Russian missile that hit Dnipro apartment block was “no doubt” a Kh-22 missile, says Ukrainian Air Force Command

The Russian missile that hit an apartment block in Dnipro on Saturday was “no doubt” a Kh-22 missile, the Air Force Command of the Ukranian Armed forces said Sunday on its Facebook page.

“[A] Radar detected the approximate launch site, altitude, and flight speed. There is no doubt that it was an X-22 [Kh-22] missile,” it said.

“The Armed Forces of Ukraine lack the firepower capabilities for shooting down this type of missile. Since the beginning of Russia’s military aggression, more than 210 missiles of this type have been launched at the territory of Ukraine. None of them have been shot down by our air defense systems,” the post added.

Yurii Ihnat, spokesman for the Ukrainian air force, said the Kh-22 “was fired from a Tu-22M3 long-range bomber, launched from the area near Kursk and the Sea of Azov.”

“There were a total of five launches of these missiles,” Ihnat said.

Speaking of Saturday’s attack, Ihnat said: “They hit with such a missile a densely populated city with people, women, children. There is no explanation and justification for this terrorist act.” 

Originally designed as an anti-ship missile, the Kh-22 is an older and less accurate weapon than most modern missiles. But Western analysts say it is only accurate to a radius of about 500 meters (about 1,600 feet).

CNN reported last June that it was also a Kh-22 that hit a shopping center in Kremenchuk in central Ukraine.

The Russian Defense Ministry said the target in June was a facility that repaired military vehicles, which was several hundred meters from the shopping center. At least 18 people were killed in that attack.

The death toll from the Russian missile strike on an apartment block in Dnipro rose to 20 on Sunday, the day after missiles and explosions were heard across the country.

At least 73 people were wounded in the attack on the nine-story apartment building, including four who are in critical condition, Valentyn Reznichenko, the head of the Dnipropetrovsk regional military administration said.

Putin’s reshuffle of Ukraine’s military command reveals power struggle

Russian President Vladimir Putin’s latest reshuffle of the top brass in charge of Ukraine operations reveals a deeper power struggle between Moscow’s military command and its domestic detractors, analysts say.

One of the most prominent and powerful critics of Moscow’s strategy in Ukraine is Yevgeny Prigozhin, the leader of the Wagner Group — a private military company fighting in Ukraine. Prigozhin has slammed defense chiefs for a series of humiliating losses and retreats during the war.

His criticism seemed to bear fruit with the October appointment of Gen. Sergei Surovikin as the overall battlefield commander for Russian troops in Ukraine. Prigozhin praised the designation and described Surovikin — nicknamed “General Armageddon — as “the most able commander in the Russian army.”

Surovikin later oversaw a massive aerial bombardment of Ukraine, damaging a large proportion of its energy infrastructure at the onset of winter. He also had the unenviable task of suggesting (in what appeared to be a choreographed meeting on Russian television) to Defense Minister Sergei Shoigu that Russian troops should withdraw from a part of Kherson in southern Ukraine in November — an unpopular move that was nevertheless endorsed by Prigozhin.

Surovikin’s mandate has ended just three months later. With few territorial gains to show in Ukraine, he was on Wednesday replaced with commander Gen. Valery Gerasimov and appointed as his deputy, the Russian defense ministry said. Gerasimov is a Putin loyalist and was the highest ranking uniformed officer in Russia in his previous role as chief of Russia’s armed forces.

Analysts say the replacement could point to Moscow’s shifting sentiment toward Prigozhin and the Wagner Group, on top of Putin’s dissatisfaction with the lack of tactical advances in the Moscow-styled “special military operation” in Ukraine.

Long-term Putin associate and ally Prigozhin has become more outspoken during the war jas his estimated 50,000-men strong private military company — which also recruits from Russian prisons — has achieved successes on the battlefield. Nonetheless, Prigozhin’s criticism of Russia’s military commanders and frequent boasts over the Wagner Group’s triumphs have raised heckles in Moscow.

