Carus chemical explosion: La Salle, Illinois residents voice concerns after massive fire spews apparent chemicals in air

LA SALLE, Ill. (WLS) — There will be an update Thursday afternoon after a massive fire erupted at the Carus Chemical plant in La Salle Wednesday morning. Some neighbors have concerns.

The residential neighborhood around the plant appears to have been covered with chemicals.

Carus has set up a hotline for La Salle residents at (815) 224-6662.

A shelter-in-place was ordered for several hours as a precaution, but has since been lifted.

La Salle is about 94 miles southwest of Chicago.

Residents are free to go about their normal business Thursday morning, heading to work, school or just going about their regular routine, as officials work to find out what happened.

Video of a fire ball during the incident has been widely shared on social media.

“I pull up to the stop sign, and hear a loud explosion,” witness Khaleef Hammad said.

Hammad was just a block away from the plant when he captured the moment it caught fire.

“Oh it was loud. It was multiple explosions. Not just one, it was quite a few,” he said.

The chemical plant manufactures potassium permanganate, which is non-combustible, but can accelerate the burning of explosive material once it catches fire.

Residents shared photos of a substance coating their homes, yards, decks and cars.

“When I hit the windshield wipers, it looked black to me, then it turned green and now it’s like a brown color. And it’s caustic. I know what it is; they know what it is,” said resident Jamie Hicks.

A viewer shared pictures of what she said the substance did to her yard furniture. It appears to show it rusted out with a hole eaten through the furniture — which she said has been since the fire.

As firefighters contained, then extinguished the chemical fire, a representative with Carus Chemical tried to reassure residents.

“Some of the material that was released during the incident is used to as a drinking water material,” said Carus Vice President Allen Gibbs. “If you come in contact with that material, it can cause staining on the skin. The stain does not pose a health threat.

Officials are warning residents to avoid green residue that has been seen in the area. The La Salle Police Department said an oxidizer, which appears green in color, has been released. Police said not to touch the substance, and that it can be deactivated.

“In order to deactivate it, you will need a 1:1:1 mixture of: 1 gallon of water, 1 gallon of peroxide, 1 gallon of vinegar,” police said.

As environmental workers monitor the air and water for any possible contamination, the mayor of La Salle is thankful, acknowledging it could have been worse.

“Thank God (it was a) situation where nobody (was) killed or seriously injured … miracle in itself,” Mayor Jeff Grove said.

One firefighter was slightly injured at the scene of that massive blaze, which broke out about 9 a.m. at the plant, located at 1500 Eighth St.

NY Ranks Near Bottom of U-Haul State Growth List – NBC New York

New York has remained as one of the places in the U.S seeing the highest net-losses of one way U-Haul moving trucks leaving the state.

New York ranked 46th in U-Haul’s Growth States Ranking in 2022, which is one spot lower than 2021 when it placed 45th.

“The U-Haul Growth Index is compiled according to the net gain of one-way U-Haul trucks arriving in a state or city, versus departing from that state or city, in a calendar year,” according to the U-Haul website.

It’s not like the rest of the tri-state gets to gloat too much about their ranking. New Jersey saw a more dramatic fall to bottom of list this year, ranking 45th — nine spots lower than 2021 when it ranked 36th. Connecticut finished toward the middle of the pack at 28th, but that’s 10 spots lower than it was in the previous year’s ranking.

U-Haul says 2021 saw a record-breaking number of moves and, while this rate has slightly slowed in 2022, the trend of moving to the Southwest and Southeast continues.

Illinois ranked 49th and California ranked 50th on the list as the moving truck company saw high demand for rentals leaving the West Coast, Midwest and Northeast.

For the second-consecutive year and fifth time since 2016, Texas takes the top spot for movers, according to U-Haul’s transactional data. Missouri City, Richardson and Conroe were the cities with the top net-gains for the Lone Star State.

U-Haul’s Growth States Ranking puts Florida in second place and the Carolinas in third and fourth spots for highest net-gain of one way U-Haul movers.

The year’s top climbers were Virginia and Alabama, both ranking 26 spots higher than in 2021. Virginia rose from 31st in 2021 to 5th in 2022, and Alabama rose from 46th in 2021 to 20th in 2022.

