According to a police officer’s statement, Reid acknowledged to police that he was driving the Ram Laramie Sport.According to the warrant, when an officer responded to the scene, the officer said: “I made contact with Reid and could smell a moderate odor of alcoholic beverages emanating from his person and his eyes were bloodshot and red. When asked if he had been drinking, Reid advised he had two to three drinks.” Reid also said he was on Adderall and was taken to Research Medical Center after complaining of stomach pain.The officer wrote that after arriving at the hospital, a field sobriety test was conducted and four clues of impairment were observed. Four vials of blood were drawn from Reid. The warrant also notes that Reid has “multiple prior DUI contacts.”The Kansas City Police Department said an investigation of this nature would take at least a few weeks to conduct, meaning that if there are charges in this case, they will not be filed until any time soon.”KCPD aims to be as transparent as possible while respecting the criminal justice system and its processes,” police said Monday in a statement. “Most serious-injury/fatality crashes take weeks to investigate, as do criminal investigations. He spent the next two years as a graduate assistant at Temple, his alma mater, before joining the staff in Kansas City.After two seasons as a defensive quality control coach, Britt Reid was promoted to assistant defensive line coach. Rochester mayor offers police reform proposals after a 9-year-old girl is handcuffed and pepper-sprayed

“At the heart of it, we need to place the sanctity of human life at the core of RPD’s [Rochester Police Department] policing philosophy,” said Mayor Lovely Warren said during a virtual press conference.

Warren did not specifically mention the January 29 incident involving the 9-year-old girl, but said it needs to be made clear that officers should not handcuff “juveniles 12 and under unless they present an imminent danger to themselves or others.”

“The current draft doesn’t specify imminent, however, my recommendation would be to change that,” Warren said.

Two body camera videos released by Rochester police show officers restraining the child, putting her in handcuffs and attempting to get her inside the back of a police vehicle as she repeatedly cried and called for her father.

After the girl failed to follow commands to put her feet inside the car, the officers are seen pepper-spraying her. The girl was transported to a local hospital where she was later released, according to Rochester police.

The officers involved have been suspended pending the results of an internal police investigation, the city announced Monday.

Changing the police department culture

On Thursday. Warren broke down the recommendations into 10 categories: accountability, community engagement and programming, data, technology and transparency, fostering a community-oriented culture, officer wellness, police policy, strategies and practices, recruitment, resizing the police department, response to mental health calls and training.

One of Warren’s most important recommendations is for the federal court to update the city’s consent decree, which caps minority representation in the police department to 25%. The consent decree was put into place in the late 1970s, when the city’s community of color only made up a quarter of the population, Warren said.

“Now, as we said earlier, people of color represent well over 50% of the city of Rochester’s population so our consent decree should reflect that,” said Warren, adding that 87% of the city’s officers are White while only 47% of its population is White.

The mayor said she also supports replacing police with social workers to respond to mental health crisis calls, a suggestion made following the death of Daniel Prude last March. In that incident, Rochester police pinned Prude to the ground and placed a hood over his head as he experienced a mental health episode. Prude stopped breathing and died a week later.
Warren ultimately fired the Rochester police chief over Prude’s death and the subsequent delay by police and city officials to release body camera footage.

Warren also offered additional recommendations for police reform, such as petitioning the state to allow Rochester to terminate RPD personnel immediately for malpractices, ban discriminatory enforcement patterns like racial profiling, reduce the size of the department in the next 5-10 years and allocate the resources to other programs and create a civilian public safety interview panel to assess candidates for the RPD.

Warren emphasized that this was a first draft of the recommendations, which will now be looked at by members of the City Council and other community leaders for feedback. The council will vote on the measures at the end of March.

4-Year-old Girl Finds Dinosaur Footprint on a Beach From 215 million Years Ago

When you think about the average day in the life of a toddler, crayons, and cartoons likely come to mind. Discovering an immaculately preserved 215-million-year-old dinosaur footprint? Probably not.

But that’s just what happened when 4-year-old Lily Wilder was taking a nature walk with her father on a rocky beach at Bendricks Bay near the Welsh town of Barry last month.

The indented impression spotted by eagle-eyed Lily measures just shy of four inches. Experts believe it was created by a two-footed dinosaur that likely stood about 30 inches tall and was 8.2 feet long.

