Charanjit Singh Channi to take over as Punjab Chief Minister today : The Tribune India

Tribune News Service
Chandigarh, September 19

The All India Congress Committee cleared the name of Dalit leader Charanjit Singh Channi as the new Chief Minister of Punjab—a development that comes after a day of hectic political activity that saw pulls and pressures from several claimants.

Channi said he will take oath as Punjab Chief Minister at 11 am on Monday.

Channi will become the first Dalit Sikh leader to become the chief minister, although his term would be short given that the state would vote for a new assembly early next year. He was the leader of the opposition from 2015 until 2017 when Congress was voted to power.

Harish Rawat, the AICC General Secretary in charge of Punjab, made a formal announcement on Sunday evening.

“It gives me immense pleasure to announce that Sh. Charanjit Singh Channi has been unanimously elected as the Leader of the Congress Legislature Party of Punjab,” Punjab Congress in-charge Harish Rawat said.

Punjab CM-designate Charanjit Singh Channi reached Governor’s house with AICC observers. Governor Banwarilal Purohit had called senior Congress leaders, including Channi and Rawat, to meet him.

Channi’s family also reached Punjab Raj Bhavan.

Outgoing Punjab Chief Minister Amarinder Singh greeted Charanjit Singh Channi.

Capt Amarinder Singh said, “My best wishes to Charanjit Singh Channi. I hope he’s able to keep the border state of Punjab safe and protect our people from the growing security threat from across the border.”

The appointment of a Dalit face in the otherwise in the Jat-dominated Punjab politics would change the dynamics of the state politics in the run-up to the 2022 Assembly elections. Dalits have 33 per cent vote share in the state.

Channi’s appointment came through after Punjab Pradesh Congress Committee chief Navjot Singh Sidhu objected to Sukhjinder Randhawa, whose name the AICC appointed observers had previously zeroed in on for the position.

Congress leader Rahul Gandhi also congratulated Charanjit Singh Channi.

“We must continue to fulfill the promises made to the people of Punjab. Their trust is of paramount importance,” he added.

The only three Hindu CMs of (undivided) Punjab

If Congress picks Sunil Jakhar as the next chief minister of Punjab, he will only be the fourth Hindu face to head the state since 1947 and the first after 1966 when the Patiala and East Punjab States Union (PEPSU) was reorganised and Haryana was carved out, creating Punjab as a Sikh-majority state. All three previous Hindu CMs – Gopi Chand Bhargava, Bhim Sen Sachar and Ram Kishan – were from Congress and had played vital role in Indian freedom struggle.

Gopi Chand Bhargava

He was the first CM of undivided Punjab from August 1947 to April 1949. He again helmed the post from October 1949 to June 1951 and then for a brief period in June-July 1964. Hailing from Sirsa district (now in Haryana), he was an MBBS graduate from Lahore. He along with his brother Pandit Thakur Das Bhargava, had started ‘Vidya Pracharini Sabha’ and participated in India’s freedom struggle.

Bhim Sen Sachar

He was Punjab CM from April to October 1949, from April 1952 to July 1953, and then from July 1953 to January 1956. He was the first elected CM of Punjab (in 1952), winning from Ludhiana city south. Amid allegations of corruption and conflict with his Cabinet colleagues, he had to resign once in July 1953 but was soon re-sworn as CM. Born in Peshawar (now in Pakistan), he had joined Indian National Congress during freedom struggle. He had also spent some time in Pakistan after Partition but later shifted to India.

Ram Kishan

Born in Jhang, now in Pakistan, he later shifted to Jalandhar, and was Punjab CM from July 1964-July 1966, when he had to resign as Punjab Assembly was dissolved for reorganization of the state and creation of Haryana. He was the last Hindu face as Punjab CM. He was given the honorific title of ‘Comrade’ due to his contribution in Indian freedom struggle. Veteran Congress leaders in Jalandhar remember him as a grassroots leader who used to commute on bicycle mostly.

Congress high command convenes Punjab CLP meeting today amid growing dissension in party : The Tribune India

Rajmeet Singh

Tribune News service

Chandigarh, September 17

In a major political development related to the ongoing tussle in Punjab Congress, party high command has convened a meeting of the Congress Legislature Party (CLP) here on Saturday. The CLP meeting could spell trouble for Capt Amarinder Singh, who has been at the target of rebel leaders seeking his ouster.

In a late night development, Punjab Affairs in charge Harish Rawat took to Twitter to make the announcement,” The AICC has received a representation from a large number of MLAs from the congress party, requesting to immediately convene a meeting of the Congress Legislative Party of Punjab. Accordingly, a meeting of the CLP has been convened tomorrow at 5 pm tomorrow”, he tweeted.

Sources said apart from Harish Raawat, two observers from Delhi, Harish Chaudhary and Ajay Maken could attend the meeting. Chaudhary is a confidant of Rahul Gandhi and a minister in Rajasthan cabinet and was a former Secretary, Punjab affairs at the time of the 2017 assembly polls. Ajay Makan, is also a close confidant of Rahul Gandhi and Rajasthan Affairs Incharge.

Sources said the notice for the meeting was deliberately served late so as to give little time to the CM camp to `react’. The central team is likely to take signatures of the MLAs, authorizing the parry high command to decide the next course of action.

Minutes after Rawat  tweet, PPCC chief Navjot Sidhu also took to the micro-blogging site informing about the meeting. “As per the AICC directive, Congress Legislative Party meeting has been convened at PPCC Office, Chandigarh tomorrow at 5 pm.’’

The CLP meeting has been convened after party MLAs had been seeking meeting of the Congress Legislature Party (CLP) to air their grievances.  The CLP meeting has been called even as the three member Kharge panel, constituted by party high command has handed down 18 point agenda for implementation to Punjab CM.

In backdrop of the tussle between the CM and rebels, Navjot Singh Sidhu was made the PPCC chief. But the impasse continues between the warring factions, forcing the party leadership to interfere yet again. The MLAs, including some Ministers have been training their guns at Capt Amarinder Singh for delay in implementation of the 18-point agenda handed down by the party high command to Chief Minister Capt Amarinder Singh in the run up to the 2022 assembly elections. The Rebels have been trying to send signed representations to party high command, stating that it was affecting  their winning prospects in the coming elections.

In party circles, the move is being as direct intervention of the party leadership to address the concerns of the rebels, who had few weeks ago sought CMs ouster. The Chief Minister during a recent interaction with Navjot Singh and his four working Presidents had pointed out that all the key issues of concern raised by the PPCC chief were already in advanced stages of resolution.

Sources point out that any Intervention of the party high command at a time when the Chief Minister is in a comfortable position vis a vis his opponents within the party could have different ramifications for the  faction prone Punjab Congress.  Rawat during his recent visit had tried to diffuse the tension while advising CM and the PPCC chief Navjot Singh to work as a team.