The company warns that population and economic growth are not directly correlated with U-Haul migration trends, but says over 2 million truck transactions at its 23,000 U-Haul truck- and trailer-sharing locations are a good indicator of how U.S. states are attracting new residents.

What is sepsis?  

Sepsis is the body’s extreme response to an infection. 

It happens when an infection you already have triggers a chain reaction throughout your body.

Without timely treatment, sepsis can rapidly lead to tissue damage, organ failure and death.

Symptoms include high heart rate or weak pulse, fever, shivering or feeling very cold, confusion or disorientation, shortness of breath, extreme pain or discomfort, and clammy or sweaty skin.

The 36-year-old – who described herself as someone who is ‘very active with no health history’ – normally walks three to five miles a day, but just after Labor Day when she was finishing up one of her daily walks she said she started to feel ‘very faint.’

‘I was walking down the street going, “Oh God, don’t pass out,”‘ she remembered. ‘That’s unusual for me. I am pretty active.

‘[But I thought], “Maybe I just took too long of a walk.” It was fairly warm that day. I didn’t think anything of it and went to work the next day.’

But as she started to get more and more ill, she decided to go to the hospital.

‘At that point, I knew something was wrong. You’re not getting better, you’re just feeling bad. You can barely move,’ she continued.

‘Based on the fact that I kept feeling worse and worse, I’m guessing my heart function had probably been declining over that whole week, and by the time I got to the ER, I was septic.

‘They did an echocardiogram. My heart function was really low. I was in heart failure.’

Doctors were sure Jamie would need a heart transplant, but she thankfully started to improve on her own.

‘We were amazed,’ one of her doctors, Dr. Bow ‘Ben’ Chung, told the outlet. ‘It was miraculous.’

Cash bail provision in Illinois SAFE-T Act ruled unconstitutional

A Kankakee County judge has found that a key provision of Illinois’ sweeping criminal justice law violates the state constitution, potentially rolling back a controversial measure that would eliminate cash bail as of New Year’s Day, according to a copy of the judge’s ruling.

The judge’s ruling affects only the pretrial release provisions of the law, leaving all other measures of what is known as the SAFE-T Act intact. Judge Thomas Cunnington is expected to officially file his ruling Thursday morning.

Cunnington’s decision stems from lawsuits filed by several dozen state’s attorneys across Illinois. Cunnington agreed with the prosecutors’ argument that the state legislature violated the separation of powers component of the Illinois Constitution when it passed a measure eliminating cash bail and, therefore, interfered with the duties of the judiciary.

He noted in his 36-page opinion that the Illinois Supreme Court has specifically held that judges have “independent, inherent authority to deny or revoke bail to ‘preserve the orderly process of criminal procedure.’”

Cunnington also wrote that the SAFE-T Act “creates new classes of offenses exempt from bail which are not included in the Constitution; it utterly abolishes monetary bail as an option for a judge to utilize to ensure a criminal defendant’s appearance in court; and contradicts the constitutional standard regulating when a defendant may be held without bail.”

“In eliminating monetary bail, the discretion constitutionally vested to the courts to protect victims and their families by this method is gone,” Cunnington wrote. “The constitutional requirement of bail is meant to help ensure victims’ safety, the defendant’s compliance with the terms of release, and the defendant’s appearance in court.”

The state will appeal the decision to the state Supreme Court, according to a statement late Wednesday from Illinois Attorney General Kwame Raoul. His office noted that the ruling only applies to jurisdictions that fall under the 64 lawsuits against Raoul, Gov. J.B. Pritzker and other state officials. The ruling does not apply to Cook County.

But it’s not immediately clear when the state Supreme Court would hear the appeal or whether the pretrial provisions would be put on hold until the high court makes its ruling. The state Supreme Court has been overseeing the implementation of the no-cash bail policy and other pretrial provisions that have been slated to go into effect on Sunday.

The ruling represents a victory for opponents of the 764-page SAFE-T Act, who’ve long argued that the no-cash bail policy would drastically limit the a judge’s ability to detain dangerous criminals ahead of their trial. Supporters of the law argue the end of cash bail is a way to ensure a more equitable court system.

Pritzker’s office late Wednesday called the ruling “a setback for the principles we fought to protect through the passage of the SAFE-T Act.”

“The General Assembly and advocates worked to replace an antiquated criminal justice system with a system rooted in equity and fairness,” he said in a statement. “We cannot and should not defend a system that fails to keep people safe by allowing those who are a threat to their community the ability to simply buy their way out of jail.”

