Northern California town ordered to evacuate

The California town of Wilton remains under shelter-in-place orders after intense rain from Saturday’s atmospheric river threatened an “imminent levee failure.” According to KCRA, officials confirmed Sunday morning at least two levees have been breached.

On Saturday afternoon, the 5,000-some residents of the Sacramento County town were ordered to evacuate immediately as flood waters rose. By 3:30 p.m., however, conditions were too dangerous on the roads, and Sacramento County officials told remaining residents to shelter in place. At 11:30 p.m., a flash flood warning for Wilton was issued due to “an imminent levee failure in that area on the Cosumnes River. Residents have been advised to seek higher ground immediately.”

That flash flood warning remains in effect for southern Sacramento County until 11:15 p.m. Sunday.

The warning covers the area south of Wilton Road, west of the Cosumnes River and north of Gay Road. An evacuation center was opened at the Wackford Community Center at 9014 Bruceville Road in Elk Grove. According to KCRA, dozens of vehicles were stranded on Highway 99 on Saturday, and some roads in the region are still completely flooded. Footage taken Sunday morning shows a number of trucks and cars abandoned near the Dillard Road exit.

Cosumnes Fire Department captain Chris Schamber told KCRA that “dozens upon dozens” of motorists needed rescuing on Saturday. Schamber urged people to avoid Highway 99 and the Wilton area today as first responders continue to help and monitor the area. 

Cars were stuck around Wilton, Calif., on Jan. 1, 2023 due to flooding.

“Flash flooding is ongoing,” the National Weather Service’s flash flood warning cautions. “Local officials are working to assess the extent of the flooding. Please stay out of the area!”

The county has declared a winter storm state of emergency to help deal with the storm damage. “Sacramento County has been experiencing an atmospheric river that began Dec. 31, 2022, and thus far has resulted in significant transportation impacts, rising creek and river levels and flooding in Wilton,” the county said in a statement.

Wilton is no stranger to levee failures. When historic flooding swept Northern California in 1997, a levee near the town broke, forcing 15,000 to evacuate. Some needed rescue as the Cosumnes River rose 7 feet over flood level.

Kherson: Russia to help evacuate civilians from occupied region as Ukraine makes gains

Russia said Thursday its forces would help evacuate residents of occupied Kherson to other areas, as Kyiv continued to make gains in its offensive to retake the southern Ukrainian region.

The announcement by Russian Deputy Prime Minister Marat Khusnullin came shortly after the head of the Moscow-backed administration in Kherson, Vladimir Saldo, appealed to the Kremlin for help moving residents out of harm’s way, in the latest indication that Russian forces were struggling in the face of Ukrainian advances.

The Ukrainian military has been carrying out a counteroffensive in Kherson and eastern parts of the country, taking back territory that had been occupied by Russia as well as striking critical infrastructure such as bridges and railways.

Saldo claimed cities throughout Kherson, one of four Ukrainian regions Russia claimed to have annexed in violation of international law, were being hammered by dangerous airstrikes.

Saldo said local Russian leadership had “decided to organize the possibility of Kherson families traveling to other regions of the Russian Federation.”

“We suggested that all residents of the Kherson region, if there is such a wish, to protect themselves from the consequences of missile strikes, should go to other regions … to take their children and leave.”

Fighting in Kherson has intensified in recent weeks, as Kyiv pushes ahead with its goal to take back parts of the region Russia seized in the early days of the invasion. US and Ukrainian officials said last month that they hoped to retake all of Kherson by the end of the year.

As of last week, Ukraine said it had recaptured 2,400 square kilometers (927 square miles) in Kherson previously under Russian control. Authorities in Kyiv said Wednesday that it had liberated five more small, rural villages as the Ukrainian military pushes further southwest.

With Ukrainian forces barreling forward, Saldo appealed to Russian leaders to help local Russian-backed officials move civilians.

“We, residents of the Kherson region, of course, know that Russia does not abandon its own people,” Saldo said.

However, Kirill Stremousov, the deputy head of the Kherson region’s military administration, said that the civilian transports were not an “evacuation.”

“There is no evacuation in the Kherson region and there cannot be any,” he said.

Stremousov has been openly critical of the war’s decision-makers in Moscow and on the battlefield. Last week, he blamed the military setbacks in Kherson on “incompetent commanders” who have not been held accountable for their mistakes.

On Thursday, Stremousov insisted that Saldo was only requesting that authorities “help organize the departure of residents of the Kherson region for temporary stay and rest in other regions of the Russian Federation.”

