Vietnam president quits as Communist Party intensifies graft crackdown

HANOI, Jan 17 (Reuters) – Vietnam President Nguyen Xuan Phuc has resigned after the ruling Communist Party blamed him for “violations and wrongdoing” by officials under his control, the government said on Tuesday, in a major escalation of the country’s anti-graft campaign.

Phuc, a former prime minister widely credited with accelerating pro-business reforms, held the largely ceremonial post of president since 2021 and is the highest-ranking official targeted by the party’s sweeping corruption crackdown.

Vietnam has no paramount ruler and is officially led by four “pillars”: the party’s secretary, the president, prime minister and speaker of the house.

Phuc, 68, was ultimately responsible for offences committed by many officials, including two deputy prime ministers and three ministers, the government said.

“Fully being aware of his responsibilities before the party and people, he submitted an application to resign from his assigned positions, quit his job and retire,” it said in statement.

Phuc’s office could not immediately be reached for comment and it was not clear if a replacement has been chosen.

Vietnam has been rife with speculation he would be removed following January’s dismissal of two deputy prime ministers who served under him, as the party doubles down on a “blazing furnace” anti-corruption drive led by its powerful long-serving chief, Nguyen Phu Trong.

Last year, 539 party members were prosecuted or “disciplined” for corruption and “deliberate wrongdoings”, including ministers, top officials and diplomats, according to the party, while police investigated 453 corruption cases, up 50% from 2021.

Trong earlier this month said the party was “more determined” and “more effective and methodical” in its approach, and vowed to deliver results.

IMPACT UNCERTAIN

Opinions vary on the impact of the anti-graft drive on investment and policy.

Le Hong Hiep of the Vietnam Studies Programme at the Singapore’s ISEAS-Yusof Ishak Institute said the purge could pave the way for cleaner more capable leaders to rise.

“As long as the leadership reshuffles do not lead to radical policy changes, their impact on the economy will also be limited,” Hiep posted on his Facebook account.

However, Ha Hoang Hop, a senior visiting fellow at the same institute, said Phuc’s demise and uncertainty over the impact of the crackdown could unnerve investors.

“This could lead Vietnam to a time of instability that would worry foreign friends and investors,” he said.

Phuc’s resignation requires approval from the legislature, which sources on Monday said would hold a rare extraordinary meeting this week, adding to expectation that Phuc’s fate had been sealed.

Phuc, who was known in Vietnam for his friendly approach and love for the national soccer team, was once tipped as a future party General Secretary, the state’s most prestigious job.

As prime minister from 2016 to 2021, he oversaw an average 6% annual economic growth for Asia’s burgeoning manufacturing powerhouse and helped further a liberalisation drive that included trade deals with the European Union and Pacific powers.

Despite his downfall, the government on Tuesday praised his achievements, particularly his pandemic response.

“He has made great efforts in leading, directing and administering the COVID-19 epidemic prevention and control, achieving important results,” it said.

Netflix vs. Buckingham Palace: Spat Intensifies Over ‘Harry & Meghan’

The spat between Buckingham Palace and the producers behind Netflix’s “Harry & Meghan” docuseries has intensified after it emerged that palace officials not only had an opportunity to comment on the Sussexes’ claims within the show, but tried to obtain footage in advance.

The war of words erupted last Thursday, shortly after “Harry & Meghan” dropped on Netflix at 8 a.m. U.K. time. The series opens with a set of title cards reading: “This is a first hand account of Harry and Meghan’s story, told with never before seen personal archive. All interviews were completed by August 2022. Members of the Royal Family declined to comment on the content within this series.”

By late morning, it appeared Buckingham Palace sources had briefed royal reporters that the royals had not been approached for comment. The Daily Mail’s royal editor Rebecca English tweeted at 12 p.m.: “Contrary to claims by the makers of the Netflix documentary, I understand neither Buckingham or Kensington Palace or any members of the Royal Family were approached for comment on the content of the series. I’m not expecting any comment from the royal households as it stands.”

