EXCLUSIVE Citi, HSBC, Prudential hatch plan for Asian coal-fired closures -sources

LONDON/MELBOURNE, Aug 3 (Reuters) – Financial firms including British insurer Prudential, lenders Citi and HSBC and BlackRock Real Assets are devising plans to speed the closure of Asia’s coal-fired power plants in order to lower the biggest source of carbon emissions, five people with knowledge of the initiative said.

The novel proposal, which includes the Asian Development Bank (ADB), offers a potentially workable model and early talks with Asian governments and multilateral banks are promising, the sources told Reuters.

The group plans to create public-private partnerships to buy out the plants and wind them down within 15 years, far sooner than their usual life, giving workers time to retire or find new jobs and allowing countries to shift to renewable energy sources.

It aims to have a model ready for the COP26 climate conference which is being held in Glasgow, Scotland in November.

The initiative comes as commercial and development banks, under pressure from large investors, pull back from financing new power plants in order to meet climate targets.

An ADB executive told Reuters that a first purchase under the proposed scheme, which will comprise a mix of equity, debt and concessional finance, could come as soon as next year.

“If you can come up with an orderly way to replace those plants sooner and retire them sooner, but not overnight, that opens up a more predictable, massively bigger space for renewables,” Donald Kanak, chairman of Prudential’s (PRU.L) Insurance Growth Markets, told Reuters.

Coal-fired power accounts for about a fifth of the world’s greenhouse gas emissions, making it the biggest polluter.

The proposed mechanism entails raising low cost, blended finance which would be used for a carbon reduction facility, while a separate facility would fund renewable incentives.

HSBC (HSBA.L) declined to comment on the plan.

Finding a way for developing nations in Asia, which has the world’s newest fleet of coal plants and more under construction, to make the most of the billions already spent and switch to renewables has proved a major challenge.

The International Energy Agency expects global coal demand to rise 4.5% in 2021, with Asia making up 80% of that growth.

Meanwhile, the International Panel on Climate Change (IPCC) is calling for a drop in coal-fired electricity from 38% to 9% of global generation by 2030 and to 0.6% by 2050.

MAKING IT VIABLE

The proposed carbon reduction facility would buy and operate coal-fired power plants, at a lower cost of capital than is available to commercial plants, allowing them to run at a wider margin but for less time in order to generate similar returns.

The cash flow would repay debt and investors.

The other facility would be used to jump start investments in renewables and storage to take over the energy load from the plants as it grows, attracting finance on its own.

The model is already familiar to infrastructure investors who rely on blended finance in so-called public-private deals, backed by government-financed institutions.

In this case, development banks would take the biggest risk by agreeing to take first loss as holders of junior debt as well as accepting a lower return, according to the proposal.

“To make this viable on more than one or two plants, you’ve got to get private investors,” Michael Paulus, head of Citi’s Asia-Pacific public sector group, who is involved in the initiative, told Reuters.

“There are some who are interested but they are not going to do it for free. They may not need a normal return of 10-12%, they may do it for less. But they are not going to accept 1 or 2%. We are trying to figure out some way to make this work.”

The framework has already been presented to ASEAN finance ministers, the European Commission and European development officials, Kanak, who co-chairs the ASEAN Hub of the Sustainable Development Investment Partnership, said.

Details still to be finalised include ways to encourage coal plant owners to sell, what to do with the plants once they are retired, any rehabilitation requirements, and what role if any carbon credits may play.

The firms aim to attract finance and other commitments at COP26, when governments will be asked to commit to more ambitious emissions targets and increase financing for countries most vulnerable to climate change.

U.S. President Joe Biden’s administration has re-entered the Paris climate accord and is pushing for ambitious reductions of carbon emissions, while in July, U.S. Treasury Secretary Janet Yellen told the heads of major development banks, including ADB and the World Bank, to devise plans to mobilize more capital to fight climate change and support emission cuts. read more

A Treasury official told Reuters that the plans for coal plant retirement are among the types of projects that Yellen wants banks to pursue, adding the administration is “interested in accelerating coal transitions” to tackle the climate crisis.

ASIA STEPS

As part of the group’s proposal, the ADB has allocated around $1.7 million for feasibility studies covering Indonesia, Philippines and Vietnam, to estimate the costs of early closure, which assets could be acquired, and engage with governments and other stakeholders.