House Republican Leader Jim Durkin, who will be stepping down from his post next month, issued a statement applauding Cunnington’s decision. “Legislation of this magnitude must not only be judged on substance, but also on process,” said Durkin, of Western Springs. “In that regard, the Illinois Democrats failed Illinoisans.”

The lawsuit also argued that the SAFE-T Act violates the so-called “single subject rule” of the constitution, which is meant to ensure bills are focused on a single topic. On that issue, Cunnington sided with the state, finding that the plaintiffs’ did not meet their burden to show the SAFE-T Act’s provisions “lack a ‘natural or logical connection to’ the criminal justice system.”

Opponents of the no-cash bail policy stoked fears that the provision would free violent criminals, even though judges maintain the ability to keep defendants behind bars if the state could show they were a flight risk or a danger to the public.

Earlier this month, Pritzker signed into law several changes to the pretrial provisions ahead of the Jan. 1 effective date.

The changes clarify the standards that judges must follow when considering whether a defendant presents a danger to the public, and adds several offenses for which judges can detain someone if they’re deemed a threat to the community or another person, including aggravated robbery, second-degree murder and home invasion.

Prosecutors had expressed concern that it would be almost impossible to make an argument that a defendant is a flight risk because the SAFE-T Act originally prevented them from using a defendant’s prior history of failing to appear in court. Under the changes, patterns of failing to show up for court — but not a single nonappearance — can be used in making the argument for detention.

Defendants charged with crimes before Jan. 1 would also have the option to remain under the old bail system or be moved to the new system. To ease the burden on the court system, the changes set specific time frames for detention hearings for those shifting to the new system.

The changes also make clear that police can arrest people for misdemeanors such as trespassing that generally require only a ticket, stating that arrests can be made if officers believe “the accused poses a threat to the community or any person” or if “criminal activity persists.” An arrest can also be made if the alleged offender has “obvious medical or mental health issues” that pose a risk to their own safety, according to the changes.

Chicago weather forecast calls for several inches of snow; Winter Storm Warning in Illinois today, Blizzard Warning in NW Indiana

CHICAGO (WLS) — A winter weather snow storm is moving into the Chicago area Thursday, with several inches of snow forecast along with high winds and dangerous wind chills.

The National Weather Service has issued a Winter Storm Warning for the entire Chicago area and northwest Indiana.

School Closings: See Full List

The warning is in effect from 9 a.m. Thursday until Saturday at 6 a.m. for DeKalb, Kane, Kendall, Grundy, Livingston and McHenry counties. For the rest of the Chicago area, the alert is in effect from noon Thursday until 6 a.m. Saturday, with the alert starting at 3 p.m. for areas in northwest Indiana.

ABC7 Chicago Meteorologist Tracy Butler said the storm could start moving into the western suburbs by 9 a.m., with the city seeing snow by noon and northwest Indiana by 3 p.m.

Butler said three to six inches of snow are expected from the storm, with higher amounts possible in northwest Indiana. Snow could fall at a rate of as much as an inch an hour Thursday.

One of the main hazards will be blowing snow from high winds. Butler said wind gusts of up to 50 miles-per-hour are possible.

Porter County, Indiana has a Blizzard Warning in effect from 3 p.m. Thursday to 6 a.m. Saturday. Gov. Eric Holcomb has activated nearly 150 members of the National Guard to help stranded drivers as officials in Indiana and Illinois plead with people to stay off the roads.

Butler said temperatures could drop sharply Thursday, with wind chills well below zero by early Friday morning.

Meanwhile, Cook County says it’s prepared for the snow.

Sixty snow plows are on hand to both salt and clear the roads. Cook County is also deploying about 65 drivers and 16,000 tons of salt is available.

Metra will run a more limited schedule due to the weather but will have extra staffing on hand to battle the elements.

CTA said it will run trains and buses as normal on Thursday and Friday, but warned there could be delays due to the weather. Anyone who may be waiting outside for a bus is advised to bundle up.

ComEd prepares for power outages

ComEd said it is positioning people and equipment to be able to respond quickly to potential power outages.

