SFPD announces arrests of 18-year-old, juveniles in brutal beating of 70-year-old woman at San Francisco housing complex

SAN FRANCISCO (KGO) — San Francisco police on Monday announced the arrest of suspects wanted in connection with the assault and robbery of an elderly Asian woman on Francisco Street on July 31.

The 70-year-old woman was beaten brutally, kicked in the head by multiple attackers, and robbed in broad daylight inside her apartment complex.

She says she was standing in front of a building when she was approached by four juveniles. They asked her a question, which she didn’t understand because of a language barrier, then gained access to her building where they beat her and robbed her of her property, police say.

During a press conference Monday, SFPD investigators identified the suspects as 18-year-old Oakland resident Darryl Moore, and three juveniles – ages 11, 13 and 14.

The names of the juvenile suspects will not be released.

Warrants were issued for Moore, the 13-year-old suspect and the 14-year-old suspect for charges of robbery, elder abuse, burglary, false imprisonment and conspiracy.

Due to their age, the 11-year-old suspect could not be charged in this case, SFPD says.

Community leaders urged other victims of attacks to speak out pointing to these arrests as a sign of justice.

“We have seen a continuous wave of these horrible and despicable attacks. We know that they are not isolated incidents and we can’t treat them as isolated incidents. They are systemic widespread problems that need systemic widespread solutions,” said police commissioner Kevin Benedicto.

ABC7 News spoke to SFPD’s Lieutenant Kevin Healy who said video of the attack was key to identifying the suspects and confirmed the 18-year-old is known to many law enforcement officers.

“I can’t tell you that not just the identification but the investigation; BART PD assisted, OPD, Alameda County Juvenile Probation, Milpitas Police Department and definitely SFPD officers are the ones that are out there working hard they are the ones who identified the suspects. He was known by multiple police departments across the Bay Area? I would say yes,” said Lt. Kevin Healy with SFPD Robbery Unit.

San Francisco’s new district attorney had a strong message about prosecuting these suspects.

“I commend the SFPD for solving this so quickly and we will take it from here to send the message that we need to,” said District Attorney Brooke Jenkins.

Luz Pena: “What does that actually look like when you are dealing with minors in this case?”

DA Jenkins: “Yeah, so the 18-year-old will have his charges filed in adult court. The juveniles will proceed through the juvenile system. With the 11-year-old that is going to be a community issue because he is too young to be charged with a crime.”

Moore was booked at Santa Clara County Jail on Aug. 10. The 13-year-old suspect was booked on unrelated charges at Santa Clara County Juvenile Hall and is being transferred to Alameda County, where they will be booked for charges in this case.

The 11-year-old was taken to the Alameda County Assessment Center. The 14-year-old has not yet been taken into custody.

San Francisco’s police chief said the young ages of three of the four suspects were “shocking.”

Paint in Kansas Wesleyan baseball team’s water cooler; two juveniles suspected

LINDSBORG, Kan. — Lindsborg police announced Thursday that two boys are suspected of being involved in the contamination of a water cooler used by the Kansas Wesleyan baseball team during a doubleheader at Bethany College last weekend.

Both schools contacted police to file a report about a foreign substance found in Wesleyan’s water. The home team, Bethany in this case, customarily provides water to the visiting team. Police did not say how it connected the juveniles to the tainted water.

“This incident generated wide-reaching media interest after initial comments on social media claimed that a college baseball program deliberately contaminated an opponent’s water cooler,” a police statement said. “The Lindsborg Police Department has taken this incident seriously and has conducted over 60 interviews so far, collected multiple pieces of evidence, photographed the scene, and followed various leads.

“Though the investigation is active and ongoing, it has been determined that no one associated with either college was responsible for tampering with the water cooler.”

The substance mixed into the water was paint used to put lines on the field, police said.

Police haven’t said if anyone drank the contaminated water or if anyone became ill and declined further comment.

Lindsborg is a town of 3,000 people in central Kansas. The campuses of Kansas Wesleyan and Bethany are separated by 18 miles and the schools are longtime athletic rivals.

The teams split the Kansas Collegiate Athletic Conference doubleheader Sunday, with Kansas Wesleyan setting a school record for runs in winning the second game 33-2.

The alleged water cooler tampering was first disclosed on the Twitter account of KWU Barstool.

Ex-officers, juveniles dead in apparent murder-suicides

Four people were found dead inside a car Thursday in what police say are apparent murder-suicides involving two ex-Maryland officers and two children. 

Authorities identified Robert Vicosa, 41, of Baltimore, as one of the four deceased. Police said he violently attacked his estranged wife over the weekend and took the couple’s young daughters: Giana Vicosa, 7, and Aaminah, 6.

Vicosa was an officer with the Baltimore County Police Department, but his work history was dotted with insubordination and was terminated in August 2021 after numerous reprimands, according to a summary of cases provided by the police department.

Vicosa carjacked and kidnapped a driver Wednesday afternoon, Baltimore County Police Chief Melissa Hyatt said at a news conference on Thursday. He had a handgun and was accompanied by two young girls and Baltimore County Police Sgt. Tia Bynum, police said. 

Bynum, 35, was also found deceased in the car. Police suspected she helped hold Vicosa’s estranged wife captive. Both Vicosa and Bynum were considered armed and dangerous by law enforcement.

Police believe the two juveniles found in the car were Vicosa’s children. One was pronounced deceased at the scene and the other was transported to a hospital where she was later pronounced dead.

In a news conference earlier this week, York Area Regional Police Chief Tim Damon read a statement from the girls’ mother, whose name has not been released. 

“I would like the public to know that Giana and Aaminah are very loving, kind and super smart girls,” the statement starts. I am so grateful for all of the friends, family, law enforcement and even strangers for their support and prayers. I am anxiously awaiting their return. I miss them, and love them, and need them home.”

