Live news: UK wages grow at fastest pace outside pandemic period

More than 1,000 HMRC tax compliance staff had been assigned to work on Brexit cases © Carmen Reichman/FT

Billions of pounds of tax are being left uncollected in the UK because almost 2,300 HM Revenue & Customs tax compliance staff have been transferred to work on Brexit and Covid-19 schemes.

Victoria Atkins, the Treasury minister, acknowledged in response to ministerial questions that 1,043 HMRC tax compliance staff had been assigned to work on Brexit cases in the 2021-22 tax year. She added that a further 1,250 staff, who would normally be working on recovering unpaid taxes, have been moved to working on Covid-19 loan schemes — which have been subject to fraud.

“Civil servants are being moved from one crisis to another in a constant game of whack-a-mole, leaving taxes uncollected and public services deprived of cash,” said the Liberal Democrat party, which put the questions to Atkins.

Sarah Olney, Lib Dem Treasury spokesperson, said the transfer of about 10 per cent of HMRC tax compliance offers to Brexit and Covid duties came at a cost to public services.

Atkins revealed that £30.7bn had been recovered through compliance efforts in 2021-22 compared with £36.9bn in 2019-20, the year before the pandemic fully hit, a fall of more than £6bn.

“This Conservative government is in nonstop firefighting mode because of their gross incompetence, from the botched EU trade deal to the unforgivable mistakes made during the pandemic,” Olney said.

HMRC said: “We move resources where and when they are most needed and our performance is reflected in the fact that we collected a record sum for the UK’s public services last year.

“The National Audit Office has recognised that HMRC’s compliance work provides good value to the taxpayer.”

AMD’s Fastest Radeon RX 7000 “RDNA 3” Laptop GPU Could Offer RX 6950 XT & RTX 3090 Levels of Performance

AMD is going to make a huge jump in laptop GPU performance with their next-gen Radeon RX 7000 “RDNA 3” chips.

AMD To Bring Radeon RX 6950 XT & RTX 3090 Performance To Laptops With Its Radeon RX 7000 “RDNA 3” GPUs

In two separate tweets by Greymon55 and Kopite7kimi, both leakers have reported that the next-gen AMD Radeon RX 7000 “RDNA 3” laptop GPUs will offer a huge boost to gaming performance on mobile platforms. First up, we have Greymon55’s tweet which says that the Radeon RX 7000 “RDNA 3” Laptop GPUs (represented by the laptop emoji) would offer performance on par with Radeon RX 6950 XT, AMD’s fastest RDNA 2 graphics card.

The second tweet from Kopite7kimi gives us a possible SKU name, the Radeon RX 7900M, which may or may not be the flagship RDNA 3 GPU considering the company is going to use the X950 XT branding for its top RDNA 3 desktop graphics card. Regardless, the Radeon RX 7900M is said to be delivering performance on par with the NVIDIA GeForce RTX 3090 which is huge. Currently, there’s no single laptop GPU that comes close to the flagship desktop graphics cards.

AMD’s current fastest laptop GPU, the RDNA 2-powered Radeon RX 6850M XT, is only on par with the Radeon RX 6700 XT (Desktop). NVIDIA’s GeForce RTX 3080 Ti Laptop SKU is comparable to the RTX 3060 Ti and RTX 3070. So both laptop chips are a far cry from their desktop counterparts but the next-gen GPUs are going to up it a notch and bring flagship-tier performance. NVIDIA’s GeForce RTX 40 series mobility GPUs will include the AD103-based RTX 4090 as the flagship since the AD102 GPU is too power-hungry for the laptop segment. AMD is going to do the same and is expected to utilize the Navi 32 die (MCM) for the laptop segment.

While next-generation laptop GPUs won’t offer the same performance as the fastest desktop cards based on the newer architecture, it will still be impressive to see them match the last-gen flagships while sipping only a fraction of the power.

The AMD Radeon RX 7000 “RDNA 3” GPU lineup based on the Nav 3x GPUs is expected to launch later this year with reports pitting the flagship Navi 31 launch first followed by Navi 32 and Navi 33 GPUs. We are most likely to get our first taste of the RDNA 3 mobility lineup by CES 2023.

What’s the fastest airborne animal?

The cheetah is well-known for being the fastest creature on land, but the animal kingdom is not limited to Earth‘s surface. What is the fastest flying animal? And what biological features enable its speed?