“We urge the residents of the Kherson region to remain calm and to not panic. Nobody is going to withdraw Russian troops from the Kherson region,” Stremousov said. “This is not an evacuation, this is an opportunity to save lives.”

Oak Fire: California’s fast-moving Oak Fire burns nearly 12,000 acres and forces thousands to evacuate outside Yosemite National Park

The fire, which had 0% containment as of Saturday evening, began Friday in the foothills of the Sierra Nevada near the small community of Midpines, roughly a 9-mile drive northeast of the county seat, the town of Mariposa, state fire officials said.
Flames tore through trees and sent thick smoke into the sky Friday, and in at least one rural area burned close to homes and parked vehicles, video from CNN affiliates KFSN and KGO showed.
“(Authorities) came by … and told us everybody’s got to go,” Wes Detamore, a resident of the Mariposa Pines area, told KFSN Friday.
Gov. Gavin Newsom declared a state of emergency for Mariposa County after the fire forced more than 3,000 people to evacuate their homes, according to a news release from his office. Activating a state of emergency allows for additional resources to aid response to the fire.

Electricity service in the area stopped Friday at about 4 p.m. local time, “and the fire has been coming towards us faster and faster,” Detamore said.

The fire has destroyed at least 10 structures and damaged another five, the California Department of Forestry and Fire Protection, known as Cal Fire, said Saturday. The blaze is threatening 2,000 other structures, Cal Fire said.
It had burned 6,555 acres by Saturday morning, according to Cal Fire. Fire activity was extreme, and emergency personnel were working to evacuate people and protect buildings, the department said.

Eleven fire crews with more than 400 personnel, as well as 45 fire engines and four helicopters, have been assigned to fight the flames, Cal Fire said.

Evacuations have been ordered for certain areas of Mariposa County south and east of the fire, as shown in an online map. The evacuation zones did not include the town of Mariposa.

A Red Cross evacuation center has been established at an elementary school in Mariposa, Cal Fire said.

The blaze comes as much of the US has been experiencing an extreme heat wave this week, with parts of California seeing temperatures in the triple-digits.
Wildfires scorching the western US in recent years have become more common due to worsening drought conditions fueled by climate change. In California alone, more than 2.5 million acres were burned in nearly 9,000 fires last year, according to Cal Fire.

Couple left with ‘just the clothes on their back’

Nick Smith told CNN his parents’ home burned down as a result of the fire. His parents, Jane and Wes Smith, lived in their Mariposa home for 37 years, he said.

“It’s pretty sad to see the house that I grew up in and was raised in gone,” he said. “It hits hard.”

Smith told CNN that his father is a Mariposa sheriff and was working on the fire when his mother, Jane, had to evacuate. She had time to load their horses and get out of the area, according to Smith.

“They had just the clothes on their back and the shoes on their feet,” he added.

In the meantime, the couple is staying with friends and family. Smith created a verified GoFundMe to support his parents and help them overcome their loss.

“They lived in their home for over 37 years, and now have lost everything,” Smith wrote on the GoFundMe. “37 years of memories, generations of family treasures, and countless more sentimental things. Although these are materials, it is devastating to lose everything literally in the blink of an eye without notice.”

The blaze is a few dozen miles southwest of Yosemite National Park’s southern edges, though the park is closer when measured by a straight line.

The Oak Fire is the largest of California’s currently active wildfires of note, which numbered at least six Saturday morning, according to Cal Fire.
The second-largest, the Washburn Fire, has burned in and near southern Yosemite National Park for more than two weeks. It had burned more than 4,850 acres and was 79% contained by Saturday morning, according to InciWeb, a US clearinghouse for fire information.

SYDNEY, July 4 (Reuters) – Fresh evacuation orders were issued for tens of thousands of Sydney residents on Monday after relentless rains triggered floods for the third time this year in some low-lying suburbs.

An intense low-pressure system off Australia’s east coast is forecast to bring heavy rain through Monday across New South Wales after several places in the state were hit with about a month’s worth over the weekend.

Since Sunday, about 30,000 residents in New South Wales state have been told to either evacuate or warned they might receive evacuation orders.

Frustration swelled in several suburbs in the west of Australia’s largest city after floods submerged homes, farms and bridges.

“It’s just devastating. We are in disbelief,” Camden Mayor Theresa Fedeli said.