“We are positioning our people and equipment to respond quickly and safely to any interruptions that result from this snowstorm,” said Terence Donnelly, president and COO of ComEd. “We realize that any interruption is an inconvenience to our customers, especially during the holidays. Avoiding power outages and restoring service quickly is critical. We have strengthened our system over the years to reduce the impacts a storm like this can have on our customers.”

They said they will have more than 1,800 utility workers on the system including 350 line workers from around the country to respond to any potential outages.

Storm forces closures for schools and attractions

Christkindlmarket will close early due to the storm. Its downtown Chicago and Aurora locations will reduce their hours and close at 4 p.m. on Thursday, while the Wrigleyville market will be closed all day Thursday. All three markets will be closed Friday.

Lincoln Park Zoo will be closed Friday and Zoo Lights canceled due to the forecasted high winds and frigid temperatures. Anyone with tickets to ZooLights on December 23 should check their emails for more information.

The Adler Planetarium announced it would close Friday and Saturday in anticipation of the storm. It was scheduled to be closed Sunday.

Chicago Public Schools are planning to be open Thursday, but after-school activities are canceled. Friday was already a scheduled day off.

What are criteria for a blizzard?

In order for a blizzard warning to be issued, the following conditions need to prevail for three hours or longer:

-The storm needs to have sustained wind or frequent gusts to 35 miles-per-hour or greater

-Falling and/or blowing snow reducing visibility to less than a quarter mile

Stellantis to close Illinois plant, lay off more than 1,000 workers, citing rising costs for EVs

Stellantis is shuttering its Illinois plant in February resulting in indefinite layoffs for 1,350 employees, the company said in a statement, citing increasing costs in the electric vehicle market.

“Our industry has been adversely affected by a multitude of factors like the ongoing Covid-19 pandemic and the global microchip shortage, but the most impactful challenge is the increasing cost related to the electrification of the automotive market,” Stellantis said in a statement. The company said it is taking steps “stabilize production” and “improve efficiency” in its North American facilities.

The European carmaker said it will “idle” the assembly plant in Belvidere, Illinois on February 23 and said the layoffs are expected to exceed six months. Stellantis, the parent company of Chrysler, Dodge and Jeep, said it will “make every effort” to place the laid off employees in open positions and is looking for other opportunities to repurpose the Belvidere factory.

The United Auto Workers International Union said on Facebook it was “deeply angered” by the decision. The group’s president Ray Curry said it is “unacceptable” Stellantis isn’t allocating new products to the plant.

The Illinois plant builds the Jeep Cherokee and will continue to manufacture the vehicle until the factory closes, but the company had no comment about the future of that make and model.

“This is an important vehicle in the lineup, and we remain committed long term to this mid-size SUV segment,” Jodi Tinson, a Stellantis spokesperson, said in a statement.

In October, the company said its joint venture producing Jeep vehicles in China is filing for bankruptcy.

Last July, Stellantis made a $35.5 billion commitment to electric vehicles by the end of 2025 to expand its portfolio. The company planned for 70% of its European sales and 40% of its US sales to either be fully electric or plug-in hybrid vehicles within four years, CEO Carlos Tavares said.

2022 ACC/Big Ten Challenge schedule, predictions: Michigan vs. Virginia, Syracuse vs. Illinois on tap Tuesday

The 2022 edition of the ACC/Big Ten Challenge is underway after it was announced Monday that this would be the last one. This year’s series includes 14 games over a three-day span, spread out with two games Monday, six games Tuesday and six more games to close it out Wednesday.

Monday’s two games were a nice sampler for the main course Tuesday and Wednesday. 

In Monday’s opener, Sean Pedulla scored 17 points and Justyn Mutts added 16 points as Virginia Tech defeated Minnesota 67-57. Pedulla was 8 for 13 for the Hokies (7-1) who are undefeated through five home games this season. Virginia Tech outrebounded Minnesota 42-27 and had 11 on offense.

Ta’lon Cooper and Pharrel Payne each had 13 points to lead Minnesota (4-2) and Ola-Joseph added 11 as the Gophers got 27 of their 57 points from their bench.

Minnesota opens the Big Ten season Sunday at No. 5 Purdue and Virginia Tech opens the ACC season Sunday when it plays host to No. 18 North Carolina.

The ACC took a 2-0 lead in the ACC/Big Ten Challenge when Pitt had an easy 87-58 road victory vs. Northwestern as Blake Hinson shot 4 for 5 from 3-point range and scored 22 points as the Panthers posted their highest-scoring game in the last two seasons.