“We would like to do the first (coal plant) acquisition in 2022,” ADB Vice President Ahmed M. Saeed told Reuters, adding the mechanism could be scaled up and used as a template for other regions, if successful. It is already in discussions about extending this work to other countries in Asia, he added.

To retire 50% of a country’s capacity early at $1 million-$1.8 million per megawatt suggests Indonesia would require a total facility of roughly $16-$29 billion, while Philippines would be about $5-$9 billion and Vietnam around $9-$17 billion, according to estimates by Prudential’s Kanak.

One challenge that needs to be tackled is the potential risk of moral hazard, said Nick Robins, a London School of Economics sustainable finance professor.

“There’s a longstanding principle that the polluter should pay. We need to make absolutely sure that we are not paying the polluter, but rather paying for accelerated transition,” he said.

Oil prices fall on worries over China economy and higher crude output

SINGAPORE, Aug 2 (Reuters) – Oil prices fell on Monday on worries over China’s economy after a survey showed growth in factory activity slipped sharply in the world’s second-largest oil consumer, with concerns compounded by a rise in oil output from OPEC producers.

Brent crude oil futures slid by 74 cents, or 1%, to $74.67 a barrel by 0653 GMT, after dropping to a low of $74.10 earlier in the day.

U.S. West Texas Intermediate (WTI) crude futures dropped 70 cents, or 1%, to $73.25 a barrel after slipping to a session low of $72.77.

“China’s been leading economic recovery in Asia and if the pullback deepens, concerns will grow that the global outlook will see a significant decline,” said Edward Moya, senior analyst at OANDA.

“The crude demand outlook is on shaky ground and that probably will not improve until global vaccinations improve.”

China’s factory activity growth slipped sharply in July as demand contracted for the first time in more than a year, in part on high product prices, a business survey showed on Monday, underscoring challenges facing the world’s manufacturing hub.

The weaker results in the private survey, mostly covering export-oriented and small manufacturers, broadly aligned with those in an official survey released on Saturday that showed activity growing at the slowest pace in 17 months. read more

Also weighing on prices, a Reuters survey found that oil output from the Organization of the Petroleum Exporting Countries (OPEC) rose in July to its highest since April 2020, as the group further eased production curbs under a pact with its allies while top exporter Saudi Arabia phased out a voluntary supply cut. read more

Turkey says part of Cyprus ghost town to reopen; EU, UK object

NICOSIA, July 20 (Reuters) – Turkish Cypriot authorities announced on Tuesday a partial reopening of an abandoned town for potential resettlement, drawing a strong rebuke from rival Greek Cypriots of orchestrating a land-grab by stealth.

Varosha, an eerie collection of derelict high-rise hotels and residences, has been deserted since a 1974 war which split the island, a military zone nobody has been allowed to enter.

Turkish Cypriot authorities opened a small area for day visits in November 2020, and on Tuesday said a part of it would be converted to civilian use with a mechanism in place for people to potentially reclaim their properties.

“A new era will begin in Maras which will benefit everyone,” said Turkish President Tayyip Erdogan, who was visiting breakaway north Cyprus on Tuesday. Maras is the Turkish name for Varosha.

Greek Cypriots fear a change to the area’s status displays a clear intent of Turkey to appropriate it. Cypriot President Nicos Anastasiades described the move as “illegal and unacceptable”.

“I want to send the strongest message to Mr Erdogan and his local proxies that the unacceptable actions and demands of Turkey will not be accepted,” Anastasiades said.

Greece’s foreign ministry said it condemned the move “in the strongest terms”, while the United Kingdom, a permanent member of the U.N. Security Council, said it would be discussing the issue as a matter of urgency with other Council members, saying it was “deeply concerned”.

“The UK calls on all parties not to take any actions which undermine the Cyprus settlement process or increase tensions on the island,” a Foreign Office spokesperson said.

EU foreign policy chief Josep Borrell also expressed concern. “(The) unilateral decision announced today by President Erdogan and (Turkish Cypriot leader Ersin) Tatar risks raising tensions on the island & compromising return to talks on a comprehensive settlement of the Cyprus issue,” he said on Twitter.

United Nations resolutions call for Varosha to be handed over to U.N. administration and to allow people to return to their homes.

Anastasiades said that if Turkey’s “real concern was returning properties to their legal owners … they should have adopted U.N. resolutions and hand the city over to the U.N., allowing them to return in conditions of safety.”