On Tuesday, Prigozhin claimed that his military company had single-handedly taken control of Soledar in Donetsk, a key target and the site of intense clashes for months. The Kremlin was far more cautious about declaring a victory, however, and Russia’s Ministry of Defense said its elite airborne forces had surrounded Soledar from the north and south while fighting continued in the town center.

Power struggle

Analysts at the Institute for the Study of War said Gerasimov’s promotion,and the broader command overhaul likely sought to reinforce “traditional power structures” like Russia’s Ministry of Defense (MoD) against challenges from Prigozhin and other “siloviki” — or “strongmen” — who have been critical of Moscow’s Ukraine military strategy.

“Gerasimov’s appointment as theater commander likely advances two Kremlin efforts: an attempt to improve Russian command and control for a decisive military effort in 2023, and a political move to strengthen the Russian MoD against challenges from the Russian millbloggers and siloviki, such as Wagner Group financier Yevgeny Prigozhin, who have criticized the Kremlin’s conduct of the war,” analysts at the ISW said in an assessment Wednesday evening.

“The elevation of Gerasimov and the Russian MoD over Surovikin, a favorite of Prigozhin and the siloviki faction, is additionally highly likely to have been in part a political decision to reassert the primacy of the Russian MoD in an internal Russian power struggle,” they added. Gerasimov’s promotion could also be “a signal for Prigozhin and other actors to reduce their criticism of the MoD.”

“Prigozhin has relentlessly promoted the Wagner Group at the expense of the Russian MoD’s reputation and may double down on his flashy advertisements on Russian social media and state-affiliated outlets to assert the superiority of his forces,” the ISW concluded.

Poisoned chalice

The U.K.’s Ministry of Defence also commented on the reshuffle Wednesday, calling it an indication “of the increasing seriousness of the situation Russia is facing, and a clear acknowledgement that the campaign is falling short of Russia’s strategic goals.”

It added that the move was likely to be greeted with “extreme displeasure” by much of the Russian ultra-nationalist and military blogger community, “who have increasingly blamed Gerasimov for the poor execution of the war.”

“In contrast, Surovikin has been widely praised by this community for his championing of a more realistic approach. As a now deputy commander, his authority and influence is almost certainly hugely reduced.”

Surovikin may benefit from not being in command, according to political scientist Mark Galeotti, who said Gerasimov was being handed “the most poisoned of chalices.”

“For Gerasimov …it is a kind of demotion, or at least the most poisoned of chalices. It’s now on him, and I suspect Putin has unrealistic expectations again,” Galeotti, director of the consultancy Mayak Intelligence, said on Twitter Wednesday.

“It has been pretty clear that there will be spring offensives …There may well be some advances, but nothing decisive (and the Ukrainians themselves will be looking to a spring offensive). In many ways, I don’t think Moscow’s strategy hinges anyway on battlefield victory — it’s more about politics. In other words, demonstrating to the West that Russia is in this for the long haul, and hoping that we will lose the will and unity to continue to support Kyiv,” he said.

US Space Force establishes first foreign command in South Korea

The US military activated its first Space Force command on foreign soil on Wednesday in South Korea, with the unit’s new commander saying he is ready to face any threat in the region.

The creation of the US Space Forces Korea gives the newest branch of the US military its first official presence on the Korean Peninsula at a time when North Korea has been testing ballistic missiles at a record pace and China has been building up its ballistic missile forces.

The new unit “will be tasked with coordinating space operations and services such as missile warning, position navigation and timing and satellite communications within the region,” according to US Forces Korea.

A ceremony to launch the new unit took place at a hangar at Osan Air Base in Pyeongtaek, 65 kilometers (40 miles) south of Seoul, where the US 7th Air Force is based.

Asked what potential adversaries like Beijing or Pyongyang could take from the formation of the unit, Space Forces Korea commander Lt. Col. Joshua McCullion said he hoped it would have a deterrent effect. “The hope is that they see we are ready,” he said.

“Myself and my guardians are ready to go, day or night,” he said, using the official term for US Space Force members.

“That’s (the message) we want the adversary, whoever that adversary is, to take.”

