Sections of Balkan river become floating garbage dump

VISEGRAD, Bosnia-Herzegovina (AP) — Tons of waste dumped in poorly regulated riverside landfills or directly into the waterways that flow across three countries end up accumulating behind a trash barrier in the Drina River in eastern Bosnia during the wet weather of winter and early spring.

This week, the barrier once again became the outer edge of a massive floating waste dump crammed with plastic bottles, rusty barrels, used tires, household appliances, driftwood and other garbage picked up by the river from its tributaries.

The river fencing installed by a Bosnian hydroelectric plant, a few kilometers upstream from its dam near Visegrad, has turned the city into an unwilling regional waste site, local environmental activists complain.

Heavy rain and unseasonably warm weather over the past week have caused many rivers and streams in Bosnia, Serbia and Montenegro to overflow, flooding the surrounding areas and forcing scores of people from their homes. Temperatures dropped in many areas on Friday as rain turned into snow.

“We had a lot of rainfall and torrential floods in recent days and a huge inflow of water from (the Drina’s tributaries in) Montenegro which is now, fortunately, subsiding,” said Dejan Furtula of the environmental group Eko Centar Visegrad.

“Unfortunately, the huge inflow of garbage has not ceased,” he added.

The Drina River runs 346 kilometers (215 miles) from the mountains of northwestern Montenegro through Serbia and Bosnia. and some of its tributaries are known for their emerald color and breathtaking scenery. A section along the border between Bosnia and Serbia is popular with river rafters when it’s not “garbage season.”

Some 10,000 cubic meters (more than 353,000 cubic feet) of waste are estimated to have amassed behind the Drina River trash barrier in recent days, Furtula said. The same amount was pulled in recent years from that area of the river.

Removing the garbage takes up to six months, on average. It ends up at the municipal landfill in Visegrad, which Furtula said “does not even have sufficient capacity to handle (the city’s) municipal waste.”

“The fires on the (municipal) landfill site are always burning,” he said, calling the conditions there “not just a huge environmental and health hazard, but also a big embarrassment for all of us.”

Decades after the devastating 1990s wars that accompanied the breakup of Yugoslavia, the Balkans lag behind the rest of Europe both economically and with regard to environmental protection.

The countries of the region have made little progress in building effective, environmentally sound trash disposal systems despite seeking membership in the European Union and adopting some of the EU’s laws and regulations.

Unauthorized waste dumps dot hills and valleys throughout the region, while trash litters roads and plastic bags hang from the trees.

In addition to river pollution, many countries in the western Balkans have other environmental woes. One of the most pressing is the extremely high level of air pollution affecting a number of cities in the region.

“People need to wake up to problems like this,” Visegrad resident Rados Brekalovic said.

Chicago weather forecast includes winter storm that could dump several inches of snow, bring blizzard conditions

CHICAGO (WLS) — A Chicago winter storm this week is forecast to dump several inches of snow on the area on Thursday and Friday ahead of the Christmas holiday, and bring very strong winds and dangerous wind chills.

The National Weather Service has issued a Winter Storm Watch for the entire Chicago area and northwest Indiana.

The alert is in effect from 9 a.m. Thursday until Saturday at 6 a.m. for DeKalb, Kane, Kendall, Grundy, Livingston and McHenry counties. For the rest of the Chicago area, the alert is in effect from noon Thursday until 6 a.m. Saturday, with the alert starting at 3 p.m. for areas in northwest Indiana.

ABC7 Chicago Meteorologist Larry Mowry said the timing of the storm has moved up, and it is now expected to hit earlier in the day on Thursday. That means the western suburbs could start seeing snow by 9 a.m. Thursday, with the city seeing snow by noon and northwest Indiana by 3 p.m.

Models show much lower snow totals than predicted Monday, when models were predicting up to 19 inches of snow in some areas near the lake. Now the models are showing a range of 3 to 8 inches, with many areas seeing less than 6 inches of snow, Mowry said.

But it will be difficult to measure the exact amount of snowfall because extremely high winds, over 50 miles per hour, will be a major feature of the storm. They will lead to blizzard conditions and the threat of power outages, and extreme travel difficulties from blowing snow reducing visibility, Mowry said.

The possibility of power outages is particularly dangerous because the very high winds will compound extreme cold, producing wind chill temperatures around -20 to -30. After the storm, forecasted highs will struggle to climb out of the single digits, and night time lows are likely to be below zero.

At those temperatures, it is possible to get frostbite in as little as 10 to 20 minutes.

The forecast for this week has forced many holiday travelers to scramble to change their plans. Most airlines currently have weather waivers in place, which means you can change your flights for free if you have flexible travel plans.

Shopping, shoveling, salting: How people and officials are preparing for the storm

Salt trucks lined up in Elk Grove Village Tuesday like they were preparing for battle; and, in a sense, they were.

“Pretty much everybody can outsource everything else, but you can’t outsource snow removal. This is pretty much what our guys live for and look forward to all year long,” said Colby Basham of Elk Grove Village Public Works.

With plenty of lead time before the storm, they are spending some of it to load the tanks up with the beet juice that combines with salt to clear the roads.

The same could be seen in other suburbs like Oak Forest. Because it’s the first snow event of the season, most towns have a full supply of salt.

“Last year was so mild we have a full salt dome and another house full of salt as well, so we are pretty well stocked to get this season going,” said Vince Kilcullen, with Algonquin General Services.

Gas is another story. The high cost of diesel is much more than what many towns planned on, and likely to push budgets into the red.

Suburban public works directors are closely following the forecast, and took part in a call with the National Weather Service. Federal emergency management officials are urging people to be cautious and reconsider their travel plans.

In the city, folks flocked to hardware stores, supermarkets and the Mag Mile to prepare for the storm.

Many used Tuesday to stock up on provisions at bustling grocery stores, which are likely to get busier as the storm gets closer. And hardware stores like JC Licht Ace Hardware in Bridgeport said rock salt, snow melt and shovels have been selling fast. Snow throwers are especially popular, given the amount of snow expected.

“There’d been a shortage of snow throwers over the last couple years with the supply chain and with COVID, so now the vendors are starting to reload, now we’re back in stock, so we could be having some of the pent up demand from the last couple years, as well,” said Jeremy Melnick, VP of Hardware at JC Licht.

And last-minute shoppers as well as some who placed holiday gift orders online flocked to the stores, unable to wait any longer. Some were getting an earlier start than their usual Christmas Eve shopping plans, while others were no longer confident in their online orders arriving in time, so were out buying backup gifts.

ComEd said it is positioning people and equipment to be able to respond quickly to potential power outages.

“We are positioning our people and equipment to respond quickly and safely to any interruptions that result from this snowstorm,” said Terence Donnelly, president and COO of ComEd. “We realize that any interruption is an inconvenience to our customers, especially during the holidays. Avoiding power outages and restoring service quickly is critical. We have strengthened our system over the years to reduce the impacts a storm like this can have on our customers.”

ComEd customers can text OUT to 26633 (COMED) to report an outage and receive restoration information as well as following ComEd on Twitter or on Facebook. Customers can also call 1-800 EDISON1 (1-800-334-7661), or report outages via the website at ComEd.com/report or use the ComEd app.

ComEd warns people never to approach a downed power line and not to approach ComEd crews to ask them about restoration times as they may be working on live electrical equipment.

City leaders are set to talk at the Office of Emergency Management at 11 a.m. Wednesday to detail how Chicago is preparing for the storm.

What are criteria for a blizzard?

In order for a blizzard warning to be issued, the following conditions need to prevail for three hours or longer:

-The storm needs to have sustained wind or frequent gusts to 35 miles-per-hour or greater

-Falling and/or blowing snow reducing visibility to less than a quarter mile

Here’s an interesting item that suggests China may soon dump the COVID zero policy

I’m sure you all remember this guy – he was editor of the Global Times until recently and was VERY wired into China’s leadership.

These two tweets from him overnight:

That first tweet seems very specific. “No longer afraid”. “May walk out …. sooner than expected”.

Seems to me China is going to exit its very strict COVID approach soon. What do ForexLive traders think? In the comments please folks.

Also, I am trying to confirm but apparently there is a news conference being given by the Joint Prevention and Control Mechanism of the State Council in China at 3pm local time. Maybe we’ll get more hints then. Its currently just after 11am in China (they don’t have timezones in the country, its all one time).

Opinion: Elon Musk pumps Tesla stock with ridiculous $4 trillion target. Is a dump coming next?

Another Tesla Inc. earnings call, and another fanciful Elon Musk prediction that likely encouraged yet another open file at the Securities and Exchange Commission on Wednesday.

told investors Wednesday that he believes the valuation of the electric-car maker will exceed the combined market capitalization of the two most valuable companies in the world: Apple Inc.

“I am of the opinion that we can far exceed Apple’s current market cap,” Musk said. “In fact, I see a potential path for Tesla to be worth more than Apple and Saudi Aramco combined.”

Based on Wednesday’s closing prices, the combined market capitalization of those two companies is about $4.4 trillion U.S. dollars. But at least he added a caveat — “That doesn’t mean it will happen or that it will be easy, in fact it will be very difficult, require a lot of work, very creative new products, expansion and always good luck.”

This type of outrageous prediction is not new for Musk. He already predicted that Tesla would be worth as much as Apple, and its market cap now is roughly the same size as Apple’s was then, though his explanation for why Tesla would spike to that level was way off.

The situation Musk is in right now, though, is new. As the soap opera that has erupted from his deal to buy Twitter Inc.

draws to a close, he is believed to need somewhere between $5 billion and $8 billion to finish off that deal, as our colleagues at Barron’s recently reported, and his only real avenue to that kind of cash is to sell Tesla stock.

Musk was precluded from selling shares before Tesla’s earnings report due to SEC rules, so what better way to try and pump Tesla’s stock before that blackout ended than to make some far-out predictions on the company’s earnings call?

A $4 trillion-plus price target wasn’t the only eye-opening claim Musk made in Wednesday’s call. He also told investors that he expected Tesla to perform the first stock buyback in its corporate history next year, and a large one at that: $5 billion to $10 billion.

“Even in a downside scenario next year, given next year is very difficult, we still have the ability to do a $5 [billion] to $10 billion buyback. This is obviously pending board review and approval,” he said. “So it’s likely that we will do some meaningful buyback.”

It is very odd to announce a share repurchase plan before it is approved and officially put in place by a board of directors, though sharing the news early is not automatically a violation of securities laws, said Stephen Diamond, an associate professor at Santa Clara University School of Law.

“Best practices would suggest waiting until you have your ducks in a row before making such an announcement, but I doubt it creates any obvious legal problems,” he said.

He added that the Tesla board is likely seeking approval from its auditors and legal counsel for the share repurchase, which would be why it isn’t approved yet.

“There is an accounting test under Delaware law that the company must meet in order to buy back shares,” Diamond said in an email. “Generally, it can only buy back shares if there is a ‘surplus’ available. To assess that would require support from their internal finance team to the board and likely as well outside opinions from their auditors and legal counsel.” 

While early disclosure of buyback plans would not register alarms at the SEC office automatically, these types of pronouncements from Musk specifically will perk up some ears at the regulator’s offices. Musk has already faced recriminations from the agency for earlier statements, and been targeted for failing to live up to the settlement he agreed to in that case. Musk is also reportedly actively being investigated for his behavior as he moved to acquire Twitter, which Twitter seemed to confirm in a legal filing earlier this month.

On the call, Musk would only say that he is “excited about the Twitter situation,” while admitting that “myself and the other investors are obviously overpaying for it right now.”

Tesla officials did not respond to a request for comment or answer a question about whether Musk does need to sell more Tesla shares to complete the Twitter deal.

The question for Tesla investors, though, is whether they have overpaid for Tesla stock before another round of stock sales from Musk, who has already offloaded billions in shares in the past year, which reportedly resulted in yet another SEC inquiry. On Wednesday, though, shares fell more than 6% in after-hours trading despite the chief executive’s boosterism, which seemed to be overshadowed by a revenue miss and trimmed forecast.

Perhaps investors are finally seeing through Musk’s earnings-call bloviating that boosted the value of Tesla’s shares in the past. But if Musk sells Tesla shares in the coming days after trying to talk up the company’s value, it won’t be the investors who knock on his door, it might be the SEC yet again.