Nature’s swiftest jet-setter is the peregrine falcon (Falco peregrinus). “Peregrinus” is the Latin word for “traveler,” a fitting moniker given that the raptors can migrate up to 15,550 miles (25,000 kilometers) in a roundtrip — one of the longest migrations in North America, according to the Nature Conservancy (opens in new tab) Indeed, peregrine falcons are global birds, found on every continent except Antarctica, the National Wildlife Federation noted (opens in new tab).

Peregrines hunt for prey from great heights, either from the air or a high perch. When they find a target, they plummet at high speeds, attacking with a clenched foot to stun or kill prey with the impact, Hein van Grouw, senior curator of London’s Natural History Museum’s bird group, told Live Science in an email. During a dive — known as a stoop — a peregrine is estimated to reach speeds of up to about 200 mph (320 km/h), according to a 2018 study in the Journal of Comparative Physiology A (opens in new tab), which not only make peregrines the world’s fastest birds but also the world’s fastest animals, Britannica noted (opens in new tab).

Experimental dives suggested that peregrines may even reach speeds of up to 242 mph (389 km/h), according to Guinness World Records (opens in new tab). In a series of dives in 1999, a female peregrine falcon named “Frightful,” owned by aviator and falconer Ken Franklin of Friday Harbor, Washington, set the world record after she was released from a plane about 17,000 feet (5,182 meters) above sea level. The 6-year-old Frightful was about 16 inches (40.6 centimeters) long, weighed about 2.2 pounds (1 kilogram) and had a wingspan of about 41 inches (104 cm), Guinness World Records noted.

Related: What is the fastest animal on Earth?

To measure Frightful’s speed, Franklin attached a 4-ounce (113.4 grams) computer chip taken from a skydiver’s recording altimeter-computer to Frightful’s tail feathers. Franklin then measured how far Frightful dived during a certain span of time. Franklin and a cameraman also wore altimeters (devices that measure altitude) when they skydived with Frightful during her stoops. The data from all the devices were compared after the dives, Guinness World Records reported.

So, what anatomical features help peregrine falcons achieve these great speeds?

Peregrine falcons have pointed wings that resemble those of fighter jets. This shape reduces the amount of drag they experience from the air, which helps peregrines fly quickly, Ed Drewitt, a zoologist and peregrine falcon researcher based in the United Kingdom and author of “Urban Peregrines (opens in new tab)” (Pelagic Publishing, 2014) told Live Science in an email.

Peregrines have muscular, teardrop-shaped bodies that also help streamline the birds to “reduce drag and help it drop like a bullet,” Drewitt said. In addition, their feathers are remarkably tightly packed and stiff in structure when compared with other falcons, “probably to reduce drag and make it go more smoothly through the air,” van Grouw said.

Peregrine nostrils, meanwhile, possess a system of little knobs within them that are thought to act as baffles — a structure that regulates the passage of fluids. These knobs work by “reducing the flow of air into their air passages,” Drewitt said. This likely helps peregrines breathe during their incredibly fast dives.

The peregrine falcon’s breakneck speed helps it hunt — mostly other birds, ranging from prey as small as hummingbirds to as large as sandhill cranes (Grus canadensis), according to the National Wildlife Federation. Scientists have documented about 450 species of birds as their prey in North America, and the number worldwide may be as many as 2,000.

Related: Why are there so many pigeons?

The shape of peregrines is very similar to that of their main prey, common pigeons (Columba livia), also known as rock doves. “Both have evolved alongside each other, one to escape the other and one to catch the other,” van Grouw said. “It is interesting that they both get their speed from the same body shape.”

Peregrines also eat bats, and occasionally steal prey such as fish and rodents from other raptors.

In fact, while peregrines are the fastest animals to move through the air when they dive, a bat claims the prize as the fastest flying creature on record. Brazilian free-tailed bats (Tadarida brasiliensis) are the world’s fastest known fliers, clocking speeds up to 100 mph (160 km/h), Live Science previously reported. That’s fast compared with the peregrine falcon’s flying speeds, which average 25 to 34 mph (40 to 55 km/h) in traveling flight and 69 mph (112 km/h) while pursuing prey, according to the Cornell Lab of Ornithology (opens in new tab)