“Most of them have just come out of the last flood, getting their homes back in place, their businesses back in place and unfortunately we are saying it is happening again.”

Some areas could approach or exceed the flood levels seen in March 2021, and in March and April this year, the weather bureau warned. The risk of major flooding remained though the intense weather system may weaken later on Monday, it said.

An operation was underway to rescue 21 crew members from a cargo ship, which lost power south of Sydney and risked being swept ashore, local media reported.

“It has been a very difficult time for many months to have this flood event off the back of others. It makes it more challenging,” New South Wales Premier Dominic Perrottet said during a televised media briefing.

Paul O’Neill, a resident from flood-hit Wisemans Ferry, said he was taking food supplies by boat to his stranded family after rising waters cut off access.

“The road collapsed and hasn’t been fixed since the last floods, hasn’t been touched. So now they close our road access and then the ferry, the only way to get home now is by boat,” O’Neill told Reuters.

AUSTRALIA ‘UNDER-PREPARED’

Footage on social media showed petrol stations, homes, cars and street signs partially under water while garbage bins floated down flooded roads. Military vehicles were seen going into flooded streets to evacuate stranded families.

About 100 millimetres (4 inches) of rain could fall in the next 24 hours over a swath of more than 300km (186 miles) along the New South Wales coast from Newcastle to the south of Sydney, the Bureau of Meteorology said.

The weather could trigger flash floods and landslides, with river catchments already near full capacity after the La Nina phenomenon, typically associated with increased rainfall, lashed Australia’s east coast over the last two years.

Climate change is widely believed to be a contributing factor to the frequent severe weather events, the Climate Council said, adding Australia is “under-prepared”.

Federal emergency management minister Murray Watt said climate change must be taken “seriously” due to the frequent occurrence of floods.

“The reality is we are living in a changing climate,” Watt told ABC television.

Bad weather has delayed by 24 hours Monday’s scheduled launch of a NASA rocket from the Arnhem Space Centre in north Australia, operator Equatorial Launch Australia said.

Thousands told to evacuate Sydney, as heavy rains bring ‘life threatening emergency’

An intense low-pressure system off Australia’s east coast is forecast to bring more heavy rain through Monday across the southern regions of New South Wales even as several places in the state were hit with about a month’s rain over the weekend.

About 100 millimeters (4 inches) of rain could fall in the next 24 hours over a wide swathe of regions in New South Wales, from Newcastle to the south of Sydney, a distance of more than 300 kms (186 miles), the Bureau of Meteorology said.

“If you were safe in 2021, do not assume you will be safe tonight. This is a rapidly evolving situation and we could very well see areas impacted that have never experienced flooding before,” New South Wales emergency services minister Steph Cooke said in a televised media briefing on Sunday evening.

Earlier in the day, she urged people to reconsider holiday travel, with the rough weather having hit at the beginning of school holidays.

“This is a life-threatening emergency situation,” Cooke said.

More than 200 millimeters (8 inches) of rain have fallen over many areas with some hit by as much as 350mm, the Bureau of Meteorology said, warning of flood risks along the Nepean and Hawkesbury Rivers.

Camden in southwest Sydney was underwater, and the weather bureau predicted water levels in the areas of North Richmond and Windsor northwest of Sydney would peak at higher levels than in the past three major flood events since March 2021.

The heavy rains caused Sydney’s main dam to spill early Sunday morning, water authorities said, adding that modeling showed the spill would be comparable to a major spill in March 2021 at the Warragamba Dam.

“There’s no room for the water to remain in the dams. They are starting to spill. The rivers are flowing very fast and very dangerous. And then we have the risk of flash flooding, depending on where the rains are,” State Emergency Service Commissioner Carlene York said.

About 70 evacuation orders are in place in Sydney as authorities urged people to leave their homes before getting stranded without power.

As tens of thousands face evacuation, frustration swelled in North Richmond and Windsor in Sydney’s west after floods submerged homes there for the third time this year.

“We are over it. We are so over it. (This) is a bit much for of us,” a flood-hit Windsor resident told ABC television.

At least 29 people have been rescued from floodwaters, including one who was hanging on to a pole for an hour as workers struggled to reach them.

The body of a man who fell out of a kayak was pulled out of Sydney Harbour, police said, adding that the circumstances were under investigation but appeared to be linked to the windy conditions.

Federal emergency management minister Murray Watt has offered more troops and said on Monday the government has activated the satellite emergency management system to help with the flood relief efforts.