Tuesday marked the 47th anniversary of a Turkish invasion mounted in 1974 after a Greek Cypriot coup engineered by the military then ruling Greece. Peace efforts have repeatedly floundered, and a new Turkish Cypriot leadership, backed by Turkey, says a peace accord between two sovereign states is the only viable option.

Greek Cypriots, who represent Cyprus internationally and are backed by the European Union, reject a two-state deal for the island which would accord sovereign status to the breakaway Turkish Cypriot state that only Ankara recognises.

“A new negotiation process (to heal Cyprus’ division) can only be carried out between the two states. We are right and we will defend our right to the end,” Erdogan said in a speech in the divided Cypriot capital of Nicosia.

Varosha has always been regarded as a bargaining chip for Ankara in any future peace deal, and one of the areas widely expected to have been returned to Greek Cypriot administration under a settlement. The Turkish Cypriot move renders that assumption more uncertain.

U.S. seeks to speed rooftop solar growth with instant permits

July 15 (Reuters) – The Biden administration on Thursday will roll out a tool that enables instant local permitting of rooftop solar installations, addressing a major source of industry delays and possibly lowering costs for homeowners, the Energy Department said.

The Solar Automated Permit Processing (SolarAPP+) platform, developed by DOE’s National Renewable Energy Laboratory, will be an optional portal for local governments to process permit applications automatically.

Approvals typically take a week or more currently, and permit-related costs can account for about a third of installers’ overall costs, DOE said. The software speeds the process up by standardizing requirements, streamlining the application and automating some approvals.

Administration officials said the software will help speed adoption of rooftop solar and achieve President Joe Biden’s goal of decarbonizing the U.S. electricity grid by 2035, a key pillar of his plan to address climate change. DOE has said that solar energy will need to be installed at a pace as much as five times faster than it is today to realize that goal.

“Having streamlined processes and an automated permitting platform that can make it faster, easier and cheaper for homeowners to go solar promises to really help expand the residential solar sector,” Becca Jones-Albertus, director of DOE’s solar energy technologies office, said in an interview.

Obtaining permits through local building departments has often proved to be a “pain point” for solar companies, according to Jones-Albertus. About a third of rooftop solar installations take more than two weeks for the permit process, DOE said.

SolarAPP+ was tested in four communities in Arizona and California starting last year. In Tucson, the portal reduced permitting review times from an average of 20 days to zero, the agency said.

An official from Stockton, California, a city that recently decided to adopt the SolarAPP tool, said it will free up staffers who have managed a 26% rise in solar applications over the last five years. It also allows homeowners to conduct the permitting process online rather than in person.

“It’s rare that you can find something that works this well for all of the parties involved,” John Alita, Stockton’s deputy city manager, said during a DOE webinar to unveil the tool.

The portal performs an automatic review of permit applications, approving eligible systems instantly. Complex or ineligible systems are re-routed for additional review.

Local governments will not have to pay for the portal, DOE said. DOE is challenging 125 mayors and local officials to sign up for the SolarAPP tool before the end of the summer.

EU fines Volkswagen, BMW $1 bln for emissions cartel

BRUSSELS, July 8 (Reuters) – The European Commission fined German carmakers Volkswagen and BMW a total of 875 million euros ($1 billion) on Thursday for colluding to curb the use of emissions cleaning technology they had developed.

The case, separate to the so-called ‘Dieselgate’ scandal over software designed to cheat on vehicle emissions tests, sets a precedent by extending the application of European competition law to technical-level talks between industry players.

In this case, talks held a decade ago centred on design standards for AdBlue, an additive used to cleanse nitrogen oxide from the exhaust gases produced by diesel-powered cars.

“This is a first,” European Union antitrust chief Margrethe Vestager told a news conference in Brussels. “We have never had a cartel whose purpose was to restrict the use of novel technology.”

Under a settlement, Volkswagen (VOWG_p.DE) will pay a fine of 502 million euros and BMW (BMWG.DE) 373 million euros. Daimler, also part of the cartel, was not fined after revealing its existence.

Vestager said the German carmakers, which included VW units Audi (AUDVF.PK) and Porsche (PSHG_p.DE), had possessed the technology to reduce harmful emissions more than required under EU law but avoided competing to do so.

“So today’s decision is about how legitimate technical cooperation went wrong. And we do not tolerate it when companies collude,” said Vestager.

