U.S. stops granting export licenses for China’s Huawei – sources

Jan 30 (Reuters) – The Biden administration has stopped approving licenses for U.S. companies to export most items to China’s Huawei, according to three people familiar with the matter.

Huawei has faced U.S. export restrictions around items for 5G and other technologies for several years, but officials in the U.S. Department of Commerce have granted licenses for some American firms to sell certain goods and technologies to the company. Qualcomm Inc (QCOM.O) in 2020 received permission to sell 4G smartphone chips to Huawei.

A Commerce Department spokesperson said officials “continually assess our policies and regulations” but do not comment on talks with specific companies. Huawei and Qualcomm declined to comment. Bloomberg and the Financial Times earlier reported the move.

One person familiar with the matter said U.S. officials are creating a new formal policy of denial for shipping items to Huawei that would include items below the 5G level, including 4G items, Wifi 6 and 7, artificial intelligence, and high-performance computing and cloud items.

Another person said the move was expected to reflect the Biden administration’s tightening of policy on Huawei over the past year. Licenses for 4G chips that could not be used for 5g, which might have been approved earlier, were being denied, the person said. Toward the end of the Trump administration and early in the Biden administration, officials had still granted licenses for items specific to 4G applications.

American officials placed Huawei on a trade blacklist in 2019 restricting most U.S. suppliers from shipping goods and technology to the company unless they were granted licenses. Officials continued to tighten the controls to cut off Huawei’s ability to buy or design the semiconductor chips that power most of its products.

But U.S. officials granted licenses that allowed Huawei to receive some products. For example, suppliers to Huawei got licenses worth $61 billion to sell to the telecoms equipment giant from April through November 2021.

In December, Huawei said its overall revenue was about $91.53 billion, down only slightly from 2021 when U.S. sanctions caused its sales to fall by nearly a third.

Maryland begins issuing digital driver’s licenses, ID cards

Maryland residents can now carry a digital version of their driver’s license or identification card on their phone, then use it to get through security checkpoints at two of the Washington region’s airports.

The mobile credentials stored in Apple Wallet are acceptable at Baltimore-Washington International Marshall and Reagan National airports, the Maryland Motor Vehicle Administration and Transportation Security Administration announced Wednesday.

The TSA has been working with Apple and several states since last year to enable the use of the digital version of credentials at airport security lanes. Maryland is the second state to offer the option. Arizonans in March were eligible to store copies of their IDs in their iPhone or Apple Watch, and to tap the feature to present their identification at TSA checkpoints at Phoenix Sky Harbor International Airport.

Federal officials said the technology is available only for passengers at TSA PreCheck lanes, but the agency is working to expand the capability to other passengers. TSA spokeswoman Lisa Farbstein said expansion is limited by the availability of “credential authentication technology” readers that TSA officers use at document checkpoints.

Washington Dulles International Airport does not have the technology to accept mobile driver’s licenses, Farbstein said.

D.C. is on track to issue electronic versions of driver’s licenses

Supporters of the mobile ID envision it eventually will be accepted to enter government buildings, for purchase of alcoholic beverages and to show if pulled over by police.

The availability of mobile licenses and their acceptance as proof of identity marks a milestone, officials said, adding that the option will enhance security and privacy for ID holders, while providing a touchless option at checkpoints.

“Maryland Mobile ID in Apple Wallet offers additional security and privacy benefits than the physical state ID or driver’s license because Marylanders get to review the personal information they share with others, and use biometric authentication with Face ID or Touch ID to authorize it,” MVA Administrator Chrissy Nizer said in a statement. She said the agency expects the number of locations accepting mobile ID to grow.

More than 20 states have considered, tested or launched digital versions of driver’s licenses. Apple last year announced plans to roll out driver’s licenses and state IDs on the iPhone and Apple Watch as part of a partnership with several states, including Arizona, Connecticut, Georgia, Iowa, Kentucky, Maryland, Oklahoma and Utah.

Digital driver’s licenses take the sting out of forgetting your wallet. Here’s how they work.

The D.C. Council in December approved legislation that would allow the city to issue electronic driver’s licenses and IDs. The legislation would allow people to present identification in an electronic format, such as on a smartphone, instead of a physical credential, except when prohibited by federal law.

The Virginia Department of Motor Vehicles said last fall it is also looking to develop a mobile driver’s license, after it successfully tested the use of digital credentials in 2016 and concluded it was “technically feasible” to provide the option.

In Maryland, residents who have a valid state ID or license can get the mobile option in Apple Wallet on an iPhone 8 or newer, or an Apple Watch Series 4 or later, with the latest version of the operating software.

To enroll, users can tap the “plus” button at the top of the screen in Apple Wallet on their iPhone and select “Driver’s license or State ID” and follow the instructions, which includes taking a photo of their ID and a headshot to send to the MVA for verification.