Roya Nikkhah, royal editor for The Sunday Times, tweeted at 12:02 p.m.: “NEW Senior royal sources say this claim in #HarryandMeghanonNetflix that members of the royal family declined to comment, is wrong. Sources say they’re not aware of any approach to Buckingham Palace, Kensington Palace or any member of the family on its content or for comment[.]”

A Netflix source immediately refuted the Palace’s claim, however, saying that both Harry’s dad, King Charles, and brother, Prince William, were approached for comment via their communications secretaries and given a chance to reply.

In the series, Harry claims his older brother “screamed and shouted” at him after he told them he and wife Meghan planned to “step back” from the Royal Family, and that William had effectively “bullied” him out of the family. He also alleged that his father had said “things that weren’t true” and that both men – or at least their offices – had leaked stories to the press about Harry and Meghan.

By the late afternoon, the Buckingham Palace sources had changed their tune, according to U.K. news reports, and confirmed that they had received a request for comment via a “third party production company,” which they had attempted to verify with both Netflix and the Sussexes’ production company Archewell. Having received no reply from either party they did not respond further to the request.

At 4.26 p.m. Nikkhah tweeted: “A @KensingtonRoyal source has clarified that an email was received ‘purporting’ to be from a third-party production company on the #HarryandMeghan doc from an unknown company’s email address. KP [Kensington Palace] contacted @netflix and Archwell to try and verify it but received no response[.]”

“I understand that a similar approach from an unverified email was also made to Buckingham Palace, and BP [Buckingham Palace] also unsuccessfully attempted verification,” she wrote in a follow-up tweet. “Sources say neither emails included substantial information on the series in for adequate right to reply[.]”

As Variety confirmed earlier today, that third party was Story Syndicate, the production company co-founded by “Harry & Meghan” director Liz Garbus. Story Syndicate co-produced the series alongside Archewell Productions.

Now it has emerged that not only did William’s communications secretary Lee Thompson acknowledge he had received Story Syndicate’s email but, in a reply dated Nov. 30, he asked the company to share footage from the series with him in advance of it dropping on Netflix, a source for Story Syndicate confirmed to Variety. Once Story Syndicate told him they could not share any footage in advance – but asked him again to respond to the claims made within the series, which they re-iterated in the email – Thompson did not respond further.

The Story Syndicate source confirmed to Variety that a request for comment was also sent directly to Tobyn Andreae, director of communications for the Royal household and spokesperson for King Charles. That email was sent to Andrae’s inbox as opposed to a generic Buckingham Palace email address and did not bounce back.

On the same day, Story Syndicate also emailed Jason Knauf (Prince William and Harry’s former joint communications secretary), setting out claims made about him in “Harry & Meghan.” A source close to the docuseries pointed out to Variety that, unlike the royal communications team, Knauf did not question the veracity of the production company’s email or involvement and responded to Story Syndicate’s query with a comment which was then included in the series.

Buzzfeed News, which first broke the news about Thompson’s request, reported that an Archewell employee received an email from the royal communications team regarding Story Syndicate’s query, but it was sent after the deadline had passed for a response to be included in the docuseries. Buzzfeed News added that Netflix had not seen any correspondence from the royals regarding the docuseries but that such a request may have been sent to “an obscure account.”

A source independently confirmed Archewell’s correspondence with the palace to Variety.

Buzzfeed News also claimed that Thompson and Andreae were the “royal sources” who briefed Nikkhah and English, sending them information via a WhatsApp group.

Variety has reached out to all parties for comment.

Flu season intensifies; Oregon reports ‘very high’ activity

The U.S. flu season keeps getting worse.

Health officials said Friday that 7.5% of outpatient medical visits last week were due to flu-like illnesses. That’s as high as the peak of the 2017-18 flu season and higher than any season since.

The annual winter flu season usually doesn’t get going until December or January, but this one began early and has been complicated by the simultaneous spread of other viruses.