McCullion acknowledged that the new force, established as a separate military branch in December 2019, has been the object of satire in the media, with some mocking its relative youth and comparing it to “Star Trek.”

But he said nobody should underestimate the force’s abilities.

“We are a young force, that’s exactly part of the game we’re playing right now. We just have to build and grow.”

Brig. Gen. Anthony Mastalir, who introduced the new unit at Wednesday’s ceremony, said it was an example of “integrated deterrence” that showcased the “unparalleled” ability of the US and its allies to project power on land, at sea, in air and now in space.

“This new command will ensure that the space capabilities enabling integrated deterrence are ready to fight tonight,” Mastalir said, adding that the force is ready to face any adversary in the new command’s area of operations.

US Army Gen. Paul LaCamera, commander of US Forces Korea, noted that both China and Russia have developed anti-satellite capabilities, while North Korea and Iran were both working against US interests in space.

Apple Plans To Change ‘Hey Siri’ Command For Voice Assistant To…

Currently, the trigger phrase ‘Hey Siri’ activates the voice assistant on Apple devices.

American tech giant Apple is looking to change Siri’s trigger phrase from ‘Hey Siri’, to just ‘Siri’, suggests a new report.

According to The Verge, the said report was shared by Bloomberg’s Mark Gurman and this change would mean that users would just need to say ‘Siri’ followed by a command to activate the smart assistant.

Gurman noted that Apple’s been working on this feature for the past several months and is expected to roll it out next year or in 2024.

However, in order for the functionality to work effectively, Apple would need to invest a “significant amount of AI training and underlying engineering work,” since the smart assistant will need to grasp the single wake word in numerous accents and dialects.

The current, two-word trigger phrase, ‘Hey Siri’, increases the chance of Siri picking up on it.

The Verge reported that switching to a single wake phrase might help Siri compete with Amazon’s Alexa, which already allows users to activate the smart assistant with ‘Alexa’ rather than ‘Hey Alexa’.

It would also put Siri ahead of Google Assistant, which requires the ‘Ok Google’ or ‘Hey Google’ phrases to activate, though users do not have to repeat the wake word when saying back-to-back requests.

Before shutting down its voice assistant last year, even Microsoft had shifted from ‘Hey Cortana’ to ‘Cortana’ on smart speakers.

The shorter trigger phrase isn’t the only change expected from Siri; according to Gurman, Apple may also integrate Siri into third-party apps and services and increase its ability to comprehend and process user requests.

As per The Verge, Apple recently made some small tweaks to the voice assistant, adding a new voice recorded by an LGBTQ+ community member and introducing a new Siri activation sound.

US Special Operations Command chooses L3Harris’ Sky Warden for Armed Overwatch effort

WASHINGTON — U.S. Special Operations Command on Monday announced it has selected the AT-802U Sky Warden, made by L3Harris Technologies and Air Tractor, for its Armed Overwatch program.

The indefinite delivery, indefinite quantity contract will be worth up to $3 billion, L3Harris said in a release Monday. The initial program contract award is for $170 million.

Air Tractor is an aircraft manufacturer from Olney, Texas, that typically makes firefighting aircraft and agricultural planes such as crop dusters.

Initial production of the Sky Warden will take place at Air Tractor’s facility in Olney. L3Harris will then modify those planes into the Armed Overwatch mission configuration at its Tulsa, Oklahoma modification center, beginning in 2023. L3Harris said work will also take place at its other sites in Greenville, Rockwall and Waco, Texas and Nashville, Tennessee.

Air Force Special Operations Command’s Armed Overwatch program aims to build a fleet of up to 75 flexible, fixed-wing aircraft suitable for deployment to austere locations, with little logistical tail needed to keep them operating.

SOCOM is planning for the single-engine Sky Warden, as AFSOC’s Armed Overwatch plane, to be able to provide close air support, precision strike and armed intelligence, surveillance and reconnaissance missions for counterterrorism operations and irregular warfare.

AFSOC commander Lt. Gen. Jim Slife said last year he hopes Armed Overwatch aircraft will be suited to pressure extremist groups in places like Africa, in which the airspace is essentially uncontested.

The Air Force moved to establish a series of Armed Overwatch planes as it shifted its primary focus — and some of its more complex and expensive-to-operate fighters and bombers — away from combating terrorist groups and violent extremist organizations in places like the Middle East.

“Armed Overwatch answers a critical need for U.S. Special Operations Command to conduct a wide range of operations globally in support of the National Defense Strategy,” SOCOM Commander Gen. Richard Clarke said in a release. “This rugged, sustainable platform will operate in permissive environments and austere conditions around the world to safeguard our special operations forces on the ground.”

SOCOM said the plane would be low cost, able to take off and land in austere fields, fly for long periods, and support a variety of modular payloads.

Last year, Slife suggested Armed Overwatch would allow AFSOC to take its aging and expensive U-28A Draco ISR aircraft — a rare aircraft that requires specialized equipment and training to maintain — out of the field.

But SOCOM said in a statement to Air Force Times on Monday that even after the Sky Warden is delivered, the U-28 will still be needed to provide ISR for operations like search and rescue and humanitarian relief.

Clarke told lawmakers last year he envisions four operational squadrons of 15 Armed Overwatch planes, with one deployed at any given time while the other three train, recover and are maintained at home. Clarke also said a fifth squadron of 10 to 15 planes would be for training.

L3Harris beat out four other competitors — Leidos, MAG Aerospace, Textron Aviation Defense and Sierra Nevada — for the Armed Overwatch contract. Those five firms produced prototype aircraft that were evaluated, mainly at Eglin Air Force Base in Florida, in late 2021 and early 2022.

L3Harris said it will move fast to turn its prototype aircraft into the production configuration, and allow SOCOM to start testing later this year.

Six planes will be delivered in the first low-rate initial production lot.

Under the contract, L3Harris also would provide training systems, mission planning systems, support equipment, spares and logistical support.

The Sky Warden is expected to reach initial operating capability in fiscal 2026, and full operating capability in 2029, SOCOM said.

China rocket: Debris of the rocket reentered the atmosphere over Indian Ocean, US Space Command says

The Chinese 23-ton Long March 5B rocket, which delivered a new module to its space station, took off from Hainan Island at 2:22 p.m. local time Sunday, July 24, and the module successfully docked with China’s orbital outpost. The rocket had since been in an uncontrolled descent toward Earth’s atmosphere — marking the third time that China has been accused of not properly handling space debris from its rocket stage.

“No other country leaves these 20-ton things in orbit to reenter in an uncontrolled way,” Jonathan McDowell, an astrophysicist at the Harvard-Smithsonian Center for Astrophysics, told CNN’s Jim Acosta Saturday afternoon.

In a Saturday statement on Twitter, NASA Administrator Bill Nelson wrote China “did not share specific trajectory information” as the rocket fell back to Earth.

“All spacefaring nations should follow established best practices, and do their part to share this type of information in advance to allow reliable predictions of potential debris impact risk, especially for heavy-lift vehicles, like the Long March 5B, which carry a significant risk of loss of life and property,” Nelson said.

“Doing so is critical to the responsible use of space and to ensure the safety of people here on Earth,” he added.

In a statement, the China Manned Space Agency said remnants of the rocket reentered the atmosphere at about 12:55 a.m. Sunday Beijing time — or about 12:55 p.m. ET Saturday.

The agency added most of the remnants burned up during the reentry process over the Sulu Sea, which is between the island of Borneo and the Philippines.

“What we really want to know is did any pieces actually end up sitting on the ground,” McDowell told CNN. “That may take a little while longer for the reports to filter back.”

Video posted online appears to show what experts believe are images of the rocket booster burning up in the atmosphere, but CNN cannot confirm their veracity.

Vanessa Julan, a resident of Kuching, Sarawak, Malaysia, shared a video with CNN that shows what appears to be rocket debris burning up.

She told CNN she shot the footage at around 12:50 a.m. local time, which is the same as Beijing time.