Don’t love taking favorites to cover this big a spread, but my convictions tell me that Illinois is this good . . . and Syracuse is that mediocre. Illinois 79, Syracuse 65 feels about right. Pick: Illinois -11

This game has real potential to be one of the best of the challenge this week. Really good guard play on both ends could lead to some quality offensive play from both Wake and Wisconsin. 2022 ACC/Big Ten Challenge schedule, predictions: Michigan vs. Virginia, Syracuse vs. Illinois on tap Tuesday

The 2022 edition of the ACC/Big Ten Challenge is underway after it was announced Monday that this would be the last one. This year’s series includes 14 games over a three-day span, spread out with two games Monday, six games Tuesday and six more games to close it out Wednesday.

Monday’s two games were a nice sampler for the main course Tuesday and Wednesday. 

In Monday’s opener, Sean Pedulla scored 17 points and Justyn Mutts added 16 points as Virginia Tech defeated Minnesota 67-57. Pedulla was 8 for 13 for the Hokies (7-1) who are undefeated through five home games this season. Virginia Tech outrebounded Minnesota 42-27 and had 11 on offense.

Ta’lon Cooper and Pharrel Payne each had 13 points to lead Minnesota (4-2) and Ola-Joseph added 11 as the Gophers got 27 of their 57 points from their bench.

Minnesota opens the Big Ten season Sunday at No. 5 Purdue and Virginia Tech opens the ACC season Sunday when it plays host to No. 18 North Carolina.

The ACC took a 2-0 lead in the ACC/Big Ten Challenge when Pitt had an easy 87-58 road victory vs. Northwestern as Blake Hinson shot 4 for 5 from 3-point range and scored 22 points as the Panthers posted their highest-scoring game in the last two seasons.

The Tigers were 11-5 at home last season and this season they’ve looked pretty good on the whole even in its two losses to South Carolina and to Iowa. Expecting a knockdown, drag-out type game that sets Clemson up to play its own pace in front of its home crowd. . Pick: Clemson -1

No. 22 Maryland at Louisville

Louisville is 0-6 on the season with the worst turnover rate among power programs and a dreadful accuracy thus far shooting the ball. A tilt against Maryland — even at home — doesn’t seem like it’ll be the get-right spot for the Cards. I think they can cover the double digit spread, but the 6-0 Terps are not so quietly off to a solid start to the season with a balanced attack on both offense and defense that should make this relatively smooth sailing. Pick: Maryland -12

Syracuse at No. 16 Illinois

Don’t love taking favorites to cover this big a spread, but my convictions tell me that Illinois is this good . . . and Syracuse is that mediocre. Illini at home almost always nails under Brad Underwood. They get a Syracuse team that has been through the ringer of late with two OT games in its last three and coming off a loss to Bryant. Illinois 79, Syracuse 65 feels about right. Pick: Illinois -11

Wake Forest at Wisconsin 

9 p.m. | ESPN2 and fuboTV (Try for free)

This game has real potential to be one of the best of the challenge this week. Really good guard play on both ends could lead to some quality offensive play from both Wake and Wisconsin. The Badgers have the talent edge and the venue advantage, though, so I like them in this spot to win and cover the six points. Pick: Wisconsin -6.5

Michigan vs. Illinois score: Live game updates, college football scores, NCAA top 25 highlights today

No. 3 Michigan leads Illinois 7-3 at Michigan Stadium in a game that felt like the Wolverines would dominate early but has seen the pace slow considerably. The Wolverines picked up 39 yards on the first play of the game, thanks to another crisp cut from Blake Corum, and went 75 yards on the opening possession to take a 7-0 lead. They haven’t scored since, however.

Making matters worse for the Wolverines, Corum left the game late in the first half after taking a hit in the left leg and immediately clutching his knee. Replays showed what looked to be a possible hyperextension. After being attended to by trainers, Corum walked to the locker room gingerly but on his own.

A Heisman contender, Corum’s status in the second half will be crucial as the Wolverines are already without No. 2 running back Donovan Edwards. Corum had already rushed for 103 yards and a touchdown with two receptions for 39 yards before leaving the game. Illinois’ Chase Brown has 48 yards rushing, and the Illini will open the third quarter with the ball.