Even if using the mobile ID at the airport, passengers should continue to carry their physical driver’s license or identification card, the TSA said, noting that they could still be asked to show the physical ID.

French fishermen threaten to block Channel Tunnel, ports in protest over fishing licenses

A post on Thursday from a fishermen’s group on Facebook said they would block ferries in Saint-Malo, Calais and Ouistreham “to denounce the conditions of the Brexit deal and its consequences on fishermen.”

The head of a fishermen’s association told CNN that a protest would start at 1 p.m. local time in Ouistreham and that 15 boats would block the port in the area. He said other groups would be blocking two other areas.

The fishermen said they were sending “a warning” to demand the rapid granting by the UK of post-Brexit fishing licenses.

“We don’t want handouts, we just want our licenses back. The UK must abide by the post-Brexit deal. Too many fishermen are still in the dark,” declared Gérard Romiti, the president of the national committee for maritime fisheries, according to CNN affiliate BFMTV.

The fishermen’s association told an online news conference that a large number of vehicles would be used to block access to the Eurotunnel, which is used to move goods by rail between Britain and France, according to Reuters.

The UK government responded Thursday saying it was “disappointed” by threats of protests by French fishermen.

“We look to the French authorities to ensure that there are no illegal actions and trade is not affected,” a Downing Street spokesperson said. “We have licensed nearly 1,700 EU vessels overall; our approach to licensing has been reasonable and fully in line with our commitments in the Trade and Cooperation Agreement (TCA).

“We continue to work with the Commission and the French authorities and will consider any further evidence provided to support remaining license applications.”

The protests represent the latest round of tensions in a long-running dispute between the UK and France over the rights of French and British vessels to fish in each country’s waters following Brexit.

Huawei, SMIC suppliers received billions worth of licenses for U.S. goods -documents

WASHINGTON, Oct 21 (Reuters) – Suppliers to Chinese telecoms giant Huawei and China’s top chipmaker SMIC got billions of dollars worth of licenses from November through April to sell them goods and technology despite their being on a U.S. trade blacklist, documents seen by Reuters showed on Thursday.

According to the documents, 113 export licenses worth $61 billion were approved for suppliers to ship products to Huawei (HWT.UL) while another 188 licenses valued at nearly $42 billion were greenlighted for Semiconductor Manufacturing International Corp (SMIC) (0981.HK).

The data also showed that more than 9 out of 10 license applications were granted to SMIC suppliers while 69% of requests to ship to Huawei were approved over the same period.

The U.S. House of Representatives Foreign Affairs committee on Thursday voted to grant a request by its top Republican member Michael McCaul to release the licensing data, which it received from the Commerce Department in May.

House Republicans on the committee provided the documents to Reuters following the authorization, at Reuters request. The documents are expected to be posted publicly soon.

The numbers could enrage China hawks in Washington, who have made a concerted effort to deprive Chinese companies of access to advanced U.S. technology.

“It’s clearly in our national interest to increase transparency and public scrutiny on how our nation transfers its technology to an adversary,” McCaul said in a statement.

Republican senator Marco Rubio told Reuters he thinks President Joe Biden needs to explain why the companies have continued to receive “waivers.”

“It is just another example of President Biden not taking the economic and security threat posed by the Chinese Communist Party seriously,” he said.

The Commerce Department said in a statement that the release of an arbitrary snapshot of license approvals “risks politicizing the licensing process and misrepresenting the national security determinations” made by the government.

It also stressed that approved license applications do not represent actual shipments and around half of all licenses are used. It added that license applications involving Huawei and SMIC are processed under policies developed by the Trump administration and maintained by the Biden administration.

Huawei declined to comment, while SMIC did not respond to a request for comment.

Huawei was placed on a trade blacklist in May 2019 over national security concerns, forcing its U.S. suppliers and others to obtain a special license to ship goods to it. SMIC was added to the so-called entity list in December 2020, over fears it could divert advanced technology to military users.

A majority of the licenses granted did not authorize shipments of sensitive items. Of the 113 licenses approved for Huawei during the period, 80 were for non-sensitive items that only required a license because the recipient was blacklisted. For SMIC, the figure was 121 of 188.

Licenses are generally good for four years.

Reuters reported earlier this year that, during the Trump administration, $87 billion worth of licenses for Huawei were approved after it was blacklisted.

Sekai Project announced during its AX Lite online panel and on social media on Saturday that it has licensed the Slobbish Dragon Princess 2, Qualia ~The Path of Promise~, Amairo Chocolate 2, Re;Lord 3 ~The demon lord of Groessen and the final witch~, 2236 A.D. Secretary Stories, and Tobari 2: Nightmare games.

Sekai Project will release Whirlpool’s Slobbish Dragon Princess 2 game on PC this year. It describes the game:
