‘Malicious and targeted’ sabotage halts rail traffic in northern Germany

BERLIN, Oct 8 (Reuters) – Cables vital for the rail network were intentionally cut in two places causing a near three-hour halt to all rail traffic in northern Germany on Saturday morning, in what authorities called an act of sabotage without identifying who might be responsible.

The federal police are investigating the incident, Interior Minister Nancy Faeser said, adding the motive for it was unclear.

The disruption raised alarm bells after NATO and the European Union last month stressed the need to protect critical infrastructure after what they called acts of sabotage on the Nord Stream gas pipelines.

“It is clear that this was a targeted and malicious action,” Transport Minister Volker Wissing told a news conference.

A security source said there were a variety of possible causes, ranging from cable theft – which is frequent – to a targeted attack.

Omid Nouripour, leader of the Greens party, which is part of Chancellor Olaf Scholz’s federal coalition, said anyone who attacked the country’s critical infrastructure would receive a “decisive response”.

“We will not be intimidated,” he wrote on Twitter.

CHAOS BEFORE ELECTION DAY

“Due to sabotage on cables that are indispensable for rail traffic, Deutsche Bahn had to stop rail traffic in the north this morning for nearly three hours,” the state rail operator said in a statement.

Deutsche Bahn (DB) had earlier blamed the network disruption on a technical problem with radio communications. Spiegel magazine said the communications system was down at around 6:40 a.m. (0440 GMT). At 11:06 a.m, DB tweeted that traffic had been restored, but warned of continued train cancellations and delays.

The disruption affected rail services through the states of Lower Saxony and Schlewsig-Holstein as well as the city states of Bremen and Hamburg, with a knock-on effect to international rail journeys to Denmark and the Netherlands.

They came the day before a state election in Lower Saxony where Scholz’s Social Democrats are on track to retain power and the Greens are seen doubling their share of the vote, according to polls.

Queues rapidly built up at mainline stations including Berlin and Hanover as departure boards showed many services being delayed or canceled.

U.S. adds China’s YMTC and 30 other firms to ‘unverified’ trade list

WASHINGTON, Oct 7 (Reuters) – The United States on Friday added China’s top memory chipmaker YMTC and 30 other Chinese entities to a list of companies that U.S. officials have been unable to inspect, ratcheting up tensions with Beijing and starting a 60 day-clock that could trigger much tougher penalties.

The new listings were the first of a slew of new restrictions announced on Friday on exports of technology to China aimed at blocking military advances. The crackdown included curbs on access to chipmaking tools for Chinese firms including Yantze Memory Technologies Co (YMTC), as reported by Reuters a day earlier. read more

U.S. senators from both parties have been calling for YMTC, China’s fast-growing chip manufacturer, to be placed on a trade blacklist known as the “entity list.” The company, founded in 2016, poses a “direct threat” to U.S. chip companies, according to the Biden administration.

YMTC and the Chinese embassy in Washington did not respond to requests for comment.

YMTC is under investigation by the Commerce Department over whether it violated U.S. export controls by selling chips to blacklisted Chinese telecommunications company Huawei Technologies Co Ltd. Its chips also are being evaluated by Apple Inc for inclusion in some of its iPhones in China, a major concern for U.S. lawmakers and the Biden administration.

Companies are added to the unverified list because the United States could not complete on-site visits to determine whether they can be trusted to receive sensitive technology exports from the United States. U.S. inspections of Chinese companies require the approval of China’s commerce ministry.

U.S. exporters must conduct additional due diligence before sending goods to entities placed on the “unverified list,” like the 31 added on Friday, and may have to apply for more licenses.

Under the Biden administration’s new policy, if a government prevents U.S. officials from conducting site checks at companies placed the unverified list, Washington will start the process for adding them to the entity list after 60 days.

Entity listing YMTC would further escalate tensions with Beijing and force its U.S. suppliers to seek difficult-to-obtain licenses from the U.S. government before shipping them even the most low-tech items.

Not all the measures announced on Friday were bad news for China. The United States removed a unit of Wuxi Biologics, maker of ingredients for AstraZeneca’s COVID-19 vaccine, from the unverified list. Reuters reported last summer that U.S. officials had been able to conduct an inspection at the Wuxi city site, a stepping stone to removal from the list.

A Wuxi Biologics spokeswoman said the company was pleased the Wuxi site was removed from the list, given the inspection in June. The company looks forward to scheduling an inspection of its Shanghai subsidiary, which also was placed on the unverified list in February, she added.

Ford stock has biggest daily drop since 2011 after inflation warning

Sept 20 (Reuters) – Ford Motor Co’s (F.N) stock tumbled over 12% on Tuesday in its deepest one-day decline in over a decade after the automaker said inflation-related costs would be $1 billion more than expected in the current quarter and that parts shortages had delayed deliveries.

The stock ended at $13.09, making its percentage decline for the session its largest since January 2011.

Ford’s preliminary third-quarter results, released late on Monday, sent shares of rival General Motors Co (GM.N)down 5.6% as analysts said it might take more time for automakers to recover from chip shortages.

“It appears that across the industry, chip and components shortages may be improving at a slower pace than anticipated,” Deutsche Bank analyst Emmanuel Rosner said.

Ford’s inflation troubles and FedEx’s weak demand highlight the bind the Federal Reserve finds itself in ahead of the U.S. central bank’s policy-making meeting on Wednesday.

The Fed is widely expected to hike rates by 75 basis points in its battle against decades-high inflation. Its aggressive monetary policy campaign has battered the U.S. stock market in recent weeks, with investors worried the Fed’s measures could hobble the economy.

Ford also estimated it would have 40,000 to 45,000 vehicles in inventory lacking parts.

Ford, which is set to report third-quarter results on Oct. 26, affirmed 2022 adjusted earnings before interest and taxes forecast of $11.5 billion to $12.5 billion.

It was unclear if chip and parts supply will normalize by the end of the year, Deutsche Bank’s Rosner said.

Ford’s shares are down 37% in 2022, well over the S&P 500’s (.SPX) 19% decrease.

Biden, unions, rail executives struggle for deal as shutdown looms

DETROIT/LOS ANGELES, Sept 14 (Reuters) – Biden administration officials hosted labor contract talks late on Wednesday to avert a potential rail shutdown that could disrupt cargo shipments and impede food and fuel supplies, but one small union rejected a deal and Amtrak canceled all long-distance passenger trips.

Railroads including Union Pacific (UNP.N), Berkshire Hathaway’s (BRKa.N) BNSF and Norfolk Southern (NSC.N) have until a minute after midnight on Friday to reach deals with three holdout unions representing about 60,000 workers before a work stoppage affecting freight and Amtrak could begin.

Talks between labor unions and railroads, which started at 9 a.m, were still underway more than 12 hours later after 9 p.m. ET on Wednesday at the U.S. Labor Department’s headquarters in Washington.

The talks are being overseen by Labor Secretary Marty Walsh, with input from other U.S. officials. The parties ordered in Italian food for dinner Wednesday in order to continue discussions.

“Everybody is going to have to move a little in order to get a deal done,” Buttigieg told reporters on the sidelines of the Detroit auto show.

A union representing about 4,900 machinists, mechanics and maintenance personnel said on Wednesday its members voted to reject a tentative deal.

Rail workers have gone three years without a raise amid a contract dispute, while rail companies have recorded robust profits.

In the current talks, the industry has offered annual wage increases from 2020 to 2024, equal to a 24% compounded hike. Three of 12 unions, representing about half of the 115,000 workers affected by the negotiations, are asking for better working conditions.

Two of those 12 unions, representing more than 11,000 workers, have ratified deals, the National Carriers’ Conference Committee (NCCC), which is bargaining on behalf of railroads, said on Wednesday.

Unions are enjoying a surge of public and worker support in the wake of the pandemic, when “essential” employees risked COVID-19 exposure to keep goods moving and employers reaped hefty profits, labor and corporate experts say.

A shutdown could freeze almost 30% of U.S. cargo shipments by weight, stoke inflation, cost the U.S. economy as much as $2 billion per day and unleash a cascade of transportation woes affecting the U.S. energy, agriculture, manufacturing and retail sectors.

White House spokeswoman Karine Jean-Pierre told reporters aboard Air Force One that a shutdown of the freight rail system would be an “unacceptable outcome for our economy and the American people and all parties must work to avoid just that.”

HIGH STAKES FOR BIDEN

President Joe Biden’s administration has begun making contingency plans to ensure deliveries of critical goods in the event of a shutdown.

The stakes are high for Biden, who has vowed to rein in soaring consumer costs ahead of November elections that will determine whether his fellow Democrats maintain control of Congress.

“Unless they reach a breakthrough soon, rail workers will go on strike this Friday. If you don’t think that will have a negative impact on our economy … think again,” said U.S. Senator John Cornyn, a Republican and Biden critic.

Senator Bernie Sanders late on Wednesday objected to a Republican bid to unanimously approve legislation to prevent a rail strike, noting the profits the rail industry has made.

If agreements are not reached, employers could also lock out workers. Railroads and unions may agree to stay at the bargaining table, or the Democratic-led U.S. Congress could intervene by extending talks or establishing settlement terms. read more

House of Representatives Speaker Nancy Pelosi said it was not clear whether Congress would step in, noting that the main issue is a lack of sick leave for workers.

Amtrak, which uses tracks maintained by freight railways, said it would cancel all long-distance trips on Thursday and some additional state-supported trains. read more

Rail hubs in Chicago and Dallas were already clogged and suffering from equipment shortages before the contract showdown. Those bottlenecks are backing up cargo at U.S. seaports by as much as a month. And, once cargo gets to rail hubs in locations such as Chicago, Dallas, Kansas City and Memphis, Tennessee, it can sit another month or longer.

Package delivery company United Parcel Service (UPS.N), one of the largest U.S. rail customers, and U.S. seaports said they are working on contingency plans.

Meanwhile, factory owners are fretting about idling machinery while automakers worry that a shutdown could extend vehicle buyer wait times. Elsewhere, food and energy companies warn that additional service disruptions could create even sharper price hikes.

“The parties continue to negotiate, and last night Secretary Walsh again engaged to push the parties to reach a resolution that averts any shutdown of our rail system,” a Labor Department spokesperson said. “All parties need to stay at the table, bargain in good faith to resolve outstanding issues, and come to an agreement.”

The brinkmanship comes at a sensitive time for unions, railroads, shippers, consumers and President Joe Biden, who appointed an emergency board to help break the impasse.

A White House official told Reuters Biden has been in touch today with unions and companies to try to avert a strike, as have cabinet officials.

U.S. railroads account for almost 30% of cargo transport by weight and maintain about 97% of the tracks Amtrak uses for commuter rail. Widespread railroad disruptions could choke supplies of food and fuel, spawn transportation chaos and stoke inflation. read more

Unions, which won significant pay increases, are pushing back on work rules that would require employees to be on-call and available to work most days. Railroads are struggling to rebuild employee ranks after slashing their workforce by almost 30% over the past six years.

At midday on Wednesday, Norfolk Southern will stop accepting intermodal cargo: goods that move by combinations of ship, truck and rail transport. Those shipments include consumer products and e-commerce packages that account for almost half of U.S. rail traffic.

That could exacerbate existing backups at East Coast seaports and inland hubs, causing cascading delays across the country as farmers prepare for harvest and retailers restock stores for the Christmas shopping season. Bulk commodities – including food, energy, automotive and construction products – make up the remainder of U.S. rail shipments.

U.S. industry groups are pressuring Congress to avert the worst-case scenario.

“A shutdown of the nation’s rail service would have enormous national consequences,” the Chamber said on Monday, adding it would lead to perishable food waste, disrupt goods delivery and prevent heating fuel and chemicals transport.

The Labor Department said there have been dozens of calls by Cabinet officials and other top administration officials to help the sides reach agreement.

Railroads late last week said they would cease shipments of hazardous materials such as chlorine used to purify drinking water and chemicals used in fertilizer on Monday so they are not stranded in unsafe locations if rail traffic stops. read more

As of Sunday, eight of 12 unions had reached tentative deals covering about half of 115,000 workers, the National Railway Labor Conference (NRLC) said.

Hold outs include the transportation division of the International Association of Sheet Metal, Air, Rail, and Transportation Workers (SMART-TD) and the Brotherhood of Locomotive Engineers and Trainmen (BLET).

There has not been a nationwide U.S. rail service stoppage since 1992, when major freight railroads closed operations for two days in response to an International Association of Machinists strike against CSX, saying that a strike against one railroad was a strike against all railroads.

CAIRO, Sept 1 (Reuters) – Tug boats refloated a ship that briefly ran aground in Egypt’s Suez Canal late on Wednesday, a source from the Suez Canal Authority (SCA) andstate TV reported.

The vessel had been blocking the southern section of the canal, two navigational sources said, but the SCA source said shortly afterwards that traffic had returned to normal.

There was no immediate statement about the incident from the SCA.

According to ship monitoring service TankerTrackers, the Aframax tanker Affinity V seemed to have lost control in the Suez Canal while heading southbound.

“She temporarily clogged up traffic and is now facing south again, but moving slowly by tugboat assistance,” TankerTrackers said on Twitter.

LONDON, Aug 21 (Reuters) – More than 1,900 workers at Britain’s biggest container port are due on Sunday to start eight days of strike action which their union and shipping companies warn could seriously affect trade and supply chains.

The staff at Felixstowe, on the east coast of England, are taking industrial action in a dispute over pay, becoming the latest workers to strike in Britain as unions demand higher wages for members facing a cost-of-living crisis.

“Strike action will cause huge disruption and will generate massive shockwaves throughout the UK’s supply chain, but this dispute is entirely of the company’s own making,” said Bobby Morton, the Unite union’s national officer for docks.

“It [the company] has had every opportunity make our members a fair offer but has chosen not to do so.”

On Friday, Felixstowe’s operator Hutchison Ports said it believed its offer of a 7% pay rise and a lump sum of 500 pounds ($604) was fair. It said the port’s workers union, which represents about 500 staff in supervisory, engineering and clerical roles, had accepted the deal.

Unite, which represents mainly dock workers, says the proposal is significantly below the current inflation rate, and followed a below inflation increase last year.

“The port regrets the impact this action will have on UK supply chains,” a Hutchison Ports spokesperson said.

The port said it would have a contingency plan in place, and was working to minimise disruption during the walkouts which will last until Aug. 29.

Shipping group Maersk (MAERSKb.CO), one of the world’s biggest container shippers, has warned the action would have a significant impact, causing operational delays and forcing it to make changes to its vessel line-up.

Figures released on Aug. 17 showed Britain’s consumer price inflation hit 10.1% in July, the highest since February 1982, and some economists forecast it will hit 15% in the first three months of next year amid surging energy and food costs. read more

Ships get older and slower as emissions rules bite

LONDON, July 11 (Reuters) – If shipping is the beating heart of global trade, its pulse is about to get slower.

Faced with uncertainty about which fuels to use in the long term to cut greenhouse gas emissions, many shipping firms are sticking with ageing fleets, but older vessels may soon have to start sailing slower to comply with new environmental rules.

From next year, the International Maritime Organization (IMO) requires all ships to calculate their annual carbon intensity based on a vessel’s emissions for the cargo it carries – and show that it is progressively coming down.

While older ships can be retrofitted with devices to lower emissions, analysts say the quickest fix is just to go slower, with a 10% drop in cruising speeds slashing fuel usage by almost 30%, according to marine sector lender Danish Ship Finance.

“They’re basically being told to either improve the ship or slow down,” said Jan Dieleman, president of Cargill Ocean Transportation, the freight division of commodities trading house Cargill, which leases more than 600 vessels to ferry mainly food and energy products around the world.

Supply chains are already strained due to a surge in demand as economies rebound from lockdowns, pandemic disruptions at ports and a lack of new ships. If older vessels move into the slow lane as well, shipping capacity could take another hit at a time when record freight rates are driving up inflation. read more

At the moment, only about 5% of the world’s fleet can run on less-polluting alternatives to fuel oil, even though more than 40% of new ship orders will have that option, according to data from shipping analytics firm Clarksons Research.

But the new orders are not coming in fast enough to halt the trend of an ageing fleet across all three main types of cargo vessels: tankers, container ships and bulk carriers, the data provided to Reuters by Clarksons Research shows.

The average age of bulk carriers, which carry loose cargo such as grain and coal, had jumped to 11.4 years by June 2022 from 8.7 five years ago. Container ships now average 14.1 years, up from 11.6, while for tankers the average age was 12 years, up from 10.3 in 2017, according to the data.

“Some ship owners have preferred to buy second-hand vessels because of the uncertainties around future fuels,” said Stephen Gordon, managing director at Clarksons Research.

TALL ORDER

Orders for new container ships surged to a record high in 2021 and are still coming in at healthy clip this year, but as the appetite for new tankers and bulk carriers is much lower, the current order book across all three types of vessel only stands at about 10% of the fleet, down from over 50% in 2008.

Shipping companies are responsible for about 2.5% of the world’s carbon emissions and they are coming under increasing pressure to reduce both air and marine pollution.

The industry’s emissions rose last year, underlining the scale of the challenge in meeting the IMO’s target of halving emissions by 2050 from 2008 levels. The organization is now facing calls to go further and commit to net zero by 2050.

Some companies are testing and ordering vessels using alternative fuels such as methanol. Others are developing ships that can be retrofitted for fuels beyond oil, such as hydrogen or ammonia. There’s even a return to wind with vast, high-tech sails being tested by companies such as Cargill and Berge Bulk. read more

But many of the potential low-carbon technologies are in the early stages of development with limited commercial application, meaning the majority of new orders are still for vessels powered by fuel oil and other fossil fuels.

Of the vessels on order, more than a third, or 741, are set to use liquefied natural gas (LNG), 24 can be driven by methanol and six by hydrogen. Another 180 have some form of hybrid propulsion using batteries, Clarksons data shows.

Many shipping firms are hedging their bets mainly because prolonging the life span of vessels is cheaper and lower risk than new builds. They also gain breathing space while waiting for the winning new technologies to become mainstream.

“We have a clash between an industry that is very long-term investment oriented and a very fast pace of change,” said John Hatley, general manager of market innovation in North America at Finnish marine technology company Wartsila (WRT1V.HE).

Cargill says that as of now it doesn’t expect to have many new-build ships in its fleet, instead fitting energy saving devices to older vessels and prolonging their use, while there’s still uncertainty about future technology.

They’re not alone, with more than a fifth of global shipping capacity fitted with such devices, according to Clarksons.

Devices include Flettner rotors, tail spinning cylinders that act like a sail and let ships throttle back when it’s windy, or air lubrication systems that save fuel by covering the hull with small bubbles to reduce friction with seawater.

While energy saving devices go a long way to tackling emissions, ultimately, newer vessels are a better bet, said Peter Sand, analyst at shipping and air cargo data firm Xeneta.

“The next generation of fuel oil ships will be much more carbon efficient, they will be able to transport the same amount of cargo emitting only half of the emissions that they did over a decade ago,” he said.

THE POSEIDON PRINCIPLES

Shipping firms are set to come under growing pressure to comply with targets set by the IMO, which will rate the energy efficiency of ships on a scale of A to E, as the ratings will have a knock-on effect when it comes to finance and insurance.

In 2019, a group of banks agreed to consider efforts to cut carbon emissions when lending to shipping companies and established a global framework known as the Poseidon Principles.

The Poseidon Principles website shows that 28 banks, which include BNP Paribas (BNPP.PA), Citi , Danske Bank (DANSKE.CO), Societe Generale (SOGN.PA) and Standard Chartered (STAN.L), have committed to being consistent with IMO policies when assessing shipping portfolios on environmental grounds.

“Lending decisions on second-hand ships are going to become an issue on older tonnage,” said Michael Parker, chairman of Citigroup’s global shipping, logistics and offshore business, adding that environmental factors would be taken into account when lenders decided whether to refinance vessels.

“Second-hand ships will continue to get financing, provided that the owner is doing the right things about keeping that vessel as environmentally efficient as possible,” he said.

One early adopter of new technology is shipping giant A.P. Moller-Maersk . It has ordered 12 vessels which can run on green methanol produced from sources such as biomass, as well as fuel oil as there is not yet enough low carbon fuel available.

The Danish company doesn’t intend to use LNG because it is still a fossil fuel and it would prefer to shift directly to a lower carbon alternative.

Wartsila, meanwhile, is launching an ammonia-fueled engine next year, which it says is generating a lot of interest from customers, as well as a hydrogen engine in 2025.

Ship owners are facing a lot of uncertainty over how to “future proof” their fleets and avoid regretting investment decisions now within a couple of years, said Wartsila’s Hatley.

“They would rather wait for maybe the whole life of the ship of 20 years, but that’s even more uncertain now because of the pace of change.”

SHANGHAI, May 10 (Reuters) – Tesla Inc (TSLA.O) halted production at its Shanghai plant on Monday due to issues with securing parts for its electric vehicles, two people familiar with the matter said, the latest in a series of difficulties for the factory.

Shanghai is in its sixth week of an intensifying COVID-19 lockdown that has tested the ability of manufacturers to operate amid hard restrictions on the movement of people and materials.

Tesla had planned as late as last week to increase output to pre-lockdown levels by next week.

It was not immediately clear when the current supply issues can be resolved and when Tesla would be able to resume production, said the people, who asked not to be identified because the production plans are private.

Tesla did not immediately respond to a query for comment.

China Passenger Car Association is scheduled to release April sales for Tesla, China’s second-largest EV maker behind BYD (002594.SZ), on Tuesday.

Another auto association said last week it estimated overall auto sales in China dropped 48% in April as zero-COVID lockdowns shut factories, limited traffic to showrooms and put the brakes on spending.

Aptiv (APTV.N), Tesla’s main supplier of wire harnesses, stopped shipping from a Shanghai plant that supplies Tesla and General Motors Co (GM.N) after COVID-19 infections were found among its workers, two people familiar with the matter told Reuters on Monday.

Tesla’s Shanghai plant, also known as the Gigafactory 3, produces the Model 3 sedan and Model Y crossover for the China market and for export.

Tesla partially resumed production at the Shanghai plant on April 19 following a 22-day closure caused by the city’s COVID-19 lockdown.

Shanghai authorities have tightened a city-wide lockdown imposed more than a month ago on the commercial hub with a population of 25 million, a move that could extend curbs on movement through the month.

Fire at Russian military site near Ukraine injures one

May 1 (Reuters) – One person was injured in a fire on a Russian defence ministry facility in the southern Belgorod region bordering Ukraine, Belgorod region governor said on Sunday.

Governor Vyacheslav Gladkov said a local resident suffered minor injuries and his life was not in danger. He also said that seven homes had been damaged as a result of the incident.

There were no comments from the defence ministry and it was not immediately clear what caused the fire. Reuters was unable to independently verify the statements.

Images posted to social media showed a large funnel of smoke rising above the ground. Reuters could not verify the reports.

Separately, the governor of the Kursk region which also shares a border with Ukraine said that a railway bridge had been damaged on a line used by freight trains.

Speaking in a video posted on his Telegram channel, governor Roman Starovoit called the incident an act of sabotage.

Russia last month accused Ukraine of a helicopter attack on a fuel depot in Belgorod, for which Kyiv denied responsibility, as well as shelling villages and firing missiles at an ammunition depot.

Other Russian regions that share a border with Ukraine have also reported cross-border shelling incidents since Moscow sent thousands of troops into Ukraine on Feb. 24 in what it called a “special military operation”.