The EU had narrowed the original scope of its investigation to ensure its charges stuck.

IS TECHNICAL COLLUSION POSSIBLE?

Vestager said that all of the parties had agreed to settle the case and “have acknowledged their role in this cartel”.

Volkswagen, however, said it was considering whether to take legal action, saying the penalty over technical talks about emissions technology set a questionable precedent. read more

“The Commission is entering new judicial territory, because it is treating technical cooperation for the first time as an antitrust violation,” Volkswagen said, adding that the fines had been set even though no customers had suffered any harm.

The nub of the carmakers’ complaints boil down to whether setting common technical standards amounts to anti-competitive behaviour – or whether indeed it makes it easier for an industry as a whole to embrace new technology.

The Commission said in its 2019 charge sheet that the German carmakers had colluded to restrict the size of AdBlue tanks between 2006 and 2014, thus making the urea-based additive less convenient to use.

BMW noted in its defence that it had been cleared of suspicion of using illegal ‘defeat devices’ to cheat emissions tests. read more

“This underlines that there has never been any allegation of unlawful manipulation of emission control systems by the BMW Group,” BMW said in a statement.

In the Dieselgate scandal, VW admitted to using such defeat devices, leading to more than 32 billion euros ($38 billion) in vehicle refits, fines and legal costs for the Wolfsburg-based carmaker.

Iran begins process of making enriched uranium metal; U.S., E3 dismayed

VIENNA/WASHINGTON, July 6 (Reuters) – Iran has begun the process ofproducing enriched uranium metal, the U.N. atomic watchdog said on Tuesday, a move that could help it develop a nuclear weapon and that three European powers said threatened talks to revive the 2015 Iran nuclear deal.

Iran’s steps, which were disclosed by the International Atomic Energy Agency and which Tehran said were aimed at developing fuel for a research reactor, also drew criticism from the United States, which called them an “unfortunate step backwards.”

U.S. and European officials made clear that Iran’s decision would complicate, and potentially torpedo, indirect U.S.-Iranian talks seeking to bring both nations back into compliance with the 2015 deal, which was abandoned by former U.S. President Donald Trump.

The deal imposed curbs on Iran’s nuclear programme to make it harder for Tehran to develop fissile material for nuclear weapons in return for the lifting of economic sanctions. After Trump withdrew, Iran began violating many of its restrictions.

Tehran has already produced a small amount of uranium metal this year that was not enriched. That is a breach of the deal, which bans all work on uranium metal since it can be used to make the core of a nuclear bomb. read more

“Today, Iran informed the Agency that UO2 (uranium oxide) enriched up to 20% U–235 would be shipped to the R&D laboratory at the Fuel Fabrication Plant in Esfahan, where it would be converted to UF4 (uranium tetrafluoride) and then to uranium metal enriched to 20% U–235, before using it to manufacture the fuel,” an IAEA statement said.

A confidential IAEA report seen by Reuters said the agency had confirmed that Iran had taken the second of the four steps described, making clear it has begun the process.

Britain, France and Germany said on Tuesday they had “grave concern” about Iran’s decision, which violates the nuclear deal formally named the Joint Comprehensive Plan of Action (JCPOA). read more

“Iran has no credible civilian need for uranium metal R&D and production, which are a key step in the development of a nuclear weapon,” they said in a joint statement issued by Britain’s foreign ministry.

“With its latest steps, Iran is threatening a successful outcome to the Vienna talks despite the progress achieved in six rounds of negotiations,” they said, and urged Iran to return to the talks, which began in April and adjourned on June 20. No date has been set for a next round.

U.S. State Department spokesman Ned Price said that Washington was not setting a deadline for the talks but noted “that as time proceeds Iran’s nuclear advances will have a bearing on our view of returning to the JCPOA.”

Price said the United States found it “worrying” that Iran was continuing to violate the agreement “especially with experiments that have value for nuclear weapons research.

“It’s another unfortunate step backwards for Iran,” he said.

Saudi Arabia pushes back on UAE opposition to OPEC+ deal

DUBAI, July 4 (Reuters) – Saudi Arabia’s energy minister pushed back on Sunday against opposition by fellow Gulf producer the United Arab Emirates to a proposed OPEC+ deal and called for “compromise and rationality” to secure agreement when the group reconvenes on Monday.