All four occupants appeared to have suffered gunshot wounds, said Elena Russo, spokeswoman for Maryland State Police. Authorities said investigators on the scene located an assault rifle and other firearms in the vehicle.

Pennsylvania State Police were trying to stop the car Thursday afternoon, Russo said, when it ran off the highway and struck a fence line after crossing over from Pennsylvania into Maryland. She said Maryland troopers surrounded the car and tried to make contact with the people inside.

“Our crisis negotiation team made several attempts to contact the occupants of the vehicle,” Russo said. “After receiving no response and low visibility inside the vehicle because of a thick layer of smoke that was contained in the interior of the vehicle, police made entry into the passenger side.”

Police found the four deceased shortly after. Authorities haven’t identified a motive for the shooting, and the investigation is ongoing.

2.7% of hospitalizations in Ohio due to COVID-19 last week involved juveniles; None in Dayton area – WHIO TV 7 and WHIO Radio

MIAMI VALLEY — New data released from the Ohio Hospital Association Monday showed juveniles accounted for 2.7 percent of the total admitted hospitalizations in the state last week due to COVID-19.

None of the juvenile hospital admissions were reported in the regions that include the majority of the Miami Valley and Greater Cincinnati area, according to data from Ohio Hospital Association.

For the week of Aug. 30 to Sept. 5, hospitals in the state had 67 juveniles admitted to the hospital to be treated for COVID-19. More than half of those were admitted in Central Ohio.

Overall, 2,476 people were hospitalized last week with the virus, according to the Ohio Hospital Association.

While children represent the smallest percentage of hospitalizations among the age groups tracked by the hospital association, they did see the highest week-over-week rise in hospitalizations with an 81.1 percent jump. The next closest age bracket was ages 50 to 59, which saw about a 30.7 percent increase in hospitalizations compared to the week before.

The data comes as six Children’s Hospitals across Ohio are pleading for help from Ohioans as rising medical issues are “threatening the capacity of our pediatric safety net in ways we have never experienced before.”

The six hospitals, including Dayton Children’s, said they are seeing more kids coming into hospitals with COVID-19 symptoms and more kids are being hospitalized because of COVID-19, specifically the Delta variant. They also reported more kids in the ICU with COVID-19 than ever before.

The highest weekly number of juveniles hospitalized due to COVID-19 prior to last week that was available in the data released was Feb. 8, when 48 children were hospitalized with the virus.

In Ohio, one percent of all the COVID-19 cases involving children have ended up in hospitalization, according to the Ohio Department of Health. During the pandemic, 1,413 children have been hospitalized with the virus.

Paired with respiratory illnesses like RSV, which are at levels not usually seen until the peak season in winter, illnesses are threatening pediatric hospital capacity, according to the Children’s Hospitals.

“This is a reality for us,” an open letter signed last week by the presidents and CEOs of six Children’s Hospitals in the state read.

The hospitals also said mental and behavioral health issues and workforces being strained are playing an impact.

“We are asking and urging all Ohioans to do what you can to stand with us to help protect our state’s children by using the tools that we have,” the letter read.

Those tools, according to the hospitals, include:

  • If eligible, get vaccinated
  • Wear a mask during school and while attending large gatherings
  • Adhering to safe practices of physical distancing and handwashing.

5 hurt, 1 dead after Easter night shooting in crowded Birmingham park; 4 juveniles among the wounded

A shooting in Birmingham on Easter Sunday left a 32-year-old woman dead and at least five others injured by gunfire, including four juveniles.

The shooting happened at W.C. Patton Park at 7 p.m., according to authorities. Birmingham Fire and Rescue Service transported three of the victims and two others arrived at hospitals by private vehicles. Initially fire officials said two of the injured were in serious condition and one critical. Birmingham police Sgt. Rod Mauldin later said all of the surviving victims are stable for now.

In addition to the 32-year-old slain woman, the other wounded victims are ages 21, 17, 16, 15 and 4.

The woman killed was reportedly shot in the head. The 16-year-old boy who was shot in the right hip. Another female was shot in the chest. It wasn’t immediately clear which of the victims she is.

Gunfire erupted inside Birmingham’s busy WC Patton Park Easter Sunday, leaving at least one person dead and at least four injured..

An eyewitness said there were roughly 1,000 people in the park celebrating Easter, many grilling and eating with their families. She said two women were sitting on top of a blue Dodge Charger when someone opened fire, striking the Charger and the two women. The witness said one of those women is the person who authorities say was shot in the chest; the witness said the other is the deceased victim. She was pronounced dead in the back seat of the vehicle.

The witness said one person opened fire, and then multiple people started shooting in different directions. She saw people running and leaving, so police and ambulances were having trouble getting in. “They didn’t even know what they were shooting at,” she said, estimating that about 100 shots were fired.

Mauldin said investigators believe an altercation among a group of males took place, which led to the shots fired. The majority of the victims are believed to have been innocent bystanders.

“This park was full of people, full of families, and we know people saw things,’’ Mauldin said. “We need people to come forward with any information you have concerning this incident. No matter how big or small you think it is, its valuable to us tonight. We need descriptions. We need names.”

Patton Park has long been a gathering place on Sundays. While there has been trouble in the past from the crowds, police said there have not been any problems there in quite some time. “But today is a major problem,’’ Mauldin said.

“We have to stand up for our communities when things like this happen,’’ he said. “This was a park full of people and there were several children in the park tonight.”

Mauldin said such violence is frustrating for the community. “People want to come out to our parks and have a good time, enjoy their families,’’ he said. “These suspects chose to put everybody in danger.”

“This incident just shows we have a lot of work to do,’’ Mauldin said.