Its species—one that’s not been seen before—is a mystery that’s set the scientific community alight. Karl-James Langford of Archaeology Cymru hailed the find as “the finest impression of a 215-million-year-old dinosaur print found in Britain in a decade.”

“Lily saw it when they were walking along and said, ‘Daddy look!’” Lily’s mom Sally Wilder said in a statement widely reported by the UK media.

“When Richard came home and showed me the photograph I thought it looked amazing… Richard thought it was too good to be true. I was put in touch with experts who took it from there.

“We were thrilled to find out it really was a dinosaur footprint and I am happy that it will be taken to the national museum where it can be enjoyed and studied for generations.”

After permission was granted by Natural Resources Wales to remove the fossil from the beach legally, the specimen was transported to Amgueddfa Cymru, the National Museum in Cardiff, where expert paleontologists hope to discover its secrets.

They believe by studying it, they will be able to better learn how such dinosaurs actually walked. “Its spectacular preservation may help scientists establish more about the actual structure of their feet as the preservation is clear enough to show individual pads and even claw impressions,” an Amgueddfa Cymru spokesperson told The Daily Mail.

“Its acquisition by the museum is mainly thanks to Lily and her family who first spotted it,” Amgueddfa Cymru Paleontology Curator Cindy Howells told The Irish Times, giving credit where credit was due.

Apart from its scientific potential, Howells also pointed out Lily’s dino-mite discovery was part of one perhaps unexpected but hopefully trending upside to the coronavirus lockdown.

Video shows NY cops pepper-spray 9-year-old girl

Newly released bodycam videos show Rochester cops pepper-spraying a 9-year-old girl in the upstate New York city.

Footage from one video shot during a family dispute on Friday shows the distraught youngster running from police, then dropping to the snow-covered ground as a cop tries to bring her back.

“I want my dad,” the girl screams in a second video. “I ain’t going nowhere. I want my dad… I’m not getting in no car until I see my dad.”

“Stop,” an officer says.

“Wait, can I just please get the snow off of me,” she yells. “I want my dad. Wait, I just want to see my dad, please. For the last time…. I demand.”

“Stop or you’re going to get yourself hurt,” a cop responds at one point during the lengthy ordeal.

A female officer is heard telling the girl she’ll find her father, but asks her to get inside the police car to stay warm — only to have the girl start screaming again.

“Just spray her at this point,” one cop finally says, and is seen spraying the girl.

“Please wipe my eyes,” the girl screams. “Wipe my eyes, please.”

The footage was released Sunday after a city press conference, during which Rochester Deputy Police Chief Andre Anderson said the girl was suicidal.

“She indicated she wanted to kill herself and she wanted to kill her mom,” he said, according to a report in the Democrat & Chronicle.

Nine police cars responded to the call, police said.

The girl’s mother, who was also not identified, is seen in the footage arguing with her daughter, who becomes increasingly agitated while her mother berates her.

The woman is also seen cursing at passing motorists.

“I’m not going to stand here and tell you that for a 9-year-old to have to be pepper-sprayed is OK,” Police Chief Cynthia Herriott-Sullivan said Sunday. “It’s not.”

A female officer is heard telling the girl she’ll find her father, but asks her to get inside the police car to stay warm.

“I don’t see that as who we are as a department,” the chief said. “And we’re going to do the work we have to do to ensure that these kinds of things don’t happen.”

Rochester Mayor Lovely Warren said she was disturbed by the video.

“I’m very concerned about how this young girl was handled by our police department,” Warren said during the press conference. “It is clear from the video we need to do more in support of our children and families.”

LONDON — A four-year-old girl has made a big discovery.

Walking along a beach in Wales with her father and pet dog, she spotted an extremely well-preserved dinosaur footprint that has excited paleontologists worldwide.

Lily Wilder made the discovery near Bendricks Bay in south Wales, U.K., finding an imprint thought to have been left 220 million years ago.

“It was on a low rock, shoulder height for Lily, and she just spotted it and said, ‘look Daddy,'” her mother Sally Wilder, 41, told NBC News by telephone on Saturday.

“She is really excited but doesn’t quite grasp how amazing it is,” Sally, an engineer, said. Adding that her husband took photos at the beach and later shared them with the family. It was Lily’s grandmother who encouraged them to reach out to local experts and fossil enthusiasts for further investigation.

Although it is impossible to identify exactly which type of dinosaur left the 10-centimeter (3.9-inch) footprint, some facts are discernable, Cindy Howells, Amgueddfa Cymru National Museum of Wales paleontology curator, told NBC News.

It’s likely the footprint was made by a dinosaur that stood about 75 centimeters (29.5 inches) tall and 2.5 meters (about 8 feet) long, she said.

It would have been a slender animal with a tail that walked on its two hind feet and actively hunted other small animals and insects, she added. The specimen footprint is known as a “grallator,” and could help scientists establish more about how dinosaurs walked.

“It’s brilliant,” Howells told NBC News.

“It really is stunning preservation … You can see every detail of the muscles and where the joints are in the foot.”

It’s likely that Wales and many other land masses historically had dinosaurs roaming around them, said Howells. Sadly, there are no fossilized bones to match the print, she said, but similar footprints had been found in the United States, known to have been made by the dinosaur “coelophysis.”

“We’ve not even found a fraction of the total species of dinosaurs yet,” said Howells, adding that the print Lily found provides a very useful “clue.”

The Welsh beach is protected as a Site of Special Scientific Interest, and the preserved fossil has now been safely removed. It will soon be taken to the National Museum Cardiff for future generations to enjoy and for scientists to study, the museum said in a statement.

The museum, currently closed because of the coronavirus pandemic, said that once it reopens, Lily and her school class will be invited to see the article and have her name listed beside it as an official “finder.”

Lily, who loves dinosaur TV shows and has a collection of toys and models, told NBC News the T-Rex was her favorite.

While she played with her little brother George, 1, Lily’s mother said she encouraged parents facing coronavirus lockdown restrictions to take their children for walks in nature, where it’s safely possible.

“We’re going to keep encouraging exploring outside,” Sally said. “It’s great as it gets them really interested and the whole family can learn together.”

‘Cinemas will die’: Bond girl Valerie Leon insists No Time To Die should NOT be streamed

Former Bond girl Valerie Leon has insisted No Time To Die should not be streamed online after the film was delayed yet again by another six months.

The upcoming James Bond blockbuster was previously slated to be released on April 2 after already being hit by several changes due to the coronavirus pandemic.

Speaking on Good Morning Britain, Valerie, 77, took part in a debate on whether the film should be streamed and insisted cinemas will ‘die’ without major films.

She said: ‘I disagree totally that they should be streamed. The franchise is so special, so special. The anticipation of waiting for it to be released in the cinemas.’

Fellow actor Mark Ebulue who also took part in the debate and disagreed, saying: ‘I think we need it now, the demand for these movies to be seen and consumed are higher than where or how we see them.’

But Valerie, who appeared in Never Say Never Again in 1983 alongside Sean Connery, believes cinemas could ‘die’ if blockbusters are simply given to streaming services.

Asked if she misses going to the cinema amid the pandemic, she said: ‘Yes, enormously.

It comes after the news that No Time To Die is delayed again, meaning fans will have to wait another six months to see the latest movie in the spy franchise. 

A new date for the movie was shared on the film’s official Twitter account, revealing the latest expected date is October 8, 2021.   

Valerie said: ‘I disagree totally that they should be streamed. The franchise is so special, so special. The anticipation of waiting for it to be released in the cinemas’

The film, directed by Cary Joji Fukunaga, was originally scheduled for release in April 2020, but was pushed back to November before the release was changed once again to April 2021 in light of the coronavirus pandemic. 

It had already been speculated that the film would be pushed back again when Dutch publication BN DeStem recently claimed that, according to cinema owner Carlo Lambregts, the movie would be delayed to November. 

Deadline also reported that promotional partners had already been informed that Daniel Craig’s final outing as 007 is poised to change release dates.

No Time To Die is the 25th film in the franchise, and finds Bond after he has left active service and is enjoying a tranquil life in Jamaica when his old friend Felix Leiter, played by Jeffrey Wright, from the CIA turns up asking for help. 

Leaving his seemingly happy life with Madeleine (Lea Seydoux), Bond returns to the field to face Safin (Rami Malek) who is armed with a new dangerous technology that could impact the world. 

Producer Barbara Broccoli has already teased what fans can expect and said that the movie will deliver a satisfying ending for Daniel’s Bond.

Speaking on the official James Bond podcast, she said: ‘It’s a culmination of everything that his portrayal of the character has been through and it ties up all the storylines. It’s a pretty epic film, I have to say.’ 

After pushing the film’s release back to April 2021 in October, MGM quashed rumours about whether it was thinking of offering the film to streaming services for a $600 million one-year licensing deal.

‘We do not comment on rumors. The film is not for sale. The film’s release has been postponed until April 2021 in order to preserve the theatrical experience for moviegoers,’ an MGM spokesperson told Variety.

Not coming soon: MGM quashed rumours in October last year about whether it was thinking of offering the film to streaming services for a $600 million one-year licensing deal

Bloomberg had reported that Netflix, Amazon and Apple had all been approached about the possibility of the movie being offered up for Premium VOD. 

However, according to Deadline.com, none of the streaming services were willing to put up more than half the amount the studio was seeking. 

Lead actor Craig did defend James Bond producers’ decision to delay the premiere of the new film in October last year.

Speaking on The Tonight Show with Jimmy Fallon, Craig said: ‘This thing is just bigger than all of us. We want to release the movie at the same time all around the world and this isn’t the right time. So fingers cross April 2 is going to be our date.’ 

The new release will be Craig’s final outing as the spy after landing the role for 2006’s Casino Royale. He has also starred in Quantum of Solace, Skyfall and Spectre.

During his last ever Bond interview for GQ magazine in March 2020, the actor candidly discussed his anxieties over the script and admitted feeling ‘physically very low’ was the reason behind the upcoming film’s five year delay since Spectre.

He told GQ magazine: ‘I was never going to do one again. I was like, “Is this work really genuinely worth this, to go through this, this whole thing?” 

‘And I didn’t feel… I felt physically really low. So the prospect of doing another movie was just, like, off the cards. And that’s why it has been five years.’ 

Craig said that the ‘physicality’ of Bond is “a preparation, in a way”, because he would not get the script beforehand.

‘It’s making my head go, “This is what it’s going to be”.’

Trying to prepare for a role in one of the most popular film franchises in modern cinema without a script also caused him to have anxiety.

He said: ‘I have suffered from it in the past. I have suffered because it’s been like, “I can’t cope. I can’t deal with this”.  

Looking ahead to life after Bond, Craig – who is married to actress Rachel Weisz – said that his future may involve ‘having another kid, maybe just being older’. 

Meanwhile, last year, actress Lea Seydoux gave fans an idea of what to expect in No Time To Die ahead of its release.

She described her character’s relationship with Bond as ‘a modern love story’, explaining fans will see a completely new side to the agent, as Bond settles down with Dr. Madeleine Swann after retiring from active service. 

Speaking on the Official James Bond Podcast, Lea explained why it was so important to see Bond fall in love again after having his heart broken by Vespa (played by Eva Green) in 2005’s Casino Royale.

She said: ‘I think that it’s also because of Bond and we needed Madeline to tell Bond’s story I mean it was important to see Bond in love again because he had this relationship with Vespa but she betrayed him.

‘But this time I think she’s the real love in a way, I think it’s really the film is a love story it’s a story between the two of them so it’s very unusual for a Bond film to see James Bond in love right? And I think it’s quite modern in a way.

‘In this film it’s even more psychological and more emotional and I think that it’s something that Daniel as James Bond created with this character.

‘He created a character that is more vulnerable and who has flaws and I think that’s what we like as an audience and it’s true that James Bond is like a… it’s not a real world right? But what we like is that in this world we can relate to the characters.’

Gigi Hadid and Zayn Malik just revealed the name of their newborn baby girl. Introducing… Khai!

Gigi debuted the unique moniker in a very subtle way—by adding “khai’s mom” to her Instagram bio on Jan. 21. 

The supermodel shared the news exactly four months after announcing their daughter’s arrival. “Our baby girl is here, healthy & beautiful,” Zayn wrote in a Sept. 23 tweet. “To try put into words how i am feeling right now would be an impossible task.”

“The love i feel for this tiny human is beyond my understanding,” he added. “Grateful to know her, proud to call her mine, & thankful for the life we will have together x.”

Hours later, Gigi posted another glimpse of the couple’s daughter. “Our girl joined us earth-side this weekend and she’s already changed our world,” the 25-year-old wrote. “So in love.”

In the months since, Gigi has kept fans up to date on her motherhood experience, all while sticking to their commitment to privacy. Shortly after Khai’s birth, a source told E! News that Gigi and Zayn planned to stay at her mom Yolanda Hadid‘s Pennsylvania farm for the foreseeable future.