The measure of traffic in doctor’s offices is based on reports of symptoms like coughs and sore throats, not on lab-confirmed diagnoses. So it may include other respiratory illnesses.

That makes it hard to compare to flu seasons from before the COVID-19 pandemic. Other years also didn’t have this year’s unusually strong wave of RSV, or respiratory syncytial virus, a common cause of cold-like symptoms that can be serious for infants and the elderly.

Meanwhile, 44 states reported high or very high flu activity last week, the Centers for Disease Control and Prevention said Friday. Oregon and Washington are both in the very high category.

That may not bode well for the near future. It’s likely there was more spread of respiratory viruses during Thanksgiving gatherings and at crowded airports, experts say.

The dominant flu strain so far is the kind typically associated with higher rates of hospitalizations and deaths, particularly in people 65 and older.

The CDC estimates there have been at least 78,000 hospitalizations and 4,500 deaths from flu so far this season. The deaths include at least 14 children.

In the tri-county Portland area, 7,583 people tested positive for the flu and 78 people were hospitalized in the week ending Nov. 26th, the most recent data released by the Oregon Health Authority. That is a 56% increase in hospitalizations from the previous week.

Flu shots are recommended for nearly all Americans who are at least 6 months old or older.

SiriusXM and ESPN Milwaukee suspend Brett Favre programming as welfare scandal intensifies

Two of Brett Favre’s weekly shows have reportedly been suspended due to the former quarterback’s alleged entanglement in a welfare fraud case unfolding in Mississippi.

ESPN Milwaukee paused “The Brett Favre Show” podcast last week, a spokesperson confirmed with CBS MoneyWatch. ESPN Milwaukee is owned by Wisconsin-based Good Karma Brands and not the Disney-owned sports programming network. SiriusXM also suspended its weekly radio show hosted by Favre, The Athletic tweeted Sunday. 

SiriusXM didn’t immediately respond to requests for comment Monday.

Favre’s lawyer Paul “Bud” Holmes also didn’t respond to a request for comment. 

The suspensions come months after Favre was mentioned in an audit of Mississippi’s state budget. An auditor found state officials redirected more than $70 million in Temporary Assistance for Needy Families welfare funds last year to Favre and other individuals instead of giving the money to low-income families. State officials, more specifically, used a nonprofit organization to funnel $1.1 million to Favre as a stipend to perform speeches that he never gave, Mississippi auditor Shad White found. 

In an October 2021 Facebook post, Favre said he has started repaying the money to the state. Favre also said in the post that he didn’t know the money came from welfare funds.

The Mississippi Department of Human Services has filed a lawsuit against Favre, three former pro wrestlers and several other people and businesses to try to recover millions in welfare dollars. The lawsuit alleges that Favre, former WWE star Ted “the Million Dollar Man” DiBiase and others “squandered” more than $20 million intended for the Temporary Assistance for Needy Families anti-poverty program.

Court documents related to the case show a string of text messages that suggest former Gov. Phil Bryant was “on board” with Favre getting the speech money. The text message chain was between Favre and Nancy New, the executive director of the Mississippi Community Education Center. 

New and Favre discussed a payment arrangement coming from the Mississippi Department of Human Services through her nonprofit, with Favre then saying he would direct the money to the volleyball facility at the University of Southern Mississippi.

Favre, who played 20 seasons in the NFL, and Bryant, who left office in 2020, are both USM alums. Favre’s daughter, Breleigh, began playing volleyball at the school in 2017. His daughter was the fourth winningest beach volleyball player in USM’s history, according to Sports Illustrated. She transferred to LSU in August 2022.

Neither Favre nor Bryant have been charged in the welfare misspending case.

John Davis, who ran Mississippi’s human services department and was appointed by Bryant, pleaded guilty last week on federal conspiracy charges of misspending tens of millions of dollars. Davis, who was the human services executive director from February 2016 through July 2019, will be sentenced next year.
