’s Red Square claiming victory would be Russia’s.

At the same time, it now appears his military were pulling out of Lyman, in one of the most significant Russian defeats for weeks – a withdrawal that may have a knock-on effect for Russian control of occupied parts of Donetsk and Luhansk.

The switch back to Ukrainian control in Lyman was swift, with one local already painting the Ukrainian gold and blue colors back on the gate of the local police station. Inside the building, the damage had already been swept away and rooms tidied.

In the local administration building, Roman sat on a table near a flag of the “United Russia” party. “Bad,” he said, describing the months of Russian control. “No electricity or water.” He added that the administration building was used to manage and corral locals into participating in the recent referendum, which in Lyman must have occurred under the full barrage of Ukraine’s advance.

Lyman’s significant railway infrastructure has been heavily damaged, the roofs blown off the station building and rolling stock on the railways damaged. Multiple buildings in the town have been heavily destroyed, yet on Sunday the streets seemed in some areas to have been already swept clean.

Many of the Ukrainian troops had already moved on towards the next target in Russia’s rapidly faltering lines of defense – Kremmina, further to the east.

Hurricane Ian: Waves flood roads in Key West as storm strengthens to category 4

After spending most of Thursday as a tropical storm, Ian was upgraded to a hurricane again as it takes aim at the South Carolina coastline.

The National Hurricane Center stated in its 5pm ET update that Hurricane Ian was “taking aim at the Carolinas and Georgia with life-threatening flooding, storm surge and strong winds.”

“Ian could slightly strengthen before landfall, and is forecast to rapidly weaken over the southeastern United States late Friday into Saturday,” the advisory said.

Dozens of rescue operations have been taking place across Florida after unprecedented flooding from one of the most powerful hurricanes ever recorded in the United States.

Thousands of people are stranded across the state as coastguard helicopters were seen plucking people from roofs after several feet of water surged into neighbourhoods. Some 2.5million people were currently without power.

Meanwhile, the damage and economic losses caused by Hurricane Ian could amount to as much as $120bn, according to a new estimate.

Sanibel Island is cut off after the only bridge that connects it and Captiva to the mainland bore the brunt of the historic hurricane and had sections ripped out.

“I am struggling to find the words to convey my feelings, as I am sure most of us are as we look to the past four days. All our lives and our island have been forever changed. What we do tomorrow and the days and months ahead will redefine and strengthen our community,” wrote Mayor Holly Smith.

On the road into Fort Myers Beach, cars are left abandoned in the roadway, where they stalled when Hurricane Ian‘s storm surge flooded their engines and their drivers couldn’t continue. Broken trees, boat trailers and other debris litter the road.

The former president had been due to be deposed in a civil class action lawsuit first filed in 2018. It accuses Mr Trump, his children, and the Trump Organization, of committing deception and fraud.

It is different to the lawsuit filed earlier this month by New York Attorney General Letitia James, that similarly accuses Mr Trump and the others of fraud, for allegedly overvaluing his assets by billions of dollars.

Hurricane Ian: Waves flood roads in Key West as storm strengthens to category 4

After spending most of Thursday as a tropical storm, Ian was upgraded to a hurricane again as it takes aim at the South Carolina coastline.

The National Hurricane Center stated in its 5pm ET update that Hurricane Ian was “taking aim at the Carolinas and Georgia with life-threatening flooding, storm surge and strong winds.”

The hurricane is now moving north-northwest at around 10 mph with maximum sustained winds increasing to 75 mph with strong gusts.

“Ian could slightly strengthen before landfall tomorrow, and is forecast to rapidly weaken over the southeastern United States late Friday into Saturday,” the advisory said.

Dozens of rescue operations have been taking place across Florida after unprecedented flooding from one of the most powerful hurricanes ever recorded in the United States.

Thousands of people are stranded across the state as coastguard helicopters were seen plucking people from roofs after several feet of water surged into neighorboods. Some 2.5million people were currently without power.

Florida Governor Ron DeSantis described the hurricane as a “500-year flood event” and said that major infrastructure had been badly damaged including the Sanibel Causeway in southwest Florida and the bridge to Pine Island, near Fort Myers.

President Joe Biden declared a major disaster in Florida following the catastrophic impacts. “This could be the deadliest hurricane in Florida history,” he said later during a briefing at the Federal Emergency Management Agency headquarters.

Russian Forces Driven Away From Kyiv as Ukraine Regains Territory and Kills Top Commander Colonel Denis Kurilo

Ukraine’s military says they have “eliminated” another Russian colonel, adding to a long list of high-ranking Russian military personnel wiped out in Putin’s war against Ukraine.

The Ukrainian Armed Forces announced on Tuesday that Colonel Denis Kurilo, the commander of the 200th separate motorized rifle brigade, was killed outside Kharkiv.

Kurilo’s reported death, on the 34th day of the Kremlin’s “special operation,” comes after at least seven Russian generals were killed in Ukraine, according to both Ukrainian and Western officials.

It also comes as the Ukrainian military announced several territorial gains, with the northeastern town of Trostyanets liberated from Russian troops and several areas outside Kyiv reported back in the hands of Ukraine. The military said territories in the Chernihiv region were also liberated.

The mayor of the town of Irpin outside Kyiv—which has been decimated by Russian bombs as Putin’s troops sought a foothold over the Ukrainian capital—said Russian forces had been completely pushed out.

Authorities there have begun the grim task of clearing out the dead, he said, adding that some of the bodies of those killed by Russian troops had apparently been mined.

Meanwhile, perhaps in light of these setbacks, Russia’s Defense Ministry announced a decision Tuesday to drastically reduce operations around Kyiv and Chernihiv.

The announcement came as Kyiv and Moscow held renewed peace talks in Istanbul, where Vladimir Medinsky, the Putin adviser appointed the head of the Russian delegation, described the troop reductions as “two steps toward deescalation of the conflict.”

CNN’s Jim Sciutto, citing two senior U.S. officials, reported that Russia had already begun to withdraw troops from around the capital, with Battalion Tactical Groups seen moving out.

But Western officials were largely skeptical of the announcement, with many pointing out that Moscow seemed to only be promising de-escalation in areas where they were already losing ground.

A U.S. official cited by Reuters went even further, describing Russian troop movements around Kyiv as a “redeployment, not a withdrawal,” and warning that other areas of Ukraine should still expect to be bombarded.

Tellingly, even as Russian officials touted their supposed military pullback on Tuesday, the administrative building of Mykolaiv was struck by Russian missile fire that left at least nine people dead and 28 others injured, according to local authorities.

Hours later, Russian forces attacked an airfield in Starokonstantinov in the Khmelnytskyi region, though there were no immediate reports of injuries.