It was a rare public spat between allies whose national interests have increasingly diverged, spilling over into OPEC+ policy setting at a time consumers want more crude to aid a global recovery from the COVID-19 pandemic.

OPEC+, which groups the Organization of the Petroleum Exporting Countries and its allies, voted on Friday to raise output by some 2 million barrels per day from August to December 2021 and to extend remaining cuts to the end of 2022, but UAE objections prevented agreement, sources had said. read more

“The extension is the basis and not a secondary issue,” Saudi Energy Minister Prince Abdulaziz bin Salman told Saudi-owned Al Arabiya television channel.

“You have to balance addressing the current market situation with maintaining the ability to react to future developments … if everyone wants to raise production then there has to be an extension,” he said, noting uncertainty about the course of the pandemic and output from Iran and Venezuela.

The UAE said on Sunday it backs an output increase from August but suggested deferring to another meeting the decision on extending the supply pact. It said baseline production references – the level from which any cuts are calculated – should be reviewed for any extension. read more

The standoff could delay plans to pump more oil through to the end of the year to cool oil prices.

“Big efforts were made over the past 14 months that provided fantastic results and it would be a shame not to maintain those achievements. … Some compromise and some rationality is what will save us,” the Saudi energy minister said.

“We are looking for a way to balance the interests of producer and consumer countries and for market stability in general, especially when shortages are expected due to the decrease in stockpiles,” he added.

Responding to oil demand destruction caused by the COVID-19 pandemic, OPEC+ agreed last year to cut output by almost 10 million bpd from May 2020, with plans to phase out the curbs by the end of April 2022. Cuts now stand at about 5.8 million bpd.

OPEC+ sources said the UAE contended its baseline was originally set too low, but was ready to tolerate if the deal ended in April 2022. The UAE has ambitious production plans and has invested billions of dollars to boost capacity.

Prince Abdulaziz, who stressed Riyadh’s “sacrifice” in making voluntary cuts, said no country should use a single month as a baseline reference, adding there was a mechanism to file objections and that “selectivity is difficult”.

The regional alliance that saw Saudi Arabia and the UAE join forces to project power in the Middle East and beyond — coordinating use of financial clout and, in Yemen, military force — has loosened as national interests came to the fore.

Abu Dhabi extricated itself from the Yemen war in 2019, saddling Riyadh. Saudi Arabia this year took the lead to end a row with Qatar despite reluctance from its Arab allies.

The kingdom has also moved to challenge the UAE’s dominance as the region’s business and tourism hub as Riyadh vies for foreign capital to diversify its economy away from oil.

Hurricane Elsa cuts power, batters homes in Barbados

CHRIST CHURCH, Barbados, July 2 (Reuters) – Hurricane Elsa blew roofs off homes, toppled trees and sparked flooding in the island nation of Barbados then pounded St. Vincent with heavy rain and winds on Friday, as the storm was tracking towards Haiti.

Minister of Home Affairs, Information and Public Affairs Wilfred A. Abrahams urged Barbadians to shelter in place and only leave their homes if the structures were damaged.

Elsa strengthened into a hurricane earlier in the day and was about 95 miles (153 km) west-northwest of St. Vincent, blowing maximum sustained winds of 85 miles per hour (140 kph), the U.S. National Hurricane Center (NHC) said.

“The island definitely cannot handle any sort of damages at this point because we still haven’t recovered from the volcanic eruption yet,” said 20-year-old student Queriise Thomas in the community of Choppins in southern St. Vincent.

Earlier this year, heavy rains slammed St. Vincent with major flooding and landslides after a series of volcanic eruptions blanketed large swathes of the island in a thick layer of ash. read more

Thomas said intermittent heavy rain caused flooding and parts of the island lost electricity. St. Vincent’s water and sewage authority cut water supply to all residents as a precaution due to potential mudflows.

The NHC forecast 4 to 8 inches (10 to 20 cm) of rain with a maximum of 15 inches (38 cm) across the Windward and southern Leeward Islands including Barbados, which could lead to isolated flash flooding and mudslides.

Hurricane conditions were expected in Haiti and possible in the Dominican Republic and Jamaica by late Saturday, the agency said.

The Barbados minister said damage was reported in the south of the island including power outages, fallen trees, flash flooding and damaged roofs.

Emergency services were unable to reach people, but there were no reports of injuries or deaths.

A resident in south Barbados, 43-year-old structural engineer Greg Parris, whose home lost power around 7 a.m., said: “It was scary. Most of us, we haven’t experienced anything like this for a while.”

Elsa’s progress should be monitored by the Windward Islands, Leeward Islands, the Virgin Islands, Puerto Rico, the Dominican Republic, Cuba and the Cayman Islands, the Miami-based NHC said.

Little change in Elsa’s strength was forecast over the next 48 hours and some decrease in winds is possible on Monday, the hurricane center said.

Elsa’s storm surge was expected to raise water levels by as much as 1 to 4 feet above normal tide levels in some areas. Puerto Rico could receive up to 5 inches of rain, the NHC.

‘Eye of fire’ in Mexican waters snuffed out, says national oil company

MEXICO CITY, July 2 (Reuters) – A fire on the ocean surface west of Mexico’s Yucatan peninsula early on Friday has been extinguished, state oil company Pemex said, blaming a gas leak from an underwater pipeline for sparking the blaze captured in videos that went viral.

Bright orange flames jumping out of water resembling molten lava was dubbed an “eye of fire” on social media due to the blaze’s circular shape, as it raged a short distance from a Pemex oil platform.

The fire took more than five hours to fully put out, according to Pemex.

The fire began in an underwater pipeline that connects to a platform at Pemex’s flagship Ku Maloob Zaap oil development, the company’s most important, four sources told Reuters earlier.

Ku Maloob Zaap is located just up from the southern rim of the Gulf of Mexico.

Pemex said no injuries were reported, and production from the project was not affected after the gas leak ignited around 5:15 a.m. local time. It was completely extinguished by 10:30 a.m.

The company added it would investigate the cause of the fire.

Pemex, which has a long record of major industrial accidents at its facilities, added it also shut the valves of the 12-inch-diameter pipeline.

Angel Carrizales, head of Mexico’s oil safety regulator ASEA, wrote on Twitter that the incident “did not generate any spill.” He did not explain what was burning on the water’s surface.

Ku Maloob Zaap is Pemex’s biggest crude oil producer, accounting for more than 40% of its nearly 1.7 million barrels of daily output.

“The turbomachinery of Ku Maloob Zaap’s active production facilities were affected by an electrical storm and heavy rains,” according to a Pemex incident report shared by one of Reuters’ sources.

Company workers used nitrogen to control the fire, the report added.

Details from the incident report were not mentioned in Pemex’s brief press statement and the company did not immediately respond to a request for comment.

Saudi Arabia plans new national airline as it diversifies from oil

CAIRO, June 29 (Reuters) – Saudi Arabia’s Crown Prince Mohammed bin Salman announced plans on Tuesday to launch a second national airline as part of a broader strategy to turn the kingdom into a global logistics hub as it seeks to diversify from oil.

The creation of another flag carrier would catapult Saudi Arabia into the 5th rank globally in terms of air transit traffic, official state media reported, without giving details on when and how the airline would be created.

Prince Mohammad has been spearheading a push for Saudi Arabia, the biggest Arab economy and the largest country in the Gulf geographically, to boost non-oil revenues to about 45 billion riyals ($12.00 billion) by 2030.

Making the kingdom a global logistics hub, which includes the development of ports, rail and road networks, would increase the transport and logistics sector’s contribution to gross domestic product to 10% from 6%, state news agency SPA said.

“The comprehensive strategy aims to position Saudi Arabia as a global logistics hub connecting the three continents,” Prince Mohammed was quoted as saying in the SPA report.

“This will help other sectors like tourism, haj and umrah to achieve their national targets.”

The addition of another airline would increase the number of international destinations from Saudi Arabia to more than 250 and double air cargo capacity to more than 4.5 million tonnes, the SPA report said.

With current flag bearer Saudi Arabian Airlines (Saudia), the kingdom has one of the smallest airline networks in the region relative to its size. Saudia has struggled with losses for years and like global peers, has been hit hard by the coronavirus pandemic.

Local media reported earlier this year that the kingdom’s sovereign wealth fund, the Public Investment Fund, (PIF), planned to build a new airport in Riyadh as part of the new airline launch, without giving further details.

The fund is the main vehicle for boosting Saudi Arabian investments at home and abroad as the young prince, known in the West as MbS, seeks to diversify the kingdom’s oil-heavy economy through his Vision 2030 strategy.
